Ism pleased to acknowledge that you have noticed the acta of our Democratic members quite as mach as could be expected from the editor of a Whig journal. On the same day Mr. Drlght gave notice that he would ask leave to introduce a bill providing for the aurrender of certain bonds of the State ol Indiana, held by the United States. These are the bonds, to psy interest upon which our three percent, fund has been withheld, for tho last eight or ten years. These bonds, if I am rightly informed were purchased in trust by the United States, for certain Indian tribes, at a time when Indiana securities were considered a safe investment. When the State ceased to pay Interest on her bonds, the officers of the General Government retained our three percent, fund, put of which they have paid the Indians their interest. Now, my idea of this whole mittcr Is about this: - The General Government, as a liberal guardian of the Indians, should rc-inrett their money in some other securities, and surrender tho Indiana bonds under onr State debt arrangements. Nearly all of our foreign bondholders have como in to this arrangement, surrendered their bonds and taken others in their place, anil on which we are now paying and will continue to pay the interest, until the debt is finally liquidated. OurStato debt is now entirely within our means; our new Constitution prohib'te an in creuso, and the day la not verv far distant when nur wholo Indebtedness will b discharged. The Generat Government wilt lose a small amount, but In diana never Invited her to go into this arrengoinent. This matter waa brought before the Senate, I believe, by Sir. Ilrlglit, several years since, and a report made in our fuvur by Mr, Clayton j but as there wss some difhculty as to the course to be pursued In arriving at a proper adjustment, It was thought prudent nut to press the inattr until uur foreign bondholder should hsve surrendered their bunds. ThatubiUde U not now lit the wsy, and Congress will not no'V bit gov erned by Its usual liberality, If tlieef j ions oi jur. ui igm are not crownru wim success, as he will be backed by the sup port of our entire delegation. On the 7th Inst., Mr, Hrlght gave notice Uml lis would on tin next, or some subsequent dsy ol the session, move to amend the standing rule of the Honslu, so as to rhango Ilm number uf members constituting crruln Unding committees, 11 the above It wilt be seen that Mr. Urlght I still envious of sustaining the i haracler he has long held, of one uf the working members n Congress, Th iss who eapdct htm to unter into a caption uppuhiuou to the administration ul Pres. IJfiil Pierce, because ho cannot approve of some of hi appointment to utile, will be very much mistaken; nor until ha I convince J, that either tho removal of Jlronsuit from the office of Collector hrNew York, or the appointment of William J. llrowu a a Special Mall Agent for Indiana and Illinois ii a Dun oeratic principle, which, as a Democrat he 1 bound to support, will be fail when asked, to speak his mind freely on the subject, reg4rJle of coimi'iutftics per sonal to hi nself. INDIANA. f).V Ills rumored that President Plerco has opened a negotiation with Douglass, uf Illinois, the object of which Is taget the latter to assume the pus I lion af dt. lender of the Administration in the U. ti. Hönau. It Is lurther understood that DiMigU k&itatet, as ht himself desires to be President, if' he can see any chance of success. U would be bftw for Mr. l'ierce, If ho had so acted as to require no defender. We need hardly call attention to the fact that, while the l'iorco office holding editors in this quarter, nro d;nou ncing every body who expresses surprise at the conduct of the Administration, they rre at the same time publishing the humbug articles of the Cleveland I'lainJi-alrr, and other papers, d'sijnJ to pave the wsy for Douglass as the next Presidential candidate. Remember, ifyou please, that the Kditur of th'j l'Liintlcnli'r is P Monaster at Cleveland, appointed, we suppose because ho was always in readiness to psudcr to Hie Abolitionists of the Re serve. On returning homo alter an absonc e of a couple of years, some four yeara since, I found my currant bushes, which were in rows on the outside of my garden, overgrown with witch grass, and was informed by my better half that she could not welcome my return with a glass of currant juice, as her bushes had yielded but a very few curranta tho season past. I could not think of loosing them, as I waa too fond of their fruit, and, besides, they had cost me much labor. Digging them up and rooting out all the grass was too great a task, therefore I thought I would try and smother it out. 1 covered the earth around them to the depth of two or three inches with tan bark, putting some half a dozen shovel nils into the centre of each bush. Itoperated to a charm the grass was exterminated, and the next eason I spaded in tan bark, and since then my bushes have yielded bountifully. I am latitied that vegetable dressing is e qually ss good, if not better, for trees and shrubbery thau barn-yard manure, which I save for field dressing. d. f. h. Top ah am, Nov., 1S53.
