man ilioulj ho tha last man to make theso charge against bis bill. Mr. Spann believed several provisions in tne committee' bill to be unconstitutional. He thought it ought to bo referred to the committee on the Judiciary, so that each provisions xaieht undergo an investigation. Sir. Woods had a disposition to yield to any reasonable- rennest on the part of Senators, lie acknowledged its importance. He could not see any thing to be gained by referring it to committee on the Judiciary. It had already been submitted to many of the most learned legal gentleman in this gute, and they Lave all cither in writing or orally, satisfied the com
mittee of the constitutionality of the bill. Every important section was already in active operation in some of the States of this Union. As to selling foreign liquors, the seller would have to prove the liquor to be imported and to be in the same casks imporU-d. As to hurrying the bill through, he had no such intention. It was on consultation with tho friends of temperance that he had called it up. All he desired was that this or some other measure should be passed to relieve the State from tho curso of intemperance. Mr. Griggs replied to the Senator from Shelby. Ho denied that liquor ahould be retailed under the original bill. The object of the bill was to prevent this to prevent groceries to prevent men from following the business for a livelihood. lie acknowledged that foreign liquors (the law complied withj could be sold. Mr. Brown responded. He hoped the democrats would not hesitate to net on this bill. He contended, however, that the bill was nothing mone than to establish genteel groceries where foreign liquor could be sold. Air, Griggs replied by saying tht if imported liquor was sold it would Lave to be sold in the cacks or pack ages and in the tame quantity in which it was imported. If the Senator could establish grocries under thas provisian he could try it. Tbe amendment or substitute was lost. Those who voted in favor of it were Messrs. Brookshire, Brown, Drew, Glazebrock, Hostetler, Jackson of T., M'Cleerv. Mars'field. Matches. Key nolds, Richardson of Spencer, Shields, Slater, and Spann 14. Nays 30. Mr. Hosbrook moved to suspend the rules and red the bill a third time now. Mr. Suit if the question was to be met now he should most assuredly vote azianst its passage. Ho objected to that feature which cuhtorized agents to sell liquor. He charachaized this as no better than legalizing crog shops. Mr. Woods explained, lie denied that the bill granted the selling of liquor as a beverage in nny shape or under any circumstances. Mr. Suit objected to permitting foreign liquors to be"sold. There was nothing to compel men to sell these fore ign uquors in me same quantity as im fortcd. If a man imported 50 hogeads, there was nothing to prevent him tt. 11 as . w . worn selling one ot tüem. lie would vote for no bill which primitted its manufacture or salo. lie objected to some further features, and moved that it be made the special order at some subsequent day. Mr. Slater to amend by providing that the Agent should be elected by the people. Mr. Brown suggested another amendment that beds should be provided by these Agents as many sick men would be found around these houses Mr. Woods said the friends of temperance expected all this. They would "in patience possess there souls." He would, however, say to his friends that it was his opinion nothing could be gained by delay. He hoped the question would be met now. He therefore moved to lay the amendment on the table, which carried. The question was then taken on suspending the rules and carried There was clapping of hands in the lobbies. The President called to order and threatened to clear the lobbies if the disturbance was repeated. Thejbill was then put upon its passage. Qifr. Shook moved to recommit the bill with instructions to strike out all that relates to cider. .Mr. Anthony moved to lay the in structions on the table. Carried ayes 23, nays 23. The President giving the casting vote in the affirmative. Mr. Drew moved ,to recommit with instuctions to strike out all thats relates to beer, ale wine. Anthony moved to lay the instructions on, the table. Carried ayes 29, nays 19. Mr Anthony moved the previous question which was sustained. The question was tho taken upon its passage and carried amid the plaudits of the lobby ayes 29,nays 18. In the Honse, on Tuesday, the prin ciple business was the consideration of Mr. Hudson's sew bank bill. During its consideration, Ma. Jeter, one of the Representatives from Franklin! moved that the bill be amended so as to forbid the issuing of notes of less denomination than fivo dollars. A very sensible motion; but neither the influence and eloquence of the mover, nor the value of the amendment could prevail on that Know Nothing body to adopt it. Several amendments were adopted, but they are not reported. On Wednesday, in the Senate, a motion was made to reconsider the vote on the Temperance Bill, on the strength of which much gassing was done by the opponents of the measure. Among the bitterest was a Mr. Drew, a liquor seller, in the Senate, from Evansville. Poor Drew, we helped buy him out once on hU pledge to quit the business, and afterwards we voted for him as a temperance candidate against the redoubtable Gen. Greathouse. On Friday, in the Scnato the day was chiefly spent in discussing the bill that provides for electing U. S. Senators, but no important measure was passed. In tho House, tho great business of the morning was the passage of the Tcmpcrandc bill. It passed by a vote of 5 to 41, both tho Representatives from Franklin voting against it, of course. We have no later proceedings than Friday.
