with the spirit ot the times when the appropriation was secured, nor with the principles of the gentleman assailed. John Test is well known in this country, as an early, staunch & uniform friend of the old American System-

But this is not alt' By a reference lo the "Democrat' of the date refered to, it wl! be
found that a Prospectus was, about that time,

creased patronage are mainly put upon the
now damning, ground ot friendship to the immediate adoption of a general system of State
Improvements a system which, at that day. under the then low prices of provisions and labor, the Democrat contended should rost the State at least ten millions of dollars. How heterodox surh a claim for patrenage would now seem in the columns of that print, and how would it now astound many of its
prominent patrons! But times change, nnd some men, nt least, thange with them. Mr. Speaker, a litil cloudy weather will some times t'tifcet a wonderful revolution In the

I am with the wise man of Israel, In the opinion, that 'there is time for all things' -and this, in my estimation, Is neither the time, nor the place, for such an ambitious display. 1 trust that in this, I shall not be deemed singular, and that this useless and foreign discus

Thai can be the only possible cause for this movement. It seems to me, sir, that anv well pois
ed mint, which has seen and heard what has
passed here, from the opening of the Session, would come to the conclusion, that this Hall has been sufficiently piostituted and desecrated by nitionnt pt!ilic without being how converted into a rebuking censorship upon the unbought expression of the People themselves, solemnlv convened in primitive assem
bty. Bdt the Incensed spirit of prty has got no head, it cannot think, it has got no heart. It cannot feel. It snuffs its prey, and the dogs of war are unkennelled, until its vengeance is glutted. For years, Sir, the name of Sunuel Bigger
has been n stranger to Legislative journals andau unfamilliarone In the heartless anuals
uf partitan warfare. It has only been found on the page where the sentiments of Law nnd E jU'ty n enrolled, clear as his own clear head; pure as his own pure heart, and spotless as the ermine with which this General Assembly has twice invested him. But

to have suffered satisfactory reconnoisance to ba mil''. But it seems to be turmised, that several years ago, the Judge's name was connected with a hill, probably for the construction or survey of the White Water Canal, or some surh thing. The White Water J.nl, nil at once cmi to be an ugly sprite, haunting Ihe dreams of the gentleman from
rrankhn. 1 he ghosts ot the dead do not, I helieve,Sir, trouble those by whom they were well treated whiUl living. But n While Water improvement had earlier friendships than any that may have been yielded it by Judge Bigger. As early as the l?th of May, IS3L about the time of the Maysville Road and Wabash River vetos it will he found that the gerlleman from Dearborn, (Mr. Lane) then in Congress, deemed the White Water a stream of such notional Importance ns to deserve the especial regard ol the General Gov
ernment, destilure ns the stream was then, and is now, of a Port J Entry! Accordingly, under that date, the Journals of Congress
will show, th.it an appropriation of f 10,000 was moved by that distinguished statesman, for the improvement of the Wlnte Water, from Brookville to the Ohio River. But this is notall.soipetime before Judge Bigger could have had any thing to do with a White Water improvement, such a work was favorably spoken of, generally, throughout the State, narticutarlr, amongst the public men and
prints upon the Wabash, and the friends of V.. a a .a tr a a

Morrison's taking the editorial chair of the Democrat " the organ of the gentleman's party from Franklin, that prtut held forth in the following language: Th speedy opening of a channel of trade

His integrity Is above suspicion; and the country, it Is believed, has no reason to question his vlgitence. Such being the case, howwtr much gentlemen may amuse themselves wiih "Soap factory," and
"ary stoc slang, Uiey will be apt to reflect quite as little credit upon themselves, as

of the rase, wherein it is suspected that the
Uoctor has rrossed the track of the gentleman from Franklin. If he has not been suffi

dralts of gentleman-these are not the times
to tell it. t.et that be postponed to a happier year than this. But, Mr. Speaker, the gentleman intimates that in this extraordinary tirade, which he is pleased to denominate his rrpfy to the speech of my friend from Kmk, tMr. Judah) made more than a month ago, he is but acting on
the dclensive. Defence is consequent upon
attack; and that gentleman has certainly not
been assailed within this House from that
quarter. In fail, Sir, then, as we had for
