The Can at. ilin Waters. .V very heavy rain fell on .Saturday and Sunday last, and the ground being frozen, it swelled the White-Waters lusher th.n they have been for some years. The Canal at the Forks of the River sustained considerable damage. It broke the embankment of the canal rear the dam, on the north side, and carried n-.vav near 4,000 yards of embankment. We are informed by the Engineer that the d.image will net. Vion the largest calculation, exceed 1,000 dollars. Had the rise in the water been three weeks later, everv thing would have been s.tfe. Here, where every citizen saw the, exertions wliich

fanaticiim. If tin American Whig does it for the sake of defending American Whigism, he takes the surest way of ruining his parly However, these are but opinions to be tested by time. The presses of this city differ as to thecrievances in Canada, though (here is but little difference of opinion among the presses of the inferior. At a large meeting held in one of the wards of this city last night, warm resolutions were passed, expressing sympathy for the Canadians. If I were to otYer my opinion again, that 09 out of 100 of the people here wished succ ess to the Canadians, it would be but an opinion to be controverted, hut it is my opinion nevertheless. It should, however, he borne in mind (hut, on the question of neutrality, there is but one opinion. The Canadians must fight their own battles. The city affairs are of no great interest. The New York American is urging upon the Xew York banks the first day of May next as a day for the resumption of specie payments. I doubt whether any steps will be taken. Treasury drafts now arc 5-8 to 7-Sths of one percent, premium. Treasury notes 5-S and 4. U. U. Ii-ink stock is There is nothing new of importance from the interior or the East. There is nothing later from Upper Canada. I do not learn

(hat the BriiUh troops as yet have made any i movement in Halifax. The Northern Slates,

however, are full of expresses sent from the

Upper to t.ie Lower provinces of the British American Empire.

The Canada affairs are assuming rather a serious

tvpo. w e nave ma utmost connaence in tue success of the patriots. Although they cannot muster b'lt a small army in comparison to the myriads

of the British empire, still they will never surrender so long as there is a patriot left. They have rebelled against their rulers, and if they surrender t'.iey will be instantly executed; consequently they

woii'.u rather fight and find an honorable grave,

than to surrender and meet a dishonorable grave.

'.low beautifully Las More expressed himself upon t'.iis subject: " .

Rebellion! foul dishonoring word! Whose withering blight so oft' has stained. The holiest cause that tongue or sword Of mortal ever lost or gained. How many a spirit born to bless, Hath sunk beneath thy withering name, When but a day'6, an hour's success, Had wafted to eternal fame!"

With what anxiety did we watch the movements

of struggling, patriotic Texas! But she has pass

ed the rubicon, and is now numbered among the

free nations of the earth. Scarcely had the cannon's roar ceased in the little republic of Texas on

cur south, ere the beacon fires of liberty are lit up on our north. May the God of Nations smile upon their efforts, and permit them to "Joltoro in the

,osf?;s of the United States and Texas. The

last news from Canada appears quite favorable.

American citizens are flocking to the standard of

liberty; and although our Government must pre

serve the utmost neutrality, still our citizens can

not be silent observers of their efforts. We were assisted in the days that tried men's souls, and that debt which we owe to the cause of freedom will be repaid.

Washinuton, Dec. C. In the Senate, Mr. Grundy introduced a resolution, which referred to a committee of seven members, to provide for the better security of the lives of persons on board vessels propelled wholly or in part by steam. New York, Decemser 9. Onr moner market is getting in a very good way. The fact is, some of the New York city banks have almost sacrificed the city to save themselves. They have cut up (heir debtors without much mercy. Now, by refusing to pay out other than safety fund country notes; by the most rigid and violent cur

tailments, they feel pretty strong, and look

preuy strong on paper. Exchange on England, ou see, is down to Hi, i'2 and i'2i per cent., and for 12 even

the best of bins are refused. This is a rate of

exchange below thc specie par. At 104 no

specie will go out. As thcre is a prospect

tn.it foreign exchanges will be lower than tliey are, there is now no demand for specie

(or exportation. JNiore comes in than goes out. The demand now is on (he part of the banks, and, but for their demand, specie would be above par but a very short time. The rates of exchange on France are f. 5,l7i to f. 5,20, Holland 41, Hamburgh 3Gi, and l?remen S3 io 88i cents. Specie, (his morning, 44 premium. American gold li (o 54. (Treasury drafts are at paper par, Mr. Woodsuky.) The Domestic Exchanges are rapidly improving. On New Orleans, 2 to 2i per cent. Mobile, 3 to 5. This arises from cotton

coming forward. It is singular that the rate of exchange, on Boston is 24 and Philadelphia 2. The cause of this is, that these two cities have ia part saved New York from thc sacrifice of their own banks; and now, forsooth, the Globe, and its bank politicians here, would

raise a clamor against Boston and Philadel
