Prom the tou vier. mbjexit matter of Um sot to exc) tide free M k Kditoe :- In the Locmotve, an oegroas from coming iato the Hute obaeure abeet published at !oiianapolis, j could be more clearly expressed than it In the. State of I iiiliana, id an article in- it in the titln "An Act to enforce the tended, no doubt, at n severe attack up- j 18th Article of the Constitution." The on the uudereigned. Under other cir- act itaelf it limply a recital of thn 18th umttaocet. ptrhaj), the imbecility of Article, which undertake to enforce the article in question would render it j with a penalty. The 18th Article, and doubtful whether any reply were oeceaaa- , the act to enforce) it. refer to one and ry, but ta it i mutt evidently designed to j the tame thing, and to no other; ooneeiujure our credit and good standing with ; qnently the title of the act could misthe public, we have deigned to give it a lead no other one aa to the object.
feting nOIICJD To Win with, the ivlitora of tho Lorum ; u iK l.-U.T from us to thorn, and call particular attention to the defects in our orthography and punctuation ' All the reply we have to make to this is, that we are generally in n great hurry
ite at all, (much more so, constitution itself to be "unoonstitutiong butineat letters,) and that al, in that it conflioU with the 2d tec
wiitm we wr wlirn writing the one in question was not intended for publication, but merely at an answer to an imputation against our credit. Had it been otherwise- had we been writing for the press --perhaps our orthography and punctuation might hare been suited to Um taste of the critics (?) of the Lo L at least the undersigned will :.,OiK) that they willmerf the Edof that learned Journal at a conve nient point for all parties and spell them Imm ' Will they take the wager? "Let us know !" Bat, wo desire, in turn, to direct attention to the grammar of the before me qtioned editorial, merely reminding the Editors of the old proverb "those who lire in glass houses," Ac. It says, ''who can doubt the word of (J. J. Wood Co., who will allow no man to stand between Aim ( O. J. Wood dt Co.,) and the collection of his debts I ! " Now, Mr. Editor, our orthography as quoted in the Locomotive, may be bad enough, but we submit that the grammar of their editorial is infinitely worse, under the circumstances, for whilst our epistle was indited amid the hurry of business, and not intended for publication, their article was carefully prepared for the press ! The only inference then, is, that their intimacy with the rules laid down by grammarians, as necessary in writing elegant compositions, h not as great as it ought to be, to coni lit ute them public censors and critics ! These wondetful linguists and grammarians iuform ua, that they are taxed $7,600. This we are glad to hear, u an evidence that wc were incorrect in our estimae as to the worth of their establishment; we think, however, the editors may have added an 0 in putting down the sum thus disproving the truth of Um old adage, that "figures won't lie!'' If, however, the editorial alluded to is a sample of what the editors are capable of producing in that line, we envy not the intelligence of the people who support the paper. We might produce other samples from the same sheet, but think this quito sufficient for the present. They say they do not know us I Sure!y they mutt be reading men and their office literally "jammed" with exchanges, not to know us! But perhaps their grammar is of so peculiar a character as to frighten exchanges, and deter them from obtruding themselves into their augnst presence 1 "We don't know you !" We reply, we don t know you I But you say, "we are known through our paper!" We reply, we are known through more than two thousand papers none of which to our knowledge, are of quite so small a caliber oa yours ! Why then, should you ask us to trust you, if you will not trust us ? And above all, why should printers be paid before their work is done, any more than carpenters o r blacksmiths T Now, a word in regard to the sprit of the article in question, and we close, (and speaking of spirit, peihaps it would not be out of place to premise that it takes a considerable amount of steam to keep such an extensive Locomotive, as this Indiana affair, in motion.) In their reply to us, as to their reasons for not fulfilling their contract for advertising, the editors say, they have "made this seller of hair oil (O. J. Wood 6t Co.) very indignant!" Oh, shade of Kirkham ! But why do they infer this ? Simply because we told them that if our responsibility was not sufficient, in their estimation, we did not desire them to advertise for as. This seems to have aroused their wrath, an instigated them to try their hand atjinjuring us with the community. But why, wc repeat, should Bal why, we repeat, should ! we trust them, if they are atraid to trust us ? They say they are worth 87.5UO we reply, that during the last year, we paid nearly 40,000 for adrortisiag, alone, and this year expect to pay a much larger sura ! The truth is, we ask no one to advertise for us, uutil fully convinced that he will get his pay; but we will not pay pi inters more than wo do others in advance, or allow any man to stand between us and agents who owe us, but refuse to pay, (as many have done,) because they happen to be responsible to a printer for a small bill, perhaps not one-eighth the amount of what they owe us ! Having said thus much, we are now even with the Loromotirr men, and can only say to them, cull as you are passing around I We can assure them that we will not be outdone in courtesy. No doubt these editors ran tell the truth; and if they have not ftl ways receivedtheir pay semi-annually, as agreed upon, we can say that we have often paid printers I in advance, and did net ict what we oargainml for, for whilst some have to-.-ll r:i...i i .r rlstn: .v . i-iii) i.:n o, ifirriaiiiuingineir contra, others have wantonly neirlected to come ., . . . up to meir agreement wnn ns. There is a law in the Statutes of Indiana which provides that after the 1st of November, 1 851, no negro or mulatto shall lie entitled to come into or settle in tho State, under penalty of a In- ivy line This law has been pinenrnlly a dead letter, and in no case his a r nvictin ever boon had under it. Anderson as to the unconstitutionality of this act of the legislature. His is a mere technical objection that can easily be cured by legislation. Ours is a sub stantial objection, that no legislation can reach. We hold the 13th Article of the of the Constitution U. 8., whioh says 'The citiaens of each state shall be enti tied lo all privileges and immunities of ciUteusof the several Stales. ibis is one objection we urged in the Constitutional Convention against the adoption of the 13th Article, and nothing has since trantpired to shake our faith in the correctness of our position.
