Sec. 107. A certified statement of such sale shall be made and signed by the auditor, and being first recorded by the county au ditor ia the records of the boird cf county commisioners, shall be delivered to the purchaser when he makes his first payment and shall entitle him to a deed when the terms of such purchase shall have been fully complied with.
