We ere in a great uproar of preparation for this inevitab e war, and it is a very solemnizing novelty to aee the troops and artillery passing through our atreeta for embarkation. In the English House of Lords, on Friday, Feb. 24, Lord Beaumont, arter a preface of hostility to the Ministry, moved a resolution, exprestmg the opinion of the Houj2 that the honor and best interests ot the country required that effect ceans should be taken to rope I the unjustifiable aggressiion of Russia upon the territory of the Sultan, and that the power and influence of this county should be exerted to place the relations of the Porte with the rest of Europe on such a foundation as should appear best calculated to secure, on a durable basis, the power of the Ottoman empire, and afford to it a fair opportunity of developing its natural resources, and carrying eirt a-Jm!n;stret!ve reform.

Now it seems to us that if we are endeavoring to get the law next winter we should work (or it with a determination to get it at all hazsrd and ut afty sacrifices, and we feel assured that there will not be any possibility much less any probability that we shall be compelled to wait any longer. Even if a person, is disposed to think that, it vvi'l be impossible to obtain it, let him keep it to himself and nevr intimste it publichy or privately.
