Correspondence of the Baltimore Patriot. WASHINGTON, Aug. 28, 1850. Ths tone and temper of Congress to-day were admirable, and argued favorably for the future. The Senate acted for a short time on the bill from the House, granting bounty land to soldiers and officers in the old wars and to soldiers in the late war with Mexico, and then went into siecattv session. The only nomination conarmed thatl have heard of waa that of Mr. Lathrop, the Navy Agent for this District. The House look up the Texas boundary bill from the Senate. Mr. Milliard made a most eloquent speech in favor of settling tl-e great question which disturbs and distracts the rountry, and restoring peace to the people ami safety I to the Union. It was a speech which did his alear head and pure heart honor. j Mr. Inge had moved that the bill should be ' rejected the most abrupt and summary way of showing contempt for a measure. Under the j action of the previous question, the vote was taken. A deathlike stillness pervaded the Hall as ' members answered to their names. The result; was auspicious. There were but 24 members

A short time perhaps will develope that all has been done for the best. It is pretty well understood that Mr. Conrad designs to appoint Captain George T. M. Davis, J now a clerk in the General Land Office, to the J chier clerkship of the War Department. It would be a most judicious and eicellent appointment. Mr. Clay briefly explained and advocated the bill. His object was to abolish foreign trads in the District bringing slaves and placing them in depots here, not for the purpose of sale in the District, but for sale and shipment to Southern States. .The bill did not propose to interfere iu the least desrree with the salt nf alnvm. hv nn Inhabitant of the District lo another, nor prevent such inhabitant going out of the District to pur cnnsesiavea lor his own use. It was in factsim. ply a revival of the law of Maryland upon this subject as that law existed at the time of the cession of a portion of her territory for the seat of Goverument. It was simply to exclude the traficin the District which had no effect whatever with that District. Its only effect upon which was to bring upon it the odium attached to that tiade, condemned and denouueed so often justly. After some verbal amendment had been adopted, Foote moved a substitute, placing the whole matter under the control and direction of the corporate authorities of the District. Mr. Hunter opposed the bill, looking upon it as the commencement of a series of aggressions against the South. Mr. Clay replied that this was the list of the series of the committee of thirteen. It did not look at all to the abolition of slavery in the District as Hunter had intimated. He expressed a sincere desire that the bill Bhould pass without additional amendments. An amendment was adopted, giving the authorities of the District power to enforce the law conferred on them by Congress. Mr. Foote then withdrew his amendment, and the Senate adjourned.
