VOL..G, NO. 10. . . HOUSE OF REFUGE. Remark of Hon. Will Cumback. j Tho Coaiuiitt Bill (S. 1C1) establisliing a' Hoaso it Kcfugo for juvenilo offender?, beinj; read and under consideration, Mr. Cumback said: As I hive the honor to bo a member of the committee who prrpared and reported this bill, 1 nk the indulgence of tho Senate to ay a few wordi in faror of the general objects fought to bo attained by it. I leave to olhers to rpeak m to tho details of the measure. It ncems to mf that unless we pass this bill, wo shall have done oothiDg more than inanj a preceding General Assembly has Ione. Let us show, by our broad and liberal views, that we have caught the spirit of progress, and aro prepared to look beyond the mere temporal wants of the people that so far as we can, as legislators and Christians, we will encourage virtue and suppress vice and wrongthat we will interpofre the strong nrm of the State to arrest the torrcut of crimo that is sweeping so many of the young into the prisons and jails of the country. That something has not been done long ago, is a matter of both regret and astonishment. A conscientious regard for a faithful discharge of our duty, and tho imperative necessity fcr prompt and effective action, absolutely forbid that we should longer postpone tho adoption of this tuoit beialitcnt measure. Tho slreels of our cities and towns arc filled with boys uncared for by aoy one, who are pe?ts und outcasts in society, and who are lifHng and moving cxpoueuts of paupemm, idlene.- s and crime. Withdrawn as they are from all wholofome moral influence, they each day make the chances more certain that their manhood will be infamous, that their wholo l'lc will le a curse and not a blessing to t& world. 'Can they be Yeclaimed? Is it incur power to rcmovo them from the vicious influences that now surround them, nd itfstill into their young hearts a comprehension of their duty to (Jod and man, and implant in them a desiro for a higher, a purer snd a better life? God has atainpcd Iii own glorious imngc upon every one of thuie living soul .May we not bumifli an l make bright tliii mmiI of Divinity that vicious habits and evil communications have so iUcply corroded and almost obliterated? Left as they ate, with no moral influences ihtown around them thut out nnd excluded from tho society of tho pjod nod the irlnMH4 r it lio-.rrly rart . tlm corruption of tho rog shop, iho pain-j bling hells and other dens of iniquity, there is positively no hope for Uctn. Let tin cmko them fit I tlmt we have an interest in theni, and fr them, and that Ihey muy not say liko one of old, 'X one enreth lor my soul." Tho Institution contemplated in thi bill is not an experiment new and untried. Otlif y.taUvn huvo long since wikcd up to the importance f the sul jVrt, and have by their wif o and benifu'ciit lfgiI.ttioii adopted tho remedy here proposed, and wiih the tiiost hnppy and s.iii.-icfoiy toults. Hut, sir, there is still another view of this subject. Wo lio hi a country whero tho people aro the source of all power. If the people uro corrupt and depraved our rulers will be of tho simo character. Our executive will not be any mora n terror to evil doers and n pniiro to them thut do will.
