Protest or the Northern Delegates. The following protest tinned by the majority of Üm delegates from I'enn Irani nd ty levcral other tlcle gajes, was laid before tho K. N. Council: The undmigted citizens of the United States, and residents of the Suts set opposite their names, sol emnly protest against tho introduction of an question connected with SUvery into tho Platform of principles of the American party beinj conrinccd that no such issues wero intended to bo embraced within lU purposes and objecti. That we believe in and shall defend the right of freedom of opinion und diacuaaion on that and every other subject not intended to be embraced with the design of our organization. That if the queaiion of Slavery is to be passed upon and made a part of our national creed, then in that event we cannot consistent! act with the fidelity to our principles and former professions with any natural organization whose action on the question of Slavery will result in indorsing the KansaaNebraaka Act, and which refuses its sanction to the principles of the Missouri Compromise Act of 1820. That we believe that time honored compact was an honorable and fair adjustment of the quostion of Slavery. We desire to place thia protest upon the journals of tho Council, that in so future time the undersigned may be charged with infraction of express or implied faith to their fellow members in failing to support the majority res olutions: Here follow the names of 4 delegates from Pennsylvania, 2 from Illinois, 5 from Vermont, 1 from Deleware, 2 from New Jersy, and 1 from ConnecticutPROTIST Or TUX INDIANA DELXOATIS. In addition to signing the Appeal to the People, the delegates from Indiana laid before the Council the following: The undersigned Delegates representing the Council of the State of Indiana, respectfully protest against the platform adoDted br the National Council at its present session, and beg leave to aar that in regard to the mea sure known as the Kansas-Nebraska bill, neither those within the Council of the State of Indiana, nor the people, have awaited the action of the National Council in order to form their opinions. Their opinions have been formed and avowed. An issue has been made with their political antagonists, and the sonndness of those opinions tested in public debate and trial at the ballotbox. The edicts of the National Council, however cononical they may be, will bo powerless to change those opinions to reverse the action of the people of Indiana. Always conservative in their opinions and actions; always mindful of the Compromises of the Constitution of the U. States, ardently devoted to the American Union, they will see with regret the promulgation of a platform by this body which can have no other effect than to inrrease the fury of the conflagration which the passage of the Kansas-Nebraska bill has lighted up. The undersigned respectfully expres their deliberate conviction that immediately upon the publication of the platform adopted, the Order in the State of Indiana will cease to acknowledge the authority of the National Council; and they respectfully ask that this protest may be received as a termi nation of their duties aa delegates from that State. We print to-day the leading facts in relation to tho late riot in Portland. While they clear the skirts Mayor Dow the place his opponents in no vcrj cuviauie aiuiuue; ,ia jüci i appears to ns they arc left without the slightest excuse. That the authorities of the city acted in the utmost good faith there is not a particle of doubt. It was deemed advisable to astablish 'an agency in the city for the sale of alcoholic liquors; aujaco was selected, and the Mayor and two Aldermen were appointed a committee to precure the liquors and make all needful arrangements. Clothed with such authority, the lirpors were bought and forwarded to the place designated by the Council. But it seems an ageat had not yet been apponted; hench it was supposed the Mayor had got himself into difficulty. A warrant was sworn out, .directing tho znarhall to tae charge of the liquors. Why? Not because they had been purchased by the Mayor or for an unlawful object; not from any expectation that they could bo legally taken and destroyed, but simply and solety for the purpose of annoying Mr. Dow, who it was supposed had at last commited a blunder. But what occasion was there for a mob? Suppose the liquors to have been the private property of the Mayor, what had private citizens to do with it? Why was tho gathering in front of the City Hall whero the property was stored? What business had any ono there, wo mean any honest man? Why was the building as waul ted and the, civil authorities insulted and abused No matter whether the property belonged to the 'city or not, the mob had nothing to do with it. The Mayor considered that it belonged to the ctty, and hence he held it to be Lis duty to orotect it. Hence the employment of the police and the calling out of the military; hence the tiring upon the mob the killing of one man and thf wounding of others. Ve aru no advocats of bloodshed we are sorry that any man should have lost his life but if the individual killed had been minding his own business, if he had been where he ought to have been he would not have been harmed. Bv the way, it is not a little remarkable that the people who are so clamorous on account of the death ox the untor tunate man never make any such ado when a murder is committed by rum? TThe last act of the delegates who did not secede from the Know Nothing Convention at Philadelphia, was to pass a resolution denouncing the Administration of Franklin Pierce. The Convention decided not to issue an 'address.

GREAT EXCITEMENT IX EXULAND. HiLirAx, June -0. The steamer Asia, with advices from London nnd Liverpool to Saturday, the 9th, inst., arrived here this morning. OKNERAL INTELLIGENCE. The news from tho seat of war by this antral is highly exciting. The bombardment of Sevastopol had been resumed cn tho Clh, and on the day the Asia sailed, a dispatch had been received from .Lord Kaglan, da ted June Clh CP. M., announcing that after a fierce bombardment, the Kreuch attacked and carried the Mamelon and Whito Towers with the great est gallantry. The fight on both sides was desperate, and the loss of life very large, but co figures are given. Tho news had produced great excitemcpt in England, and a general buoyancy 5a public feeling, and Consols slightly ndvanccd. The Conferences at Vienna having been formally closed at the instigation of the Western powers, negotiations for peace will not be resumed, except at the request of Hr.ssia, and upon her application to Austria for her good offices. A Pr jssian correspondent says Austria conidred herself releasod from all engagements to the Western Powers, the latter having refused to conclude a peace upon reasonable terms, but she still professca herself to be the ally of France and England, by virtue of article one, of the Treaty of Inst December. The Vienna papers say that nltho the Conferences are closed, the Russian Plenipotentiary has the Austrian propositions under consideration, nnd that Austria is still desirous to e fleet a meditation; meantime the Commissioners of Franco and England had left Vienna. The advices from Sevastopol shows great gallantry on the part of the French. The allied forces consisting of 20,000 men, were advancing on Tehernaya. The condition ol the ground shows that the Russians nev er intended to maintain their position. The allies found 17000 tuns of Coal at Kertzch, and fifty disuountedguns, but no powder. The allies propose to fortify Jenicale, butdo not intcndholding Kcrztch Gortscbikoff telegraphs under date of June 3rd, that the allies had left Geuuchki, and that part of the burnt a tores would be saved. Letters from Cracow say that the insurrection in the interior of Russia bad not yet been qjelled. Advices from the Baltic say that on tbe th of June, the allied fleets were near Cronstadt, and that new fortifications had been erected since last year. Gen. Pclisseir telegraphs that the Russians had evacuated Lougek, in Asin, after destroying CG guns and mortars. Some changes had occurred in the Turkish cabinet, nnd a new political Organization was springing up. Tho London Times is out strongly in favor of war, and argues that any prospect of the invasion of the Principalities is very remote. In Parliament the motion of Sir Francis Barring, was permitted to pus uem con, that is, the House having seen with regret, that the Conferences ni Vienna, not having led to a teinrna.ion of hostilities, feela it, its duty to dcclaro that sho will give every support to her Majesty in the prosecution of the war until she filial!, in conjunction with her Allies, obtain for the country a safe and nn honorable peace. A decree extendi the freu imnortations of Breadstuff into England dur ing the present year. The King of Sardinia will probably meet Victoria at Paris in August. The Sultan will also be there. Tho Spanish Government represents the Carlist insurrection entirely suppressed, but the Province of Catal onia had been placed in a state of siege, for what purpose it was not known. Numerous arrests had lately been made in tho Roman States. The Spanish ministry had made a compulsarv loan of two hundred millions.
