Sir The increasing revenue and accumulation amount of money in the "treasury, render it most probable that the tariff will be made a prominent subject of diacussion and examination with view to reduction during the approaching session of Congress. In the meantime, and at aa early a day aa may be, I am desirous to obtain from the most reliable sources the bestinfor- j
nation of the working of the present rates of duty upon thi leading branches of industry of the country and of the effect to be expected from the proposed modifications. Understanding that you take an interest in this subject, and have given some attention to it, and perhaps have been in aituationsto place within your reach very valuable information you wil' much -oblige me, by communicating to this department, your views thereon, and by furnishing lists of articles now subject to duty which according to such views should be free, and other articles on which the present duty should be reduced. The ex'uting tariff having been designed generally and substantially for revenue and for a fair and equal operation on both, or between the various sections of the country and the various branches of industry, the same objects should undoubtedly be kept in view and the reductions it any, should be so arranged, as to afford an equal participation in the benefit to every interest and to every section. Articles which enter into our manufactures, and those which do not come into competition with American products, are those about which there will doubtless be the least question. Besides these objects in the proposed reduction ot the tariff, of such arrange.men. as will afford proportional benefit and relief, to every portion and interest of the country, there is another which ought by no means to be disregarded; I mean to abridge the labors of the custom house. This object will be consulted by aJ--ling to the free list, of articles of general consumption, and articles paying little dnly, which but for this consideration .wight properly be made subjects of revenue. Church and State At the late Convention of the Episcopal Church in the Diocese of New York, iiuhop Wainwright stated an instance of interposition of the civil power with the Ecclesiastical authority of that Diu--cesan, which is rather unusual in this country. The affair out of which this interposition grew is succinctly as follows: A clergymen in Ilumphreysviile, Conn ., wns charged, some two or three yetirs sg3, with having been guilty of immoral conduct with a daughter of one of his most estimable parUhoners. The offense was alleged to have been committed at a public house in New Haren, ami to have been immediately detected. The clergyman, to tcnpe trial, as wns -claimed, procured at once from his Dishtf the usual letters ol dismissal from that Diocese, oud obtained an eligible situation over a parish in Brooklyn, N. Y. -Some of the clergy of his old Diocese and others, believing the nun to be a scoundrel, gave publicity to the rumors affecting his character, and endeavored to bring him to trial. But aa his change of residence interposed some obstacles to their design, the prosecution of-the matter was delayed, which gave the accused an opportunity to tun upon his pursuers, which he diJ, by hiving a number of the most prominent clergymen and .laymen of the Connecticut Diocese, when on visits to New York arrested for slander. From each of these, he claimed damages to the amount of ten thousand dollars. Fighting his cause with adroitness and perseverence.he had contrived to postpone his final conviction till the present summer, when, accordingly to Bishop Wainwright, alter a protracted trial by a board of five able and judicious presbyters, of ' his own selection, he was convicted of the offence charged, and had been cited to appear and listen to his sentence; at this stage of the proceedings the Bishop received a notice from a Judge of the Supreme Court of New York, enjoining him to de--Hist from pronouncing ur suffering to bo pronounced any sentence until a hearing should be had before him. Th' Bishop bowed in obedience to the mandate of the court, though expressing his conviction that the civil courts were not Colled upon by any principle of justice thus to interfere with the execution of the ecclesiastical law. Considerable sensation was created in the convention, by this renewed attempt of the secular court to interpose its authority between the accused and the authorities of the church of which he was a minister. Dr. Hawks, that on a proper hearing Ol the case the principle would be re- ' tilimicd which had been already established by numerous decisions, that the ecclesiastical law, whei operating within tho limits of the Constitution and the law of the land, is, as to its proper subjects, a part of the law of the land, and M not to be thwarted in iti operations by tho interference of the secular authoritr. TheNew Itlfnal. We learn from a circular addressed to the W P of Lexington Division, that the New Ritual has been received by the G S, and is now ready for delivery. The B B, Odes and Singing Cards cost $1 60. Singing Cards alone cost 60 cts. a dozen. The Order for the Blue Book must be accompanied by the signatures of the W P and R S, and the seal of the Divis
ion. According to the order of the National Division, the old ceremonies must be destroyed. The new ceremony, as t composition, will be found superior to the old, and in a short time far more popular. Until it is fairly understood, and the members fairly get the hang ofit, some disaffection may reasonably be expected. The delay in its issue is a subject of just cojiplaint, but as it has come at last let us have as many initiations as possible, and every officer fully learn his part. New Era. The Anti-Liquor Law. Massachusetts rumsellers are beginning to feel that this law has teeth, and that it can bite severely too. This has been demonstrated recently in Hingham, Natick, Weymouth, Randolph, Taunton, Attleborough, Chicopee, Springfield, and New Bedford. At all these places liquor has been seized, and, in most of them, convictions obtained, and fines iuflictcd. Good! Let it be kept biting awhile and rumsellers will be afraid of it. They have a pecu'iar dread of any animal which bites at their pockets as this law does.
