Editor rf American TliO discussion on tbt Nebraska bUl till pro-rrer-ar-a In tho Senile. On yfstcrduy, Senator PiUil, of Indlann.'poko la favor of the bill. Whatever inilit bo tho merit of hi argument. It was very pcnertlly enn iJeroJ that he not only violated the rule of good taate, but of parliamentary pruprie'y ! ordinary tlfcrnry by an abuaivt attack upoa (Jen.CaM. fci.irti time) c;o, ibe Senator from Michigan delivered in tha Senato a sputjch uoon tit power of Conrem out th Tcrrltorl., of which he tank occasion tt review ome iewe advanced on the aitbj'ct by Mr. Pettit In a peech mde in tho Moure of Repreaentativea. Atthd satno time ha adverted to and commented upon views advanced on tho tame anbject by other membera of CongrcM, and Ms rewerke were entirely within the established rule of propriety in Parliamentary discussion. Yet Mr. Itt!l Chlotare'rd himself aa eapeci illy singled out for .tack Ij Mr. Can, and a Win? the victim of a personal attack. Mo therefore took this occaaion not only to attempt a reply to the argumenta of Mr. Caaa, but to inJu'go in coarse and vituperative language toward that dUt'.npuiahed Senator. Of courie he not onJy weakened the effect of hia speech, if .it could have produced any effect, but he effectually clisracrd himself. Mr. Pettit contend that Congresa hn plenary power over tho Territories; that it can control irvl regulate the internal and external affaire of those Tervitnriea. But he draws a distinction between the power anJ the exercise of power. Although the power exist it i 'not advisable, t ot just to exercise it in i. allcases, and particularly In relation to the aubiect of slavery in the Territories. On that subject therefore he U in favor ol non-intervention and on that ground hefupporta the Nebraska bill. Mr. Caaa briefly replied to- Mr. I'ettit, t vindicating- tho views on this subject which ho advanced In his celebrated Nicholson letter. Me continued his ro . marks on the subject, thus taking a notice of It. which gave it an importance that it otherwise could not hive attain ed. This mominjr n most eloquent and Impressive epcoch was mada ogainst the bill by Mr. Sumner, of Mm., who aa an oraDr la iccorui to nono now in t-on cresa. A master of tho English tonjue familiar with ancient and modern liter' ture, and gifted with creat oratorical ge nius, ho never writes or speaks without es citing admiration by the rhetorics rxrellence of his productions But w hen to all the graces of the oratorical art he adds such powerful and irrefrr"ible arguments as he adduced this morn ing, his speech convinces as wen as charms all who hear or rend. It was emphatically the pprech ol tho rriinn. It remains whether Southern members will attempt t) ant'.ver, and how the at. tempt, if inula, will aucceed. I will not att'inrt a synopsis of a r-pcech that will undoubtedly go all over tho North, and be read with interest and delight by every man cr wumni whoso heart beats responsive to th sentiment of freedom by which it is characterized. Wo are in a tranquil state in tho Capital, with tho exemption of the, enn nation produ.'i d by thcNcbraska scheme. The Hartha Washington Caso Tho grat Martha Washington eaao
that ha for a long a period abaorbed tho attention ofthocntlro country, Is not ended. Yesterday morning consid erable excucment prevailed throughut theritv umm tho annownceinent that tho defendants In thoconspiraey case," had heen arrested upon a requisition from tho (lovernnr of Arkaima, chnrg Ingthem with arson and murder, and tho reprl proved to be trim. Warrant had been issued in rlilllips county, Ark., for tho arrest of Lyman (ole, v in. Kissnne, Capt. Cummings, v m. Melland, Amaia rhanm, Lorenio Chapin and Denj. A. Earl. A requisition from (Jov. t'onwnv of that State, upon (j'ovornor Medill of Ohio, was re ceived n abort tlmo since and warrants were Usued for the arreat of the parties. Thrso warrants wero given into tho hs.nds of Sheriff Mlgdon, cn Tuenday, with Instructions to make the arrests. Accordingly he laid hi plan for uch an important matter, and resterday morning, within theapac of twenty-five min utes, all the parties wero under arrest. Lyman Colo was arrested at Oxford at SJ cVck.by Marahall Elliott of Hamilton. ICisanne, Cummtnga and Holland were arrested at the Walnut-street Mouse. Rufus Chapin was also at this house, but being confined to his bed by severe sicknesrf.ho was allowed to remain for the present. Amass Chapia was arrasteJ at his hop on the corner of Sycamore nnd Coi . ... . lumuia-ftirects. i)reczo tnnpin was arrested at his residence. Earl was tv ken at Wcscott's nUne store, Fifth street. All the parties, excepting Cole nnd Rufus Chapin were immediately taken to a room in the Rom Mouse, corner of Court and. Walnut, where tho Shv-rifT delivered them into the custody of Joseph Brewer, the agent of Sidney C. Durton, the latter person bein j the a;ent oi'the State of Arkansas. The whole party were put in ironaand placed in an ouinibui in waiting. Kissane remonstrated, and tho officers were compelled to force him into the omnibus. Officer Brnen was accompanied by a force of eight men, and the onvj'bus was started tor North Bend, where an arrangement hid been previously made for the Louisville mail boat to land at, and take the whole party on board.. Preparations, we learn, have been aUo made in I,ouivilIe to dispatch the .riscners forthwith to Arkansas. Thus we enter U on another epoch in tho history of the great Martha Washington case. I. S. Since writing the above we have seen a telegraphic dispatch from Lawrenceburgh, Ind., which stated that oil the prisoners were on board the Loulvi lie mail boat TtkyrapH Ao. 3. Tlie dispatch further stutes that Ileuble Kissane was on board telegraphing lor prisoners and that an attempt to , rescue them wis anticipated at Madison. T II .
