Many of thcui set down the truo panacea for their present disabilities to bo in cdacat ing their own white hands to moderate pains-taking labor, which will cnallo them to become their own efficient over feers; and to improve a very little hired help into the maximum of practical use fulness, which a master's presence, dircc tion and encouragement, nerer yet failed lo accomplish. A Marion county plant cr writes thus: "1 don't care wbat color a man may te, be u a poor, thoughtless, corrupt mortal, unless you elevate his position, enlighten his mind, ond excite his ambition, and that by constant supervision, instruction, and penerons treatment. Tho.e white men who are now thrown broadcast on the world as hireling?, must he better than any I have yet tried, if they are more profitable than our freedmen. We aro now in a novel position in regard to them, tut we must have patience, and learn first to govern ourselves, cr we can never govern and instruct them to our mutual benefit. Do not try to cheat or deceive them ; we must have the rc?pect and confidence of those we try to govern, or all our hbor is lost. We can never have their esteem and confidence, except by honorable, generous, and strictly upright dealing with them. Many planters revenge the shortcomings of their help by malice, taking every occasion to taunt and jeer them, thus effectually crushing out tr.e little fielf-rcspect they have left. I have a number cf frccdmcn employed, and never had rnorr work dono day by day, nor with lc.s trouble and vcxatiou. I have yet to find the man or woman who has proved insensible to kindness." It seems to bo tha general opinion among the best and most enterprising planters, that thefrcedman ronst be lifted up, elevated, aud improved, in order that he may cmergo from the savage to the civillzad uu, which alone can give him that self-respect so necessary to hold him back from vagrancy and theft. Pavid Ileaton, of Craven, who had originally drafted tho resolution, raid : I think it better that tho Ilepublican banner which has been conrecrotcd by 10 many well foiight political battles, has been boldly thrown to tho brerio. The reoollections that cluster around it can never bo effaced from memory. It happened I was present at Columbus, Ohio, in 1831, when the first Republican orcsnization was completed in that b'tato. Never can I forget the zeal with which the new party entered tipon its proud and glorious mission. From that time onward it has gnincd in strength and powor, until it now stands without a peer as a political organization in this or any other country.. The negotiations wcro carried on with great secrecy. Tho subject was considered in tho Cabinet on Friday, and a larjo part of the night was dovoted to it by tho Secretary and tho tyusian Minister, who concluded tho Important negotiations nt two o'clock on Saturday morning. Tho President at onco communicatod tho treaty to tho Senate, which has rinco ratified it. It u stated that tho British Minister, Sir Fredrick Uruco, was taken by surpriao on tho announcement of tho treaty being signed, and that ho telegraphed to London for instructions as to tho courso ho will pursuo under tho circumstances; and, It h supposed, will protest ngainst the acceptance of tho territory by tho United States. Tho following description is given of tho territory to bo ceded : Ilustiaa America comprehends tho northwestern coast on tho Pacific, and tho numerous adjacent inlands. It lies north of tho rallel of 51, and tthout C") do. west of Wellington, wheroit- borders on Uiitish America. At tho southern extremity of tho boundary lino Mount St. Ulias towers heaven-wards to a height of 17,000 feet, and tho River Clarence, flow, ing into the Arctio Ocean, is at the northern extremity of the border. Westward of this lino the new territory forms a vast peninsub, extending to Uehring'a Straits (43 miles wide,) which scparato it from Kampchatka,on tho Afctatic continent. South of Mount St. Ulias a narrow belt, indented in I'ritish America, gives a long line of seaboard to the United States, aud this is ono cf tho most important features of tho acquisition. There are many islands of volcanic origin, some of thcra at present in action. Tho Aleutian and other archipelagos are the most importantislands. The coasts are bold and precipitous, and the adjoining seas teem with eeal, otter, bea.cr, and other aquatic and amphibious animals. Tho interior of tho country is unfit for cultivation, owinr to the rig orous climate, and much of it is as yet but imperfectly explored. The hunting grounds are cxtenivo and oiler a fino field for Americau enterprise. Companies have control of the fur trade.
