Vrompily Palmer with his stafi assembled in front of the Denison and Staff Color Bearer G. C. James unfurled the national standard of the Union Veteran Legion. It was of blue satin and ornamented with tho insignia of the TT. V. JJ., tbe cross of the Legion of Honor, and inscribed with tbe date of tho national organization of the Legion, Match 7, 1884. Tbe standard was borne at the head of tho 120 delegates, who, marshaled by Adjutant General McKecn and cscorted by Encampment 80. marched to TotnUnson Hall, wiiero the sessions of the National Encampment were to bo formally opened. At 10 o'clock the encampment was called to order by

and a roll call of encampments showed 120 delegates present. When tho report of tho committee on credentials camo up for action it was found that the names of tho two delegates from Encampment No. 09, Washington, D. C., had been dropped from the list. These were Col. Fitch, ex-ofiicio delegate by virtue of his ofilco as Colonel of the encampment, and Homer C. Jones, regularly elccted a delegate by his encampment. Corporal Tanner demanded of the Adjutant-General tho reas on for this action. "By order of the national commandcr," camo the response of Adj.-Gon. McKean. When the committee's report was put to a vote Corpoeal Tannor moved that the name of Homer D. Joaes be replaced upon the roll of dele, gates. Gen. Palmer announced he had siupjnded Delegate Jones by reason of charges which had been preferred against him. IJe ruled Corporal Tanners motion out of order. -r
The corporal immediately appealed from the decision of tho chair, and supple men ted his appeal by asserting with much spirit that the rational commander had usurped a prerogative which did not belong to him under tho rules and regulations. Tho chair ruled that Co.poral Tanner who had the floor C3uld not be interrupted. The question was then put on the appeal and Gen. Palmer's decision was not sustained by a vote of 30 to 60,
The reports of the national officers were then read. National Command ir Palmer's report was voluminous and covered much ground. He reported that the efforts at, propagation of the order in Maine, New Hampshire, Massachusetts, VermontConnecticut, Rhode Island, New York, New Jersey, Maryland, Michigan, Ohio. Illinois and Iowa had been prolific of gratifying results,
The report of Quartermaster Blair showed a gratifying financial condition of the order, with a diminution of expenses last year and a balance in the national treasury of$787.
The following resolution was submitted after the reading of the reports aud unanimously adopted:
Whereas, The beloved wife of our honored President, Benjamin Harrison, has been for a long period and still is suffering from a painful illness, which she has so far borne with unequaled patience and fortitude therefore, be it,
Resolved, That wo the comrades of the Union veteran loglon of the United States, do hereby unanimously and sincerely extend our heartfelt sympathy to our highly esteemed comrade, the President of the United Stales, for this great addiction with wliieh he has been visited. At the same time wo fondly cherish the hope that ere long this loyal woman may through the blessings of Divine Providenco bo fully restored to health, strength and usefulness.
At 3:30 o'clock tho discharge of one gun signaled the assembling for the parade at the corner of Pennsylvania and Ohio streets. Along the entire route of tho pro cession numerous residences and busines hosts! had been gaily and in many instances profusoly decorate! in honor os the veteran soldiers. In tho column were -nrc. of aged men who marched with iliiliculiy: there were soidiors who leaned heaviiy 011 canes and not a few supported tlienisuUos with crutches. Very many had been wounded and showed it, in their strained attempts to koep step to tho stirring music of the drum and life.

Justice Stover, holding Circuit Court IJallston. N. Y.. refuses naturalization t° aliens who cannot reud and write the English language, aud has rejected six applicants. One of the applicants, a native of County Kent, England, is more than sixty years of age, and has been a resident of this county for twenty-live years. In denying tho application of John Griggs for naturalization, the sixth denied at this term, Justice Stover said:
It is 110 use to make such applications, 1 will not admit to citizenship in courts at which I presido applicants who cannot read and write tho English language. Every citiizen should be able to read and write. An alien asking naturalization must have these qualifications before I will grant to him a certificate of citizenship. He should be able to road the Constitution of the United States before he is asked or allowed to take the oath of citizenship, and I intend to adhere to this rule, whether, as in this case, the applicant speaks the English language a» his mother tongue or whether he is a srrbjoct of one of the continental nations ignarant of our language, oi:r customs, our Constitution and our laws.

Philadelphia Times. Every woman ought to possess her own home, no matter how small or how grand it is. Still she should possess one place to call her very own, and one which keeps lier sufficiently employed to prevent her getting into mischief. That sounds a little harsh, perhaps, but any truthful, observant person will coincide with the writer in pronouncing a boarding house a hotbed of gossip and imaginary ailments.
Women thus situated have not enough to do to keep them occupied. Their beds are made in the morning, their rooms dusted aud their meals served with no planning on their part therefore their days are given over to the ripping up of a gown, a few letters to write, perhaps a dress maker in the house for a day or two spring and fall, and the remainder of their idle hours are taken up in fancy work and visits to each others' rooms that result in untold gossip and imagination of bodily ailments. Anew arrival furnishes food for conversation that lasts until the next one comes or some one already installed does something that the council o? three or ten regards with disapproving eyes.

••COLUMBUS DAY" AT INDIANA VOL IS.
A Great Celebration—Imposing Processions and Magnificent ireworks.
The celebration of "Columbus Day"(tho four hundredth anniversary of tbe discovery of America) at Indianapolis. Friday, Oct. 2ist, will be tbo greatest, most elaborate and most interesting event ever given in tho Capital City. Committees have been working for weeks to make it a success, and nothing has been left undone that will add to elaborateness aud historical accuracy of the observance, it well bo 'purely a patriotic celebration in which all citizens will unite, to make it memorable.
Representatives of all parts of tho {State, organization, civic and military,historical societies, and tho peoplo en masse. Will be there to add to the crowd and interest.
The celebration will begin with a grand historical concert at Tomlinson hall, the evening of the 20th, in which famous sing ers and a chores of 500 voices will participate besides which there will be brief historical addresses by-distinguished gentlemen. Columbus Day proper, Friday the 21st inst. wiil be a general holiday in Indianapolis, all business being suspended and the schools closed. A salute of-100 guns will ba lired at sunrise, and all tho belis in the city ring. The afternoon parade promises to bo a most, imposing affair, in which at least 20,000 peoplo will participate, Including all tho military companies in the Stale. It will be under tho command of Gen. James R. Carnahan. Tho night parado will eclipse anything ever seen in Indianapolis. Leading it will bo a grand company of heralds in appropriate and beautiful costumes. They will announce tho approach of a cavalcade of Spanish grandees'and ladies dressed after tho fashion of the fifteenth century. After these will corao the lloats—No. 1 presenting a faithful reproduction of tho Spanish court and showing Columbus pleading with Ferdinand and Isabella for assistance in developing Lid plan of exploration and discovery.
No. 2 will bear a group illustrative of prehistoric America showing the domestic life of the Indian about tho wigwam: a hunting scene and the red man in battle. This float will be sixty l'eet in length.
No. 3 will picture tho landing of Columbus. The details will includo a boat manned by Spanish sailors with tho great discoverer standing in the bow approaching tho shore, where, under the palms and amid tho cactus and other trop ical plants, will be seen a group of startled natives, men, women and children.
No. 4 will show William Penn in conference with the Indian chiefs and making his memorable, treaty. Following this float will come on horseback Gen, Washington and staff, including Marquis de Lafayette, c!othed in continental uniform historically perfoct.
No. 5, as nearly as possible, will in its groupings be a reproduction of the celebrated painting of the signing of tho declaration of independence.
No. 6 will bo of semi-allegorical character showing Abraham Lincoln "knocking the shackles from off tho southern slave."
No. 7 will ba illustrative of the advance in tho industrial arts In America. This wiii be shown by comparisons of the past with the present-.
No. 8 will bear groupings of living staturarv in reproduction of a number ofuoted works of American sculptors. This will bo the art. float.
No. 9 will present an allegorical picture of Freedom, surrounded by groups of figures representing the various arms of tho military and naval service of the government.
No. 10 will show Columbia attended by tho fourteen States of the Union impersonated by young ladies appropriately costumed. The procession will includo companies of continental soldiers and tho military of to-day.
The utmost caro is to be given to these reproductions and tho impressive pictures will be enhanced by brilliant displays of fireworks and illumination.
Half fare rates will bo given on all railroads leading into Indianapolis for the great demonstration: in which citizens from all parts of tho State aro invited to participate. The rate will he ono faro for the round trip and particulars about trains, etc.. can be obtained from tho station agent.
Warning.
