ly affected by the an welcome commercial news from Europe: and as- the reduction of ihree farthing on cotton, with a dull market, trav els Soalh-ward, from Charleston to INew Urleans, the news will be more unwelcome yet. The cotton" planters will feel the terrible broadside the Bank of England it opening upon -them; and though Ihry might laugh at the combination of the cotton spinners yet they are rictims when the Bank of England rakes their plantations. I hey are enjoying now the practical result ut a coun'ry exposed to European attackes from a Bank of Ene land and a Bank of France, with no Bank of the United States to step in between them. The Bank of England, drained of specie by the importation of grain, turns to Uamburgh, Paris and Amsterdam for it; but not being able to extort it there, it . turns upon America, nullifies its stocks, and seriously puts down every bale of cotton. The planter has not the power to help himself! He is the victim of the finance 3.000 miles over sea. - To coiton holJers here, and there are ma ii y, to stock operators, to many dealers also, tins :s serious news; ana as what is fatal to one class af business men, is injurious to another, the news has spread a general gloom. Never, however, was our city in a stronger position to resist foreign attack. Our hanks are impregnable, unless their depositors assail them, of which there is no probability. They have anticipated this crisis. They have discouraged cotton bills. They have made money so scarce, that they can scearcely make it scarcer. The grocers are easy. The dry goods dealers have done a cautious business. Real Estate business has not been a mania. Building, on new contracts, was crippled some time ago. The city is in ft. shell, and can hardly be seriously hurt as long as it stays there. . The British Queen is expected on the 2(Uh or 27lb, and by her we shall have the British financial budget, with the facts ascertained whether the rate of interest was up to 6 per ct. from the 5 where ihc Bank of England put it; and whether the bank issues one pound notes a measure contemplated. Every day's reKrt, too, as to the rate of foreign exchange in udon, is now important. It was hoped there was a turn in favor of London. No good news for us, however, is expected. Cot ton cannot rise when every thing else is going down, and there is no chance for American securities when money dealers can hardly take care of themselves. Stocks have gone down a good deal in Wall street to-day, though a rally has been made to keep them up. The next important sign is , the rale on London packet-day. More specie. however, masteo out. The money market stands the shock of the news by the Great Western .without a panic, or any thins ap proaching a panic. The People are prepar ed tor tne exportation ol specie, und the exit of some to draw upon will do no injury. Some has gone out in the Havre packets, and some, I presume, will go out by the Ureat Western. Such securities as have been drawn upon arc to be provided for, and some cotton bills, I presume, have come back. , The holders of coiton here, many of them at least, manifest a stern oppugnatioa when called upon to put down prices. Such as are strong are determined to hold on, no matter what the Bank of England and Manchester cotton spinners do. Some small sales of cotton for the New-England manufacturers are nnJ at a deduction of It cents. The rates of foreign exchange are as follows: on England 1 (0: France mostly at 5f. 12 and 5f. 15; on Holland 41 to4U; on Hamburg 3GI to 3(;nnd on Bremen 81 cts. U. S. Bank stock stands the foreign news well. The sales are at 1131. Indeed this is now almost the only available stock in a foreign market. It is stated in Wall street to dav that the tl. S. Bank will supply exchange on London at 1 10, which gives a good deal of confidence. If the "Monster" can do that, we have not the least fear that the world will come to an end. The British Queen may be expected tomorrow, and nlmostcertain the dav after. The Common Council of Schenectady have refused to receive Mr. Van Buren in their of ficial capacity. No attempt, I believe, was made upon the municipal authorities in Albany. Mr. Van Buren, at every step, continues fully and wholly in the hands of his part, who assemble, as it were, a political convention wheresoever he goes. At the last ac counts, he was in Kinderhook. In Italy, however, there is a good corp. In the sooth of France the season was so far advanced that a good crop was quite certain. In the north of Europe, however.the prospect was quite certain, so wet had been the weather. Flour, upon all this news, re fuses furlher to succumb in price.- It quite holds its head up to-day in the very face of our rich harvest. That such a step should be desirable here, and that it should be to the decided benefit of the Bank, cannot be considered strange, when it is known that nearly three millions of that stock is owned and represented in Philadelphia. Lard is now a dull article. The wholesale dealers buy only to supply their immediate wants at $17 a 171, in the hope of inducing some of the large holders to come down in their prices. But at no tolerable price could a large lot now be forced off. Sugars still keep apt vesterdar a sale of 26. 000 boxes took place at 9s to 134 cts.
