The following bill haj cassed the House and ia now before the Senate. AN ACT to graduate the price of the Public Landi to actual tettlers and ealtirator. Be it enacted by the Senate and Home of Representative of the United State of America in Congrexi assembled. That all of the public land in the United States which shall have been in mare ket for ten years or upward, prior to the time of application to enter tho same, under tne provisions of this act, and still remaining unsold, shall be subject to sal at the price of one dollar per acre; and allot the lands of the United States that shall have been in market for fifteen years at seventy five cents pcracre;and all of the lands of the United States that shall have been in market for twenty Tears or upward, as aforesaid, and s till remaining unsold, shall be subject to sale at fifty cents per acre; and all cf the lands of the United States that shall have been in market for twenty five years and upward, as aforesaid, and still remaining unsold, shall be subject to aale at twtnty-fivc cents per acre; and all lands of the United States that shall have been in majket for thirty years or more, shall be subject to sale at twelve and a half cents per acre; Provided, This section shall not be so construed as to extend to lands reserved to the United States, in acts granting lands to States for railroad or other internal improvements, or to mineral lands held at over one dollar and twenty-five cents per acre. Sec. 2. And be it further enacted, That upon every reduction in price under the provisions of this act, the occupant and settler upon the lands shall have the right of preemption at such graduated price, upon the same terms, conditions, restrictions and limitations, upon which the public lands of the United States are now- subject to the right of preemption until wiihm thirty days preceding the next graduation or reduction that shall takeplace; and if not so purchased, shall again be subject to the right of preemption for eleven months as before, and so on from time to time, as reductions take place: Provided, That nothing in this act shall be so construed as to interfere with any right which has or may accrue by virtue of any act granting preemption to actual settlers upon public lands. This breach in tho ran ks is not confined to those who lack ability and power, but the very flowers of tho party appear to bo struggling to see which shall be In the van. When euch men as lion. Aaron D. Lino, and Reu ben Cooiey, Esq. step forward to sup port sny measure, we may rest assured that they will csrry scores of tho psrty votes with them. I verily believe at this time, that half of the Democratic party would rather vote for Whigs pledged to support a Prohibitory Liquor Law, tnan lor Democrats not pledged. 1 have not founded this belief upon my own feelings, but on tho votes that I have seen taken at various 'temperance meetings and discussions of tho prln ciples oi a Prohibitory Law. At those meetings old lint democrats aroplodglng themselves to vote for no man but Prohibitionist independent of party. Burtly, wo cannot think that they wll violate those pledges noxt "October. that in speaking thus, I speak but the sentiment of a majority of the psrty. I had thought that if we failed to nom ioate temperance men that the German Townships would help us out of the drsg, but on inquiring of numbers of our german friends, I find that they, too, hive become sensible, and will poll a heavy voto in favor of Prohibition. Now, brother Democrat, there are just two courses for us to pursue. One leads to an ignominious defeat, the other to a glorious victory. If our Convention fails to adopt the Temperance Platform to nominate men, pledged to Prohibition, we will be defeated next October, as we ought to be. If, on the other hand, they inculcate those principles into the Democstic Platform, and make it a Demo. cratic Temperance Platform, there will be scareel opposition enoogb to give life to the contest.
