If that had been done and they again failed to discharge their duties, the reeponaibility would have been fixed upon tbe right shoulders That has not been done, nor ia there much, if any, probability that it will be The Executive for his failure to discharge a plain duty, baa assumed bis share of the responsibility, for whieh he will, perhaps, be held to an account some day. While upon this subject we would say to those who have assumed to oontrol the destinies of the Democratic party in this State, that making provision for the opening of tbe Benevolent Institutions, although called for by every charitable motive, docs not do away with the necessity for an extra session of the Legislature The cloeing of the institutions was but a part of the evil which we are !iks to from the failure to pass the laws required to carry on the government There ia, now, no law Axing the rate of taxation for StaU purposes, and without rer enue, no money can be legally pended by the flute officers The interest upon State bonds falls due semi-annually in January and July. It is said that the money now in and to come into the treasury will leave no more than enough to pay the January interest The next July interest cannot be paid, our State will be discredited and tbe Waheidi and Brie Canal bond holders, under the oroviaon of the Butler bill, can claim indemnity. That claim will be that the canal be taken back by the State at a cost of ten millions of dollars. Repudiation will be the cry agMnet Indiana as it has has been against Mississippi. But it ia said the evil can be remedied byborrowing money. Where is there any law for that ? What would be our condition aa a people if we were once within the grasping power of a sordid corporation T Having once done the State an apparent fmor, she would presume to demand in payment for past generosities, additional franchises and exclusive privileges to the injury of the people at large. Again it i. well known that the present appraisement of real estate for taxation is unequal and unjust, the man of small means paying more taxes in proportion to his wealth (if it be personal) than the rich landlord. This appraisement, msde years ago, cannot bo changed without action of the general assembly. Such are a few of the ovils for which there is hut one remedy, ancT trial remedy will not be applied. The motives which prompt the mere politician, who now holds the helm of State, to withhold this remedy, are obvious, and as we shall again refer to this subject, they shall be oxamined. WISDOM We have two Supreme Judges in this State who have tried to resign their positions. But it seems they had not sense enough to frame a resignation. The Governor and Attorney General, fruitful iu doubtful expedient, and opinion., have so decided. His excellency has already gone far to usurp the legislative and judicial power of the State, and to abrogate the rights of the people, and spurn the wishes of the Democratic party. Hadn't be better make a clean sweep of it? What is the necessity for Su preme Judges ? Tbere is tbe Attorney General 11 right on the goose who can give more opinions than all of them ; and if his opinions are not good law, what matters it, when His Excellency is resolved to disregard all taw, and usurp all power ? Moat wise Governor! Most learned Attorney General! Happy day for Bank sharks, swamp land swindlers, and pot-houso aspirants ! No Legislature to provide laws no Judiciary to execute or expound them all functions of Government centered in the Governor and his minions. Happy people! You ought to be thankful that such honest and nble hands are determined to relieve you of the earea of government ! Among the lost was Kufua A. Lockwood, K-j an eminent lawyer of San Francutcda, formerly of Lafayetto in this State, lie together with his wife, son and two daughters, were on their way to Lafayette. Mrs. Lock wood and all her children were saved, having been taken from the sinking steamer and put on board the brig Marine by a small boat. We see by the N. Y. Tribune, that they hare safely arrived in that city on their way to Lafavesse. The chief engineer of the Central America has been severely conaured for having deserted the ship in her distress. Hall, from the committee reported the followingresotations: Resulted, That the Democrecy of Cass County reioiee in the judgmeut rendered at the ballot-box in favor of Democratic principles, redeeming the lower House of ('onzresH from the control of a factious ma jority, again placing all the departments of the general government in the hauds of the National Democracy, and clearly indicating that although falsehood and secret organisations may temporarily succeed, the ''sober second thought" will always sustain the party that relies upon the intelligence and virtue of the American people. Resolved, That we have full confidence in the patriotism and statesmanship of James Buchanan, and in his ability to carry the country safely through all difficulties at home and abroad. Resolved, That we think tho interests of the State demand that an extra session of the Legislature should be called at an early day. Resolved, That we deem it the duty of the State Executive to order an election for Supremo .Tudgeato fill the vaeancies occasioned by the resignation of Judge Stewart and Uookins, aud that it is the duty of the Democratic State Central Committee to call a Convention at an early day to nominate candidates whether an election is or dered or not Resolved, That Democratic loaders should be respected and sustained no longer than they suatain all the principlea laid down in the Na'ional and State platforms of the Democratic party. Resolved, That all experience teaches that paper money is at war with the rights and interests of the laboring classes that Banking institutions are monopolies which ought not to be created under the sanction of the Legislature that the recent failures of banka confirm the warning of General Jackson against them and that the overthrow of the entire system of paper money banking as now practiced, anould be demanded by the people at the hands of their representatives. Resolved, That the passage of the bill to organise the Bank of the State of Indiana was uncalled for by the people, and an unjustifiable violation of Democratic principles. Resolved, That we believe an Independent Treasury will work as satisfactorily in State as in National finances, aud that it should be established in this State Resolved, That we aro oppoacd to the scheme to transfer the Wabash and Erie 'anal from the bond-holders to the State; that tho consumation of that acheme will fasten upon the people of Indiania an additional debt of seven millions of dollara, requiring the annual payment of half a million dollars in interest and that we demand of our representatives an uncompromising opposiliou to it Resolved, That Know Nothingisin ia a principle which is utterly opposed to that oivil and religious liberty of which we as a people boast and that tho Democratic party is pledged to oppose it under whatever phase it may present itself. Davis was present and addressed the Convention, which was a large and harmonious one. Resolutions were adopted endorsing the present National Administration, and the State Administration of Gov WaiOHT; approving fully, tbe political coarse of their worthy Representative in Congress, Hon. John G. Davis .denouncing outside interference in the political matters of that District against taking back the Wubash and Erie Canal; against all banks, and especially tho new State Bank, and in favor of the aub-treaaurury for the safety of our State funds Tit it Rksiomatio!. Governor Willard has let slip the chance to elect a Democratic Judge to fill the chair of Judge Gookins. For this, the party will doubtless thank him In good time.
