The report that the war steamer Amphion was ashore is untrue. The most incessant activity in completing the war preparations prevails in the Russian ports. The Emperor Lad a heavy CO gun frigate placed at different range off Cronstalllt, ta ascertain the effect of shot and shell upon tha forts at the greatest distance. The French squadron that haa tailed from Brest to reinforce Napier feH in the Baltic, numbers twenty-fire ships, of all sizes, of which nine are ships of the line. Tho Russian force afloat in the Btltic amounts to thirty sail of the line and a corresponding number of frigates, sttamers and smaller craft, whose crews are well trained and have been together six or seven years; also, 800 gun-boats. THE BLACK SEA. All tlio Russian ports in the Black Sea are declared in a state of blockade. A part of the combined fleet bad anchored before Odessa.
