n93r Sir For the information of the Hoard of

Internal Improvement I would inform you that the

fjsd Commissioners have contracted for a loan of

JIifl.OOM, for Internal Iiuproveinent, and the N at.dimd Erie Canal; from three to four hundred

lUwad of which will bo for internal improve-! writ." We understand that the loan was taken by the Mtsin. U o3 paid ia Land, one half on the lut of SeptemSt,ndthe remainder tho 1st of November next. Doctor Coe expresses a confidence that the w hole ton will be made before wanted. We think there aa ii no doubt that the Hoard will proceed with lU Ittlir.gs immediately. dJjourAmtnt of Cougre.Hoth Houses have fedrelution providing for the adjournment f Congress oa the 4th of July inst. I ATE FROM Pni: Yvrktrihe packet ship lndcpen.i. Capt. Nve, arrived at this port on Tucsd-iy in twenty dav's from Liverpool-, bringing London dates to the 22d ult. Her advices are of general and varied interest. In Lng.and, the collision between the Aristocracy and ihe people rapidly approaches itB crisis. A bill having passed the House' of Commons for the relorm ot ti.e Irish Municipal Corporations, the House of Lords have so amended it as completely to change its chaiacter, striking out nearly all its clauses except those abolishing the old corporations. The Mininry opposed this to the utmost, but in vain. The spirit of the nation now demands that the Commons shall refuse their assent to the amendments, and suffer the whole bill to be lost. A deep excitement pervades Great Britain and Ireland, a.id there are voices raised in favor of an efficient reform of the House of Lords itself. Mr. O'Connell submitted on the 20th a motion of leave to bring in a bill on the 21st inst. to reform the House of Lords and make the members of that body elective. Mr. G. Price gave notice of a counter motion to expunge Mr. O'Conneli's from the notice book. This may he done, thouirh we doubt

it; but it will not he so easy to expunge it from the minda and memories of the people.

I lie stability ofthe Ministry is threatened from

another quarter. Loruv Melbourne, the Premier,

is loudly charged with immoral conduct in private life, of such a nature aa mu.st, if proved against hiin, drive him into rctiremei.t. It is rumored that a compromise had been effected with the in

jured party; but the Opposition press loudly call ioi

an exposition, and declire that the matter shall not be hushed up between the parties.

Specie is now beinj shipped from England to

the United States, the rale of exchange making it

prontaoie speculation.

Mr. Roebuck, again ofthe Radical party in Canada, has brought forward a motion in the House of Commons, of which the purpose is to make the

Legislative Councils in the Provinces elective. It

will be Etrenuously and we presume successfully

resisted.

Sir Andrew Agnew's bill for the belter observance of the Sabbath, has been thrown out of the

!loii!e on its second readme by a lare majority .

In F ranee, M. Thiers has triumphantly sustain

MAI. Dupin, Guizot Co. The quenion was on an extra appropriation for the completion ofthe

t'uDlic v. orka throughout tho kingdom liners having spent the original grant of $20,000,1)00, and $I,0U0,CC0 over, for which he asked an appropriation. It was carried by a vote. of 255 to 100. The King's two oldest sons, the Dukes of Orleans

and Nemours, are now travelling in Germany, where the mott flattering attentions are paid them. It is presumed that a matrimonial alliance with an Austrian or Prussian Princess is in contemplation. The new Prince Consort of Portugal was attacked, very shortly after the consummation of his marriage with Queen Donna Maria, with an illness, precisely similar to that which proved fatal to his predecessor (a species of quinsy.) He refused the attention ofthe Court physician, says the story, and booh recovered. Of course, there are broad hints of poison. He has been invested by the Queen with the title and functions of Commander-in-Chief of the Portuguese army, though the Cortes had voted that such a step would not be advisable. From Spain we have the news of another overturn of the Ministry. Mendizabal and his who'c Cabinet have resigned, in consequence of the Queen's refusal to supersede Gen. Quesada and the other general officers in the vicinity of Madrid.

31. Isturitz has been charged with the formation of a new Cabinet. Gen. Evans ha not prosecuted the advantages gained by his army in the battle under the walls of St. Sebastian, but the open aid rendered by Englatid to the Constitutional cause seems to be producing its natural eifect. The Carlists are retreating and concentrating their forces in the mountains of Guipuiscoa.

All the Mexican forces have withdrawn to Bexar, which place they are making their head quarters at present; before quitting they had swallowed up all the provisions about "the neighborhood ofthe 15razi; (having had posession of Brazoria for several days) which has caused a partial famine in

GENERAL HOUSTON. We lean from the New Orleans papers that General Houston, the Hero of San Jacinto, left that city on the 7lh inst. on board the steam boat Caspian, for Nachitoches, on his way to rejoin the Texian army. He was accompanied by Doctor Erwin, Surgeon General of the army, by Major Alexander Le Itoy, one of his aids, and by Major Cook. His wound is in a fAir wav of soon becom

ing completely cicatrized, though it is fear

ed that the anxiety to return to dut,has induced him to set cut upon his travel rather prematurely.

One ol the papers speaking ot the state ot

the wound at the time of his departure says:

'rhe tracments of the anoc bone have

all been taken out, and although he is not

able at present to set up for more than an

hour or two at a time, he is considered to be rapidly progressing towards convalcscncc."

Ho declined accepting the public honors voted to him by u public meeting in that

city.

He passed his time while in New Orleans

at the hospitable dwelling of his friend William Cristy, Ksq, from whom he received tlie utmost kindness and attention.

From the Cincinnati Whig. INDEPENDENCE OF TEXAS. Mr. Clay, Chairman of the Committee on Foreicrn Relations, made a report to the Sen

ate onSaturday the I Sth int., on the subject of recognizing the Independence of Texas by

the United States. The report is aeciaeuM favorable to such recognition, and points out the various modes by which Texas may be recognized as an Independent Power, viz; 1st, by "treaty, 2nd, by law regulating Comirteraal lntorcourse; 3d, by sending to Texas Diplomatic Agents; and 4'-h, by receiving and accrediting such agents from Texas. The Report concludes by submitting thft 'following resolution:

NEW YORK. A large Democratic Republican State Conventh n, convened a t Utira. in the Stale

of New York on the 8th of Juue, nominated an electoral ticket to support Harrison and Granger, and also state officers. Hon. Jesse Duel, the celebrated agriculturalist was nominated for Governor, .nnd Hon. G. II. Baustow for Lieut. Governor. JcDiiG Bukl, was formerly the editor of the Albany Argus, w hen that paper supported the principles of Jetlcrson and Madison. He is a .supporter of Gen. Harrison for the

same otace. In consequence of these nominations, the Albany Argu takes the alarm for the fate of Van Buret), and cries loudly for help. It says the opposition to him will make a strong and vigorous attack. And so it will. The strongest friends of Gen. Jackson were members of the Conveuiion, and as Gen. obtained in IS32 the meagre majority of only about twelve, out of more than Thee hundred thousand; and as the nomination of Judge Buel, standing as he docs at the head of the agricultural interest in that state, will add greatly to the force, and activity of the party, even New York, stands a fair chance of being regenerated.
