tioa na arranjraent 01 stcftni TesieMUs and all passenger ships, still it is be lieved that the achievement of science and mechanical skill in this direction have not been exhausted. good reason exists for tho marked distinction, which appears upon our Statute between tie laws for protecting lifo &nd property at sea. nnd these for protecting them on land. In Most of the States severe penalties are provided to punish conductors ,of trains, engineers, and others employed in tho transportation of persons by railway, or by steamboats on rivers. Why shouid not the same principle be applied to acts of insubordination, cowardice, or other misconduct on tho part of masters and mariners, producing injury or death to passengers on the high seas, beyond the jurisdiction of ans of the states, and where such delinquencies can be reached only by the power of Congress? The wholo subject isearnestly commended to your consideration. The report of the Posmaster General, to which you are referred for many interesting details in relation to this important and rapidly extending branch of the public service, shows that the expenditure of tho year ending, June 30, 1854, including one hundred ftnd thirtv-thrcc thousand four hundred and eight-three dollars of balance, duo to foreign offices. Amounted to eight million seven hnndrcd and ten thousand nine hundred and seven dollari. The gros receipts duringtho same period amounted to six million nine hundred and fifty-five thousand five hundred and eighiy-MX dollars: exhibiting an expendituro over income of one million seven hundred and fifty-five thousand threo hundred and twenty -ono dollars, and a diminution of deficiency, as compared with the last year of three hundred and sixty-ono thousand seven hundred nnd fifly-iix dollars. The increase of revenue of tho depsrtment, for tho year ending Juno 30, 1854, oyer tho preceding year, was nino hundred and seventy thousand three hundred and ninety-nine dollars. No proportionate Increase, however can bo anticipated for tho current year, in conscJuence of the act of Congress of une 23, 1854, providing for increased compensation to all postmvtcrs. From theso statcsments it is apparent that tho Post Oftlco Department, instead of defraying its expenses, nc eording to the design at tho timo of its creation, is now, and under existing lawn must continuo to be, to no smalt extent, a charge upon thy general treasury. Tho cost of mail transportations during tho year ending Juno 30, 1054, exceeds the cost of tho preceding year by four hundred and ninety-fiio thousand nnd seventy-four dollars. I again call your attention to the subject of mail transportation by ocean .learners, and commend the suggestions of tho Postmaster (ieneraf to your early attention. During the last fiscal year eleven million seventy thousand nino hundred and thirty five acres of tho public lands have been surveyed, and eight million one hundred and ninety thousand and seventeen acres brought into market. The number of acres sold is even million thirty five thousand seven hundred and thirty five, and the amount received therefor nine million two hundred ami eighty-five, thousand five hundred and thirty-three dollars The aggregate amount of lands sold; located under military scrip and land warrants, selected as swamp lands by States, and by locating under grants for roads, is upwards of tweuty-threo millions of acres. The increase ol lands sold, over tho prcvioui year is about six millions of acres; and tha sales during the two first quarters of the current year present the extraordinary result of five and a half millions sold, exceedingly nearly four millions of acres tho soles of the corresponding quarters of tho last ycar,thus increasing to an extent unparalleled during any like period iuour past history the amount of revenue provided from this sourse for the Federal Treury. The eommendablo policy of tho government, in relation to setling apart public domain for those who have served theirjeountry in the time of war, is illustrated by tho fact, that since 179Jnjles than thirty million of acres have been applied to this object. The suggestion, which I Rubrr.kte;! in mf annual mess-age of last year, iu reference to grants of land in aid of the construction of railways, were less full and explicit than tho magnitude of the subject and tho subsequent developments would seem to render proper and desirablo. Of the soundness of the principle then asserted with regard to the limitation of tho power of Congress, I entertain no douSt; but in its application it is not enough that the valuoof land in ;t particular locality may be enhanced; that, in fact, a larger amount of mo ney may probably bo receivd in a given time, for alternate sections, than could have boon realized for all the sections, without the impulse and influence of the proposed improvements. A prudent proprietor looks beyond limited sections of his domain, beyond present results, to the ultimate effect which a particular lino of policy is likely to produce upon nil hii possessions ana interests. Tho government, which is trustee in th'13 matter, for tho people of tho States, is bound to tako the samo wise and comprehensive view. Prior to, and during the last session of Congress, upwards of thirty millions of acres or land were withdrawn from public pale with a view to applicitions for grants of this character pending before Congress. A careful review cf the wholo subject led me to direct that nil such orders be abrogated, and the lands re-stored to market: and instructions wcro immediately given to that client. The applications at the last session eonlt inplated the construction of moro than live thousand milea of road, and grants to the amount of nearly twenty millions of acres of the public domain. Even admitting tho right cn the part of Congress to be unquestionable, ti it quite clear that the proposed grants would bo productive of pood, and not evil? Tho different projects are confined, for the present, to leven Slates of this Union and one Territory. Is it wise to HUmeat this excess by encouraging J hopes of sudden wealth cxpooted to flow from niMgnificient schemes dependent upon the action of Congress? Does the npirit, which has produced such results, need to be stimulated or checked? Is it not the better rulo to leave all thes" works to private- enterprise, regulated, and when expedient, aidod, by the co-operation of States ? If constructed by private capital, tho klimulant nnd the check go together, and furnish nsaluUry restraint against npuculutive schemes nnd cxtravngance. jut it is manifest that, with tho most effective guards, tlif re i danger of going too list and too fur.
