PRISON INVESTIGATION, j Progress of the Inquiry at Jeffersonville. Testimony of Convicts — MalpraetUc Alleged—Warden Paiteu Exulted. Tho investigation of the Prison South, how being conciueted by a, joint committee of the General Assembly, at Jeffersonville, by the Invitation of Warden Patton, is developing some startling testimony, It seems much cruelty has from lime to time cropped out as the investigation has proceeded, but the climax seems to have been reached on Wednesday, when George Steyer, a convict, was placed on the stand. Ho testified that he bad seen as many as twenty convicts hung up by tho thumbs; that he had himself been caged for writing a letter referring in an uncomplimentary way to Gov. Gray. George Feosler, of Portland, Ind., was placed on the stand and examined by Senator Boord. He said he had come to the prison in goed health and in no way disfigured, but was not so when he left, last year. Ho had beer, placed at work on the BurriU contract. Ho was running a circular saw, when on June 4,1S92, ho had two fingers cutoff, and that on June 34 his arm had to ho amputated on account of erysipelas having set in. Convict George Schlict was next called and said; “I work in the saddletree shops. While there I took a piece ot niousquito-bar for a friend who was sick, that he might hang it over the door and protect himself. For this I was reported, and tho deputy warden ordered both myself and Elmer Sanley, my sick friend, to the cage. We met the warden on the way and he scowled at us and ordered us to bo strung up by the wrists.” Schlictsaid tho Governor had a pardon for him, but the guard reported him aud tho pardon was never formally issued. Elmer Sanley testified that being sick lie “desired to be protected from the mosquitos. I was punished for recti sing this by being hung up by tho wrists. My hands were numb (or over a week afterward. The cord of my wrist was swollen and black on account of this punishment. The deputy warden sent me to tho cell-house, but the warden changed the order. I had just come from tho hospital at the time. I was ordered whipped onco, but have never yet found out what it was for. i was stripped from my knees to ibo back of my neck, being whipped upon my naked body. Some of 'the stripes remained visible for over nine months.” Convict Kelley testified: “I have Iwcn punished by w hipping and by being hung up by tho wrists and have been caged as much as forty times. When whipping me they made me lie down on my hands and 1 couldn’t see what they whipped mo with. They hit mo ten strokes and every time they brought the blood. I have boon punished almost every week since I came here. I was always punished for not being able to do my work. X was never punished for anything else. I cannot do my task because ray thumbs aud lingers arc so sore.” In tho prison investigation Thursday a hot discussion arose over the publication of the foregoing testimony in tho Indianapolis Journal. and Senator Griffith offered a resolution of inquiry as to tho authorship of tho article. Senator Loveland moved to amend by placing all members on the stand f.o testify. Hot words ensued between Republican and Democratic members of the committee, Republican? claiming that tho article was true as published, and that members of the committee had a perfect right to furnish information to the press. Introduction of testimony was resumed. Convict Jesse Black testified that he had been severely whipped. Warden Fatten became excited and abusive. arid viciously assailed Senator Loveland. Several convicts testified to inhuman punishments for trivial offenses and because of their inability to complete their tasks. One convict testified that Warden Fatten destroyed his letters to Judge Gresham and others, in a controversy Senator Loveland said he had been denied the right to go where he pleased in the prison. Warden Fatten called him a liar. Fandemoniun reigned. Chair ordered ser-geant-at-arms to seat Mr. Fatten. A heated debate ensued. Senator Boon! charged that Democrats had placed ail possible, obstacles in the way of a fair investigation. Introduction of evidence was closed over protest of the minority, after tho testimony of a number of convicts had been taken.' Testimony for defense will he taken Friday. Friday's session of investigation was taken up in Warden Patten’s defense. Capt. Saunders, ox-convict pardoned by Gov. Chase, testified that management was good. During his confinement \if seventeen years, most of which time he was a trusty with full opportunity of observation. he saw but four convicts hung by thumbs. Witness said there was a certain class of prisoners who had to he disciplined. Convict Brinks testified that management was much better than under Howard Convict Chceck testified that ( Patten’s treatment of prisoncis was kind. When convicts behaved properly they acre granted priviledges. Special privileges were, accorded to ail on the-ith of July and Christinas. Dr. 11. S. Wolf testified that corporal punishment was an absolute necessity in prison management. Others testified to humane management staling that all who behaved were treatea well. WASHINGTON. President Harrison lias signed a hill authorizing the construction of the largest cantilever bridge in America across the Mississippi river at Sow Orleans. Mr. Bynum was designated as chairman of the sub-committee, which is to investigate tho Whisky Trust.
