l.f'.T. (Froaa Ue Meutvo(rV) Dentttcrat, Atg. 0 ' Tovakoa, June 29, 10GI.Diar Bw: Your f.ror of tho 27th hi just cotno to bind. I woulJ bi much gratified to bo with vt.u on tho 5th proximo, nd raUe my itcble voice ia an ctraeat appeal to your citixrim to united action tn defence of our free institutions of Government. 1 am ut.de r an engagement to ftJJrc the citizent of Tioga county, on the ub jeet of the Ucbraak outrage, on tho 4th and ihail go from thcro to Potter eounty, I rejoice that you aro to Lav with you to able and gealout a champion of freedom at Mr. Urceley. In making the disputes of party oubordinato to the intcreata of freedom and humanity, he h& nobly fitted himself to rvnder the most eminent ervico to his country in tbo 'present crisis. Tho people must coma to the like high and patrlotio elevation, of purpose, or there U no hope for our country'-liberties.-The policy of slavery cannot be mistaken indeed it is boldly proclaimeJ. The recent high-handed outrage is but the precursor of a scrios of measures, designed to give tho I.ivo oligarchy absolute domination, to crush out forever the policy and principles of freedom in thin Government, and to establish on tho American continent the most powerful and mighty lave cmpiro in the , history of the world. . , . , Submission acquiescence in tho policy of slavery is fatal; and he who preaches it, preaches treason to liberty. Acquiescence in tho legislation of 1850. emboldened slavery in 1051, to invade the guarantied rights of freedom in Kansas and Nebraska; find to-day; slayerr looks forward with exulting confidence to the acquisition of , Cuba the absorption of rnoro Mexican State tho re-establishment of lavery in St, Domingo the revival of the foreign slavo tradu and to an alliance, offensive and defensive, with Brasil, for tho aggrandisement of slavery, and to enable it to defy the public opinion and power of the world. In proof of all this, I have but to point to the proceedings in Congress, and to the public journals of the South. In this vast programme of slavery, where do tho aubmissionists of to-day prepare to make a stand? It must be now to-day. Tho freemen of the Republic, thank God, havo still left in their hands a peaceful and constitutional remedy, if , they will uso it wisely and firmly the ballot-box. The policy and designs of slavery must be checked, and the original policy of the Government on this abject restored. To this end, we must lay aside postpone for a time tho strifes of party over minor points of controverted policy, and unite in this great work of preserving our free institutions from impending destruction. The first blow must be aimed for the overthrow of the present National Administration the rocro tool and puppet of the Slave Power. Through the competing influence ot its patronage upon the People's representatives, freedom has been betrayed. Itmusfi be overwhelmed at ercry point with ignominious defeat. We cannot shorten its constitutional term of office, but we must strike down its allies in every state, district, and county. It must have so props in the State, upon which to lean, lor the support of its iniquitous policy. No man should be elected to responsible office Governor, member oi Congress, Representative whose relations of friendship and allianco with tho National Administration are open to suspicion. Wc must accept of nothing in the candidates presented for our suffrages, short of undisguised hostility to the ultra Pro-Slayery Power at Washington. Anything short of this is folly, idle trifling, shilly-shally nonsense, and designed in the nd to lead the people, step by step, into acquiescence In the policy and plans of slavery. Let uo candidate pretend to condemn the recent legislation of Congress, and yet hold himself in party alliance with the present Administration. He cannot be trusted; and so sure as he is trusted, so sure will the people and their rights again be betrayed. . The man will not face, in open and manly resistance, the aggressions of the slave power to-day, cannot be relied upon to do so on the occasion of a future provocation. He is hopelessly rotten unsound to the coro, and will sacrifice his country's highest interest And glory, for some paltry party con aideration. . . Slavery is deaf to tho voice of our remonstrance. In vain wo point to ut History of tho country in vain we invoke the names of Washington, JeUenon, Madison, und their compa triots, in defence of the early policy and settled maxims of our Govern ment in vain we appeal to the eternal principles of justice and right all, all are unheeded, unavailing. In the absorbing selfishness of a great inter est, slavery pushes onward in its bar berous and destructive policy; subverting every principle that gavo life. vigor, ami success, 10 our revolutionary struggle, and defeating all tho great ends for which the Government was rstablishcd. It has broken down the highest precedents of constitution- , al law, in opening to its ingress tho Territories of the notion. To-day, ; slavery is prostituting the holiest tuncktions , of : Government endangering tthe public peace, and prevoking on the country the horrors of war, for its ex tension and aggrandizement. Now, at this present writing, it is insidious lr undermining ono of the most valu able and sacred constitutional rights of the people, in its effort to put the National treasury, through the treatyj making power, at live virtual disposal .of the executive and tho Senate. The Constitution designed that tb inamo diate Representatives of the people should bo the especial guardians of . tho treasury of the nation; now, (as a anere matter of form,) they are caueü - upon to vote; in th datk, enormous sums of money, in fuiaiuneni ot tnc treaties for the) acquisition of foreign Provinces and States, without even ' laving laid before them the instruc, tions and correspondence under which ,'the treaty was negotiated. ' When, I again inquire, are the en--exoachments nd aggressions of slavery to be resisted, it' not now? f lie "Pastftutfoajs invaded subjected to constant change, in the violent inter

My principles are safe. I havo no fears of loing them. I know what they arc, nnd whither they point, nnd, when assailed, shall defend them with tho ciirnestiK-aa of a thorough confidence in their soundness nnd truth. I repel with scorn tho mandates of thu Administration, requiring adhesion to its measures as a test of Democratic orthodoxy. Dem

ocracy had n life nnd history sometimo before- this Administration abused its namo and principles, and will survive its brief day of mischievous Power. Not the least of tho crimes of slavery is the attempt it has mado to prostitute tho name and principles of Democracy, in its nss.au Its upon tho Constitu tion nnd liberties ot tho country. This Congressional district gave near 2,500 majority for Gen. 1'iercu and to this result 1 contributed my vote. . I trust the tuture will show how grossly he haa outraged the principles of its intelligent and independent voters. Slavery demands entire submission to it policy, as a condition of its support. Let candidates henceforth learn, that here ut least in Pennsylvania, If nowhere else within the States, wo require of them guarantees of fidelity to the principles and rights of Kcccdom.
