from tkt Wbk Courier. ? OUR PUBLIC WORKS.! W. received the following Circular en Wednesday last, from Noah Noble, President fV.. Hoard of Internal Imorovement. It felt for the last two wees, and is n official announcement that the works now croineon will be artiaHr,if not entirely. susDended. Th reader must at once see the cause of this, and will b: disposed to make a proper application of the circumstances attending it. Indiana is not alone in this ne cessity. The Bonds of Ohio, Pennsylvania, Illinois, and the city of New York, besides several of our sister States, are. and hare been in market, without finding purchasers. The fact is, a general pressure appears to have over Liken the commercial and trading world and Capital is again at its highest value. These things must be borne patiently, for the? arc beyond our control or direction. In the
meantime, nothing should be left undone ?eet thejuit expectations of those enter-:load
to meet prising contractors and faithful workmen em ployed on the diQercnt lines. . 1 he estimates of September will remain unpaid, and that oust cause great distress and inconvenience to the thousands depending upon the event. We sincerely hope that creditors having claims against contractors or workmen will be disposed to bear with a light hand at this t'imz. A Utile forbearance may be the means of relieving an industrious and honest man from the Inconveniences and hardships attending this unexpected event. We have no cause of alarm, but we me must endeavor to lighten the burthen from, the shoulJers of those least capable of m?etng misfortune: IjoivtApoLts, Acqcst 18, 1839. v TO CONTRACTORS. " Information, not official to me, but derived throngh others from our Fund Commissioners in New York, has has kept me in saspencc at the seat of Government since I returned from the lines; and, although the news alluded lo is unfavorable to the progress of oar works, 1 did cot feel aulliorired to say our operations most be suspended, until officially so advised; and therefore, 1 have remained silent, with the hope that our daily mail would brine as something to brighten the prospect. Enough, how ever, is now known to justify me in saying the August payment will be unavoidably postponed beyond the tnoath, and perhaps for several monins. In my intercourse with vou. t have assured you that the late nesatiations of our Fund Commissioners would provide us with funds ample for the year, and they had no reason to doubt the sufficiency of the engagements "entered into. It seems, however, that the Bankers who purchased our bonds sent them to England to raise the money to make payment, und that the Agent has returned without selling them; in consequence of which the Bankers cannot pay the promised tnstalment, and hart so notified our Fond Commissioners. Relying upon the receipt of your earnings -"Hi the usual period for making estimates. this rent will frustrate your business plans, and, oetng ine nrst suspension that has happened us, it may be some cause for alarm to you and o the public: But, if we look to the'experi.ence had In those States that preceded us in Internal Improvement, as well as those, like oJnelves, now enraged in their construction. we will find in almost cvry instance something m weeurrea to arrest tbe progress of Iheii works, and withont inflicting any very seri xus or dangerous injury. 1 am glad to add that our Fond Commissioners do not view it as a permanet interruption to the works.
