From the Chanticleer. , Independent Candidate for Congress. JACOB PAGE CHAPMAN. C J TT TO aWUlO BTTHB VOTU Of Ml rsort.B. To the voter of the Oth Congressional district: For aoreral months past the suggestion h.M frequently been ma Jo to roc, that I should become! ft candidate to represent the peoplö of thia district in thHouoof Representatives of the United States. This has been done not by Democrat lono but by gentlemen of other parties, and by others who do not habitually act with ,auy party exclusively. After mature reflection, and I think with ft just understanding of tho great responsibilities I encounter, and the effect which will bo produced by tho stand I feel it proper to take, I have concluded to present myself to the neorjJe. with the determination to con

tinue in this attitude until a vtrdict shall be rendered at the polls. I assume this position at some sacri fi of nersonal interest and ease: but these I Lave ever surrendered to a sense of duty, and such conduct has become habitual, if not always pleasant to me. ' At present, I believe tho lacrißces I make to bo an essential publio duty, and I thus, endeavor to perform it. It seems to mo, that there never was ft time, fin the history of this country which wo should love so well, j'when the republicans of the Old bchool, vrere more- imperatively called upon to . stand up to tho trua landmarks which snouid ai an times nnu unutr au ui cumstanccs, indicato and control tho Dolicr of tho country,' . i i i" .. I..-. it ccriamiy mutt uo raorr ur .-s evident to every man, according to the measuro of his intelligence, that tho General Government of this country is rapidly assimilating the Mexican type. Too many of thoso who ruK the land, never learned, or disregard, tho virtuous principles and the patriotic emotions of our fathers of the olden times of tho. great men who labored, and fought, and suffered, and died, and with their blood cemented tho strong foundations of this great fabric of Uni ed States. Our fathers fought foi Liberty and Freedom. We fight among ourselves for Slavery and for Ofiice. 'Degrading contrast, and as shameful as it is degrading and disgraceful. I, for one, wholetc my nativo home in Massachusetts, in my youth, to seek out a freer houo in this State, protest against such degeneracy. I despis it, and so long as I havo strength enough to move, or breath enough to speak; will work against it and denounce it. I may fail, yet it will bo well with me; for Liberty as well as Religion, demand her Marty rsl I shall bo misrepresented by thn knavish, and shall bo misunderstood by tho foolish yet no maa can better encounter these evils than myself. 2iono others need suffer for my temerity. I stem the torrcct at my own risl; alone; and if I fail, there are none who need shed a tear or heave asigtu Who, then can better afford to bo n a independent candidate than myself. I hall tat - occasion l0"c"xp!äln more particularly hereafter, tho reasons which determine me to tho prcssenfact It i enough now to say that I should havo preferred to await the nomination proposed to bo made , by tho Democratic party, with whom I have all my life acted up to this time. Bat the manag rt of that party havo thought it expedient to put off their nomination until tho 2d of August next. The object of this could only bo, to eoade discussion of tho great questions of public policy before the Sovereign people, and to 'ring in' the nomineu by tho mere forco of party disclipline anJpartizandrill,no matter what hi sentiments. My with U that the people as well a the wire-pullers shall hare a voico in tho matter, and I am impelled to take thia course to achieve that result. -1 rim opposed to "the tsiiiicinlcs" of the Nebraska bill; which I understand to mean tho extension of slavery in all the territories now poscssed to bo hereafter acquired. I am opposed to tho repeal of the Ordinance of 1787, notwithstanding it may now bo regarded ns inoperative 1 a a ana void, tmt which repeal will no doubt bo urged in the next congress, as another indirect advantage to slavery propagandises. I am opposed to Fillibusterisni, though I am in favor of an extension of republican institutions all over the continent, and in all tho West India Islands, whenever it maybe righteously accomplished. I am opposed to the idea of Abolitionumij tho South by force or unfair interference; and equally opposed to SlaverizingilvsHonh agr.insttho will of tho people. I adhere to tho theory of tho Missouri compromise in which is involved tho principle of a fair division as an alternative to greater evils. It at least affords us tho opportunity of contrasting tho results of free and slave institutions, under similar forms of State government. In short I correspond nearly, uith Senators Don ten and Houston in theso particulars, though I only follow the dictates of my own judgment. Enough for the present. J. P. CHAPMAN".
