Tho suggestion in this report ir. regard to the complication and progressive expansion of the business of the 'different bureaux of the department; to the ponsir., system; to thu oolowiaation of Indian tribes, and the reoommendationa in relation to various improvements in the District of Columbia, ar especially commended to your consideration. The deficiency of this department I thus sov en hundred and forty-four thouaand dollars greater ilmn for the year ending June 90, t8M. Of this deficiency, three hundred and fifty thousand dollar is to be at tributed tu the aditionnl condensation allowed postmasters by tho aot of Congress of June tt, 1864. The mail facilities have been very much iucreas d in that period, and tho large addition of railroad service, amounting to acven thousand nine hundred and eight miles, has added largely to the ooet of transportation. Th inconsiderable augmentation of the income of the i'ost OfTlco Department under the reduced rates of pott age, and its increasing expenditures, must, for t'o present, maku it depend ent to aomo extent upon tho treasury for support. The object of tha Convention be tween the United Statee and Great Britain of the !Uh of April, 1 85 J. waa to secure, for tho benefit of all nation, the neutrality and the common uao of any transit way, or interoceanic communication, across the
Isthmus of Punitmn, which nu 'lit bo opened within the limits of Central America. The prvtenaion subsequently asserted by Great Britain, to dominion over terntoriee, in or near two of the routes, thoso of Nioamgua and H nduraa were deemed by the United States, not merely incompatible with the main object of tho treaty, but op posed even to it express stipulations. Occasion of controversy on this point has befln removed by an addition il treaty, which our minister at I, m ! . , has concluded, and which will bu im mediately aubmitted to the Senate for it eonaideration. Should tho pro posed supplemental arrangement bo concurred in by nli tho parlies to b atftoted by it, the objects contemplated by the original convention will have been fully attained. Tho treaty between the United States and Great Britain, of the 5th of June, 1864, whioh went in etfe?tive operation in 1855, put an end to . mi of irritation between the two countries by securing to the United States thu right of fishery on tho coast of the British North American provinces, with advantages equal to those enjoyed by British subjecta. Besides the signal bencfita of this treaty to a large class of onr citizens engaged in a pursuit of no inemsidernble degreo with our national prosperity and strength, it had a favorable effect upon other inters. in th provision it made for reciprocal freedom of trado between the United Slates and thu Uhlish province in Amerca. The exports of domestic articles to thoso provinces daring the last year amounted to rooro than twenty-two millions of dollars, exceeding those of the preceding year by nearly seven millions of dollara, and tho imports therefrom, during the sumo period, amounted to more than twenty-one millions, an increase of six millions upon these of the previous year. The improved condition of this branch of our commerce is mainly attributable to tho above-mentioned treaty. Provision was made , in the first article of that treaty, for a commission to designate tho mouth i of rivers to which the common right of fiishery. on the coast of the United States and the British Provinces, waa not to extend. This commission has been employed a part of two seasons, but without much progress in accomplishing the object for which it was instituted, in consequence of a serious ditforenee opinion between the commis
sioners, not only as to tho piccise point where tht riven terminate, but in many instances aa to what constitutes a liver. These difficulties may b overcome, however, by rmort to tho umpirage provided for by the Ires The efforts perneveringly prosccuttrd since the commencement of my Administration, to relieve our tr ! i the Baltic from the exaction of sound due by Denmark, have not yet Leen attended with success. Other Govern mente have also sought to obtain a like relief to their commerce, nnd Don maik was thus induced to prop n arrangement to nil thu Eump. mi Powers interested in tho subject; and the manner in which her piepositio was received, warranted to believe tint a atisfaifory arrangement with them could soon be concluded. She accordingly made a strong appeal to this Government IT t mpoi iry suspension of definite acl'on on its part, in consideration of tho cmbiirraasment which might result to her European negotiation by nn immediate adjustment of tho question with (he United 8tatea. This request has been acceded to, upon tho condition that the sum collected after thu I G Lis of Juno laat, and until tho Kith of June next, from vessels nnd cargoes belonging to our merchants, nro to be considered as paid under pioteat nnd subject to future adjustment. There is reason to believe that nn arrange ment, between D-nmailt nnd the maritima power of Europe 'on the subject, will bo soon concluded, nnd that the pending negotiation with the United State may then bo resumed and terminated in a satisfactory man ner. With Spain no new difficulties have arisen, nor has mach progress been mado in tho adjustment of pending ones. Negotiation entered into for ihfl purpose of relieving our eommercial intercourse with tho Island of Cuba of some of its burdens, and providing for the more spee ly settlement f local disputes growing out of thol intercourse, havo not yet been attended with any results. Soon after tho commencement of (b late war In Europe, this govern ment submitted to tho consideration of all mnrilimo nations, two principles for tho security of neutral commeroe; one, that thu neutral flag should cover enemies' goods, except article contraband of war; nnd the other, that neutral proporty n board merchant vcaelaof bulligernnt slmM be exempt from condemnation, with the exception of contraband nriicles. These were not presented as new rules of international law; hating been generally claimed by neutral, though not always admitted by belligeranta. " which could bo uu'd Willi increased effectiveness. The uggressivo capacity of great naval power would thereby be augmented, white thu defensive ability of others would bo reduced. Though the surrender of tho means of prosecuting hostilities by employing privateers, as proposed by tho conference of Paris, is mutual in terms, yet. in practical effect, it would bo the relinquishment of a right of littlo value to one class of täte, but of essen tial importance to MMtl r and far larger class. It ou.'ht not to h i n anticipa ted that a measure, Sal ulequutu to the accomplishment tl tho pioposcd object, and mo unequal tu its operation, would receive the ussent of all maritimepowrre. Private property wou'd bo still left lo tho depredations of the public aimed cruisers. I have expreared a readiness on the part ol uis government, to uccedo to all the principles contained in the declaration of the conference of Pari., providing that relating to the abandon ment of privateering can bo so amended as to affect tho object for which, as ia presumed, it waa intended, the immunity of privnle property on the ocean from hostile captare. To effect this objeci, it is proposed to udd to the declaration that "privateering is and ren. tins abolished," the following amendment: "And that the private properly of subjects and oitt sens of a belligerent on the high seas.
shall be exempt from seisuro by the public armed vessels of the other belligerent, except it be contraband." This amendment has been presented not only to the powers which have naked our assent to the declaration to abolish privateering, bUt to all other maritime states. Thu far it has not been rejected by any, and is favorably entertained by nil which have made any communication in reply. Tho present aspect of this important subject allows us to cherish the hope tint a principlo so humane in it character, so just and equal in its operation, so essential to the prosperity of commercial nations, and so consonant to the sentiments of this enlightened period of tho world, will command tho approbation of all maritime powers, and thu be incorporated into the codo of international law. My view on the subject aro more fully set forth io tho reply of the Seo retary of State, a copy of which is herewith transmitted, to tho communications on the eubjeot made to this government, especially to the communication of France. Tho government of tho United Stales has nl all times regarded with fiiendly intciost the other State of Am. nn, formerly, like this country, European colonies, and now independent Un ruhen of the great family of nations. But the uneettlcd condition of some of them, distracted by freqttvnt revolutions, and thu incapable of regular and firm internal administration, has tended to embarrass occasionally our public intercourse, by reason of wrong whioh our eltison sutler nt their hand, nnd whioh they are slow to red res. Unfortunately it ia against the Be public of Mexico, with which it ie our special duslro to maintain a good understanding, that such complaints are most numerous; and although earnest ly urged upon its attention, they have not as yet received the eonaideration which tin govcinmrnthad a right to expect, While reparation for past inI uric has been withheld, other have teen added. The government of that republic undertook, a gear since, to impose tonago du lis on foreign vessel iu her porta, but the purpose waa resisted by this government, being contrary to existing treaty stipulation w alt the United States, and to rights conferred by charter upon the I'anaiaa Railrosd.Companynd was aceordingly relinquished at that time, ft being admitted that our vessils wore entitled to bo exomot from tonage duty in er - a the freo porta of Panama and Aspinwall. Uut tho purpose has been recently revived, on the part of Nw Granada,'by th in i'ii i of a law to subjoet vsla visiting her porta to tho tonnage duty of forty conta per ton; end, although th o law ha not been put in force, yet tho right to enforce it is (till asserted, uiidinny,at any time, be acted on by the government of that republic. Tim Congress of New Grenada bad also enacted a law, nurlng tbe last year, which lovies a tax of mor than ihreo dollars on every pound of mall matter transported aero the Isthmus. Tho imposition of it, however, would obviously contravene our treaty with New Grenada, and infringe tho coniract of that republic with thu Panama Railroad Compiny. The law providing for this lax was, by its terms, to take effect on the first of September last, but thu local authorities on thu is'.hmus have been induced to suspend its execution, and to await further instructions on thu subject from tho government of the republic. I am not yet advised of the determination of that goverment. If a mea:uro so extraordinary in its character, nnd so clearly contrary to '-'eaty stipulations, and the contract ri 'lils of the Panama Railroad Com pany, composed mostly of American citizens, should be persisted in, it will bo tho duly ot the United States to resist its execution. I regret exceedingly that occasion exists io invite your attention to a subject of still graver imrort in our relations with the Republic of New Granada. On tbe fifteenth day of April last, a riotous assemblage of the Innabitestti of Panama committed n violent nnd outrageous attack on the premises of the of the railroad com pany, and tho passenger and other persons in or near the same, involving the death of several citizens of the United Slates, the pillage of many

I have deemed the danger of the recurrence of soenes of lawless violence in this quarter o imminent as lo make it my duty to station u 'part of our naval force in the harbor of Punarea and AspinwaM, in order to protect tho persons ami property of the eitiiens of United Sta.c in those ports, nnd to insure to them safe passage across the Isthmus. And il we'd, in my judgement, be unwiao to withdraw the naval force now in those ports, until, by tho spontaneous action of the republic ol New Grenada, or otherwise, som ndouuate arrangement shall have been nadu for tho protection and aeccrity of n lino of

Our forefathers wen trained to the wisdom whioh conceived, and the couragu which achieved independuo , by the ciroumstancos which surrounded them, and they were thus made capnblu of the creation of the republic. It devolved on tbe'nex: m iteration to consolidate the woik of the revolution, to ."deliver the country entirely from the insWuccs of 0 nfliclin;' transatlantic partialities or antipathies which attached to our colonial and t.volu tionary history, and to organise the practical operation of tho constitu tional and legal institution of the Union. I shall prepare to surrender tho Executive trust to my successor, and retire to private lite with KcntimenU of profound grutitudu to thu good Providence which, during tho period of my administration, bus vouchsafed to car ry the country through many difficulties, domestic and foreign, and to enable mo to contemplate the iptctacle of amicable nnd respectful relations between ours and all other governments, and the establishment of con stitutional order and tranquility throoghout tho Union.
