Though it wu a peaceable and legalMaejaWy, though il had not attempted in any war to resist the authority of the Federal, or erta of the Territorial government, though it proposed to do nothing more than the Constitution in express terms guarantees to all citizens of the United States, the right of doing, camely: to petition for the redress o( grievances, yet Col. Sumner, an officer of the Federal Army, marched into its midst at the head of t company of dragoons, and, in Moordanoe with his instructions, m be alleged, ordered its members instantly to disperse. The act was arbitrary and highhanded. in wanton violation of the Constitution of the United State, hot to thoroughly in keeping with tho whole Kansas polier of the Government that it failed to arouse any unusual indignation in the publio mind. But it deserves special attention, not only by its intrinsic character, but from the fact that the Administration, with characteristic cowardice and treachery, is endeavoring to evade the odium of it, and to throw the whole responsibility upon Col. Sumner A communication in another column upon this subject rehearsing the history of the case, will attract attention. It will be remembered that in executing what he declared to be his instructions," Col. Sumner declared tbas be was "performing the most painful duty of his life. A resolution was adopted soon after in the Senate calling tor information in regard to these instructions, end Mr. Secretary OJ", a . ft Davis, in reply, asserts that "no w -i a w ' orders bad been from that Depart ment He proceed to state that Gov. Shannon was authoriz ed, in case ho found tho Courts and powers of the United States Marshals inadequate for the sup pression of insurrectionary com binations, or armed resistance to the execution of the law, to call upon Col. Sumner for aid; and in that event Col. Sumner whs in strncted to a Dora it Du I it does not appear that Governor Shannon made any effort to lis perse the Topeka meeting by the use of the local force, that he even summoned them to disperse, or that he called upon Col Sum neratall. Secretary Davis evi dently intends it to be underw stood that CoL Sumner, in dis persing that assembly, acted with out orders, upon his own respon sibility, find in violation of his in itructions. It is the direct oh ject of his reply to the Senate's inquiry, to convey this impress ion, lie says nothing about or ders that were issued to Oovemor Shannon in rsgard to tho diaper sion of the Topokn Legislature: he does not say that Governor Shannon was authorized and di rected to suppress tho meeting, and to cm il upon Col. Sumner to execute those instructions. It is known that Gov. Shannon him elf has claimed that he had such authority; but no evidence of it has yet been given to the public Secretary Davis suppresses these instructions, if any such exist He throws the whole responsibility of this gross violation of the Constitution and the law upon Colonel Sumner. Now, if the (acts of the case warrant this charge, CoL Sumner has been guilty of a gross violation of duty. He has usurped powers not entrusted to him. He has failed in the doty of obedience to the orders of his Government. For such offenses, if he is guilty of them, he should be punished: and it is the doty of the Government to order a CourtMartial upon him immediately. This, we venture to say, they dare not do. Such a tribunal would expose the infamy of their own condvet would convict them of ha ring thrown this 4painfaP duty i pun him, and of then seeking, with refiued and deliberate cowardice, to shirk the responsibility of their own acta. Vroift um yoriaspeetUaee of tft Tetss Chris tls AdfowM.l Scene at a Camp Masting in Texas The Clergy in Anas. At the Texana Camp-Meeting I witnossed a scene seldom witnessed at such places. The presiding elder, James E. Ferguson, at the commencement of the meeting, published the usual rules intended to govern such meetings. One of these rules was, that the gentlemen should not sit among the ladies and converse with them during service. This rule waa repeatedly disregarded; indeed, by a coeiderable number, no attention waa paid to

it at all. Repeated remonstran ces were addressed to them Iroin the pulpit, but they were use less. On Sunday morning at eight o'clock. Rev. J. W. Shipman prenched;and during the service his hearers were greatly annoyed by ladies and gentlemen. At the close of tho service, Mr. rerguson, in a few remarks on the impropriety of su?h conduct, in timated, with some plainness, thnt it was "a mark of ill-breeding. This gave offence to a young gen tleman, recently trom Kentucky. About dinner time, he attacked Mr. Ferguson, accompanied by his friends, in pretty rough lan1 A ft . 1 . A I gunge, lie was toiu mat tne re mark was geueral applied to all who were guilty of such conduct -and not aimed at him personalfy, as Mr. Ferguson did not know him. He was further told, however, that the denunciation of the conduot in question could not be retracted. In the reply to the denial that the recark was aimed at any particular person, Mr. Ferguson was called a liar to his face, and threatened with further attention. The excitement soon spread over the camp ground, and was greatly increased by the report of the threat that Mr. Ferguson would not be allowed to enter the pulpit at the throe o'clock service, unless he agreed to make a public apology. To this, I suppose. Mr. Ferguson was not much inclined. But he was called upon to decide in reference to it; for the preachers present, and the tent holders, declared that he should make no apology, and that he should enter the pulpit. 1 1 was found that the young gentleman inquestioo,snd his friends, were stationed near the pulpit. and it was asserted that many men would support them. Times became exciting us the crisis approached. The preachers retired to their tent for consultation. It was determined thnt no uukind word should be spoken, aod that nothing rash or hasty should be done. Hut it was unanimously resolved that Mr. Ferguson should go into the pulpit, and that ever proachor present shoM support him in tho attempt, by force, if it beoame necessary. Mr Ferguson not stopping, the young man walked along with him, holding to his left arm insisting in a low tone on an apology, and getting the above mentioned reply in the same tone. When about fire paces from the pulpit, he made an attempt to stop Mr, Ferguson, vehemently, though still in a low tone, demanding an apology. At that moment, such a force suddenly ro9e up around him as utterly overwhelmed him. One man jerked his hand loose from Mr. Ferguson's arm. Another, a man of enormous strength, who had in his hand a loudened whip sufficient to have broken a mtn's skull, confronted him, brandishing his whip, and said, "You can't oome ir, sir." It was all done ao quickly, and in such a low tone of voice, that I, who was seated in the pulpit, and not aware that Mr. Ferguson would come bo soon, wns not conscious of what wan going on, until I heard the above-mentioned remarks, and also heard some intimations indicative of an 1 Uwtng up suddenly in the pul pit, 1 begged them to be quiet told them nobody would bo hurt and entreated the excited crowd to resume their seats.
