Geary, of Kan, with hi Secretary, Dr. Gibon, arrired jwtswday afternoon at WUlanTa, and i now the Hen of the city. During the whole evening hit room wan thronged with visitors. I therefore postponed my visit till this mortiinj, when I found the Governor in bed, and had nomothlng of a conversation with him. o brief a terra of urrico, ho fluid, ag other thing, that he had failed to receive from the late administration the rapport of raouey, military aid, and that general co-operation which had boon promised him on hi appointment. Ho was, in fact, entirely stripped of the powr to which, as an executive officer, he was entitled. Tbo territorial judiciary was against him, and when bo had complained of Judge Leoompto, no removal of that functuary had followed. President Pierce, whoso private purposes were favorable, he rappoeed, must have been overruled by outside influence, and had taken tbo half-way measure of nominating a successor, without superseding tho incutnbeut. The interference ot Lecompte for the release cf Hoys, who was chaffed with tho murder of Biiffura, wa an act warranting his removal from office; but it was not the only reason for the adoption of such a procedure by the federal Executive. Judge Lecompt would not attend to his duties, aud whil cases of murder and outrage, not to speak of civil cases, wero constantly anting, requiring judicial consideration, ! would nut hold hi Wmih for moro than two or threo week In six months. At the present time the territorial court aland adjourned from lost October till May next. Prosecution and arrest of free state piisoner would bo dispatched with all speed, to tho neglect of a great many other criminal cases, and of all civil business of the territory. Gov. Oeary found that, whilo bo arrested only free täte men for whom alone, on bis arrival, warrants had been issued he was a very popular Qovernor; but whsn he camo tu try the same procoss on pro-slavory offenders, it was a different thing; and one of tho federal officer in Kinsas had openly declared in public matting that the laws were Intended to act on "abolitionists," and not on the "law and order" party, as it is termed. The Governor facetiously remarks that, by a ort of unwritten law of the teritory, every man born north of Mason and Dixon's lino is an "abolitionist.' No matter how much nor at huw much cost a northern '"national" democrat may have exerted himself for hi party, and for the rights of the Buuth, if he enter Kansas attempt a fair and impartial course, be I pronounced at one on "abolitionist." Governor Geary appear to th that a constitution uauhiiahiug litvr will ho adopted by tho Convention, wbioh, iu accordance with (ho summons of tho K;tiiM "Lejjislsturu," will bo elected on the third Monday of J una next. The set miIhortiog the census and the election of delegate for this Constitutional Convention was vetoed by him on the ground that it contained no provision for submitting tho constitution which may thsre be in ado to the decision oft vote by the people, but subsequently the act was passed over his voto. This constitution, thus unratified by tho people of Kansas, will be submitted to the noxt Congress, and it will be interesting to observe how many of the opponents of the Topeka Pree State Conatitutiou will sustain o arbitrary and despotic sn attempt impose ou tho aottleis of Kan a constitution which thty have not sanctioned. withheld from tho public. When they aro made known, I venture to conjecture that they will mako a sensation in tho country which may have an important hearing upon its futro (lolitical history. The Oovernor will remain in Washingtot about a week, and then return to his native home in weetsrn Pennsylvania. He haa already had a private interview with General Cass, who gave him an attentive and friendly hearing.
