I could not readily conceive what government waa made for, if it had not the power, both to punish crime and suppress, if it were deemed ncoeaaary to the public good, the means, instrumenta and incentives to crime. Indiana Inanranoo Law. The law of this State in relation to Insurance Companies requires that all Companies not incorporated by the State of Indiana, shall file certain statements as to their assets and liabilities in the office of the Auditor of State, in January and July of each year, and procure from him a certificate, authorising auch Companies to do business in this State. Every agent must have a copy of this certificate, which he must file in the offioe of the Clerk of the Circuit Court of the county in whieh his agency is located. He must also publish the statement filed with the Auditor in at least one newspaper in the county . The penalty for the violation of those provisions, is, fine and imprisonment of the agent, and rendering void the polioy When a policy is void the parties who paid the premium may recover the same back, and the Company issuing the policy ia not liable for the same. Parties obtaining insurance should he particular to ate if agents have complied with the law, by filing their authority in the Clerk's office, and advertising the earns in some newspaper of I ho county in whiob they transact business. wawsowry Chard. Tho villainous deed was perpotrated during ono of the most severely cold nights of this winter, and Mr. B. waa driven off without any clothing. In the city of Maysville, in this same State of Kentucky, but a few weeks since a party of "bloods" first families of course in a drunken frolio, poured burning fluid upon a negro, and then set fare to him. Tho negro survived for a few days in the most exoruoiating agony. Hia murderers were not even arrested. It is such dastardly acts aa these that contribute so muoh to fan the strife between the North and the South. There are thousands upon thousands of men in the North who labor to promote peace and harmony between the different sections of the Union; who respeot the rights of all and who discountenance the conduct and course of the abolitionists: and yet they are human, and have a feeling of humanity which will not for a moment tolerate or countenance such dastardly acts as those above cited. Kentucky may make Uwa to punish persons for tampering with her slaves, and ths mass of tho people of the North will sustain her; but her citlsens will find that all such lawleas aots, even though sustained and approvod by their Press (to its shame be it said) meets with unqualified condemnation from evsry right thinking man, cither North or South.
