aj on th j evidence of every letter that has been received in thi country, and we echo tho opinion of almost every experienced aoldicr or well-informed centleman, when wo aay that the noblest army England ever sent from theae ahores has been sacrificed to the grossest mismanagement. Incompetency, lethargy, aristocrntic hauteur, ofÜcial indifference, faror, routine, pcrrcrseness, and stupidity rcin, rorel, and riot in the erunn be furo tiovnstopol, in tho harbor of D alalia vo, in the hoipitals of Scutari, and how much nearer nocao wo do not rcnturo to say. We say it with the cxtremcst reluctance no ono sees or hears anything of the Commander-in-Chief. Officers who landod on the 14th of September, and have been incessantly engaged in all tie operations of tho siege, are not even acquainted with tho face of their commander. Had the eye of a General fallen on the confusion in the harbour of Bolaklava, on the impassable state of tho road from that place to tho camp, on the miselable condition of the camp, ontho state of tho trenches, on the unprotected state of the right flank before the battle of Inkerm&nn, and, '.before that, on the circumstances under which the fatal charge of Balaklava took place, we can hardly supnoso but that so able a man as Lora Raglan undoubtedly is would havo prevented uch errort and neglects. We only echo the feeling of every letter from tho seat of war. In the officer and the privato alike we find ft quiet, rc signed, vnimpassioned conviction that the whole affair is bunded in tho most hopeless and horrible manner.' Evrr Dodr cercc ves it in nt own state, in the fate of his comrades, in the con dtion of the camp, and in tho progress Of tho iice. Youn gentlemen, bred in every luxury, and with an amplO atoro Of every military comfort, where lull at tho last dato wearing day ana night nothing but the threadbare clothes ant worn-ont boots in which they landed on the 1 4 th of September. They had no means of getting up the things left behind in tho transports. What becomes of everything sent to Balaklava nobody knows, but, while theT are rotting, thousands aro perishing for wont of them. Everybody can point out something that should bo done, but thcro is nobody to order it to be done ; and fifty thousand men, or what now remains of them, aro drifting with their eyes open, but handbound, spell-bound, toward destruction. Do any of the letters, or any of the regimental officers returned from tho war, give a different account? On the contrary, does it not come within everbody knowledge, as it - does in ours, that tho letters handed about in private circles, and not published, Jest they should prejudice the writer in the eyes of his superiors, give a far more gloomy account than any letters that we have ventured to publish t The burden is forced upon us, and wo mast speak out. Good naturo is a ileasant thing in its way, but if Engand is ever to be ruined, it will be by nnseasonablo good nature, by unlimited condonance, connivance, indulgence, and all the softer forms of vir. tue. England has not becomo what it Is by good nature, nor is good nature the one sole element of our social and commercial system. The period for good nature is over in tho Crimea, and sterner qualities must now be invoked into action, unless we would throw away the last chance that re mains for redeeming the character of this country, now in fearful jeopardy. Send out men who will save the army not from the Russians, though they are formidable enough, but from despair, which is weighing down the spir its of every one, and on utter distrust in the arrangement of tho expedition. It will be of little use to send out reenforcements by thousand: unless we take steps for their management. A it is, they march to their graves, and begin to perish by scores from tho hour they land. Misrule receives tnem on the beach, and wearies them, worries them, drenches them, shivers them and so destroys them, till a few spectral figures aro all that remain. Tho sol diers of the Peninsula, when they saw the Duke of Wellington after an absent, used to exclaim that his face did them more good than tho arrival of ten regiments. Such a head, or coadjuiors equivalent to it, Is what we want for the Crimea. ' Mäs. Swisshxlm 0 HrsnorATUT. "In '1776 a patriotic fever broke out in this country which became epidemic. Our father-in-law, then 1 youth, had a prologcd and severo at tack or tho disease; and onco ho was with a larttn niimKo nt (Vn nffllinrl on tho banks of the Delaware, under thechageof Dr. George Washington. One nfcht, he knew by the symptons that all his patients would havo unless somo measure were taken to prevent it; and ho ordered them all i plungo in tho Delaware, rigorous rub bing with ice cakes, to swim to the other shore, and then hadthem'packed away in went blankets until next morning.
