It will be remembered that, during the recent session of Uon jress,a Committee was appointed for the purpose of inrestigating certain charges of bribery and corruption. Mr. Letcher was selected as Chairman, and subjoined is an extract from hia report: . That the eridence does mt show that money has been offered to members of the present Congress for their aid. influence, or votes in favor of any particular measure, nor does it show that money has been ofleicd to induce them to oppose any particular measure which has been or is now before Conrrpsv nor is there cviJence to show
that they have been improperly infltf-1 appliances which are resorted to by interested parties, to secure the 'success of their measures are numerous, and such as are supposed to be adapted to the characters, views, necesitics and objects of those who are to be influenced. Ambitious views are held up to tempt some; pecuniary considerations 1 ave their influenced upon others; and a third d iss, who posvas in a liiyh degree, social qualities, who cultivate and eniov the pleasure of soci il in-
tcrcoursu, hare such temptations spread beforo ihemin the greatest profusion, ami richest abundance. Those who are employed inj the prosecution of claims, or arc endeav oring to secure the success of measures of a personal or private nature, are generally shrewd, experienced, and intelligent, who havo seen much of thf world and its ways, and who have schooled their thoughts and task' ed their energies to advise the best means of compassing their ends. Such men, by their tact and talent, know what means can b uned most effectively, what appliances will be most likely to teure the end they are seeking to attain, and as their profits are mosfgenerally contingcnt.tlie , are ready to use such ms will, in their view, apply to tho case of each iniljtidual. Dealing with such men, it is exceedinglydif&tult to get at the cxa".t state of f.icts, in such investigations as this committee has been prosecuting, and hence it it that the evidence herewith presented proves that the have refused to respond to such
questions a will show the amount of money or other menns which they have used to secure the success of the schemes in which they are interested, and the exact individual application of the money. Agents, attorneys, and letter writer, have been employed, ns I proven oy me testimony, to urgo mc passnge of Colt's and other bills, nnd jet, when the committee enme to inquire as to tho amountof money which lud been expended fur theso purposes, it is found impossible to get definite information that was in any degice calculated to inform the Committee einer as to the amount expended, or ns (o its application. Witnesses refused to answer inquiries directed to tkcm on these points, en the ground that the Committee had no right to inquire into their "privat business." SSufll cient, however, was obtained to satisfy the undersigned, that mean had be en improperly used to secure the passage of variouilills mentioned nnd referred to in the testimony, that combinations had been proposed and formed by various interests, and that, in some instances, these combinations had been successful. The undesigned believe, that it is clearly established by the testimony, that money has been liberally used to secure the pissage oi tills, anu they veruy believe that much moro evidence could be procured, if time had been allowed the Committee to m.iko a moro thor- ' ough investigation of the fact connected with the measures which have been, or arc now, pending before Congress. HOW A TZL10W BOUGHT IS TIE ELECTION' HZTUSKS. In a county near by. an election was held for the office of High Sheriff. Three popular candidates weru in the field, and their chances of success were about equal. Never it is said, did tho yeomanry of that county enter more hotly into a political contest, than on this occasion. Thousands upon thousands of dollars had been stJiLed upon tho result, nnd this circum stance, perhaps, lent much to the enthusiasm manifested by the people. On tho morning of the election, runners provided with fleet horses wendispatched to all the different pods of the county, who were to. bring in the returns to the county seat a hotel, which was tho head-quarters of the three parties. , We will pits the many exciting and amusing occurrences of tho day, and recur to the closing scene of tho night. The returns weru all in with the exception of one township, and the contest thus fax was so close that the disparity between the highest and lowest candidate, was less than ten votes. The fate of tho three candidates hung upon the result of that ono p 11. Each candidate had claimed a handsome majority in the remaining townshipbut as each had been deceived by the vote of tb i balance, tho result of this was in extreme doubt. In, the stillness of the night, the clattering of a horse's feet was faintly heard in the distance. The shout ot' 'he's coming" gave general notice of the fact. As the messenger nearcd him his noble animal llyin, ns it vere, under whip and pui they fell back on either tid and opened a passage to receive him. In he dashed. regardless of human life, nnd hauling up suddenly under the dim litjht of n lamp, with watch in hand, he exclaimed "Five hundred dollar that better lime was never made! Ten miles in twenty minutes! and I y a three year colt, at that."-. A death-like stillness pervaded the crowd, as the runner continued to expatiate on the speed and qualities of nts colt a nutter in which none but himetf seemed to feel any interest just at that time the returns being the only thing which could interest ti e crowd at this juncture. 'The returns? "interrupted u voice in the crowd. "Thirty-eight majority!' answered the runner. "For whom?' demanded some voire in the crowd. 'Gentleman, all I know about it is that some fellow got thirtytight majority; but who the duce ii .was, I can't all you; bu; ono thing 1 know, and that is ihal you can just bet your lifo oa this horse V

That it is beyond the reach of moral suasion, as the efforts of a quarter of century have proved. That the power of law must be invoked to stay its progress has become one of the fixed facts of the times. Legal suasion can be secured only by the election of legislators who will pass laws for its suppression, and wipe out the traffic it intoxicating drinks by penal enactments against it. The only way to secure such results is thro' the ballot box. And will any temperanco man in the State, who has the J right to vote, hesitate as to what his duty as a citizen is? Will ho weigh the claims of his party against hisduty to his God, to his countrv.to his fellow man, to humanity, and the great cause of human progress? Will he falsify his principles, give the lie to his professions, and stand among the champions of rum, for fear of encountering the frowns of demigogues. or sneerof tho political tricksters? Ex. ing with a rich man a vcrv rich man about the prico of two quarts of blackberries. lie did not dipnt so much about the price ns about the measure. lie lectured the woman earnrstly and perstveringly, and, for Aught wo know to the contrary, logically, upon the enormous iniquity she was guilty of in selling berries in wine measures. lie magnanimously sacrificed fifteen minutes in attempting to prove to her that she had as good a rijjht to sell him potatoes or corn from tin quart measures, as blackberries, and to convince her that it was her duty to uo wooden measures for snch purples. A ciowd gathered, and at the close of the lc:turo il was proposed and voted to make up to the injured buyer the difference in hit favor in two quarts of blackberries. A nice calculation showed that he was entitled to three-quarters of a cent, and il wzs generously collected by the officers of tho meeting nnd tendered to tne pocr man, whose property is worih only about S40O.OOO.
