Representative Watson, of Georgia, on Tuesday introduced a bill to regulate the employment of private citizens to do the work of guards, etc. The bill is an indi rect, blow at the Pi 11 leer to 11 detective force, which Mi*. Watson has so strenuously fought since ho has been in Congress. It provides that persons employed to guard or defend property of any kind shall be responsible for their conduct, both civilly and criminally, while the employment exists. No person, the biil provides, shall employ any private person, directly or indirectiy, or arm or equip any one already employed, to make acrests without warrant, to disperse mobs or quell disturbances, to establish martial law, to aid in 1 ho operations of engines, cars and boats by force of arms or to do any other acta within the scope of the legal duties of the rnilitia or the authorities and officers of towns, cities, counties and States. No person shall organize, keep or mainfaiu any force of employes, agents or associates for the purpose of hiring it or any part of It to private citizens or corpora, tions to perform any of the acts mentioned above.

Senator Sherman Tuesday introduced a bill prepared by Chinese Inspector D. E. Coon. The bill is compiled in part from bills recently introduced ani now under consideration by Congress, with the addiion of ni)v prj/isioai providing ways and means of detecting the presence of a largo class of Chinese who smuggle themselves into the country from across the bordc'' lino. The bill contemplates specific legislation to cure this evil by means of a new system of registration. Anew section of the bill provides that when a Chinaman changes his residence ho shall have that fact noted 011 his certificate, which enables the officers of the government to trace readily each registered person from ono point to another. Another new section provide? that the fees and fines collected iha'l be set apart by the Secretary of tho 1
The bill introduced by Representativ Newberry, of Illinois, cutting oil pensions to foreigners and non-residents of the United States, is becoming a subject Of international interest, and threatens to become one of the most serious problems to be solved this session by the House committee on pensions. Dispatches state that in one province of Canada over 1,320 people will be affected by tho proposed legislation, and General Newberry himself estimates that the foreign beneficiaries oi' pension laws aggregate at lo.ist 15,' 09. The bill is briel and is as follows: "l-rjin and after the passage of this act 110 pension shall be paid to any person who is not a citizen and a benu tide resident of the United States provided that nothing contained in this act shall apply to person traveling or temporarily residing abroad.1 ''iMy intention in introducing that bill,' said General Newberry, "is to do exactly what it uroposes—that is, to prevent the payment of pension money to people not citizens or residents of the United States. After the war foreigners who had como to this country as soldiers of fortuno and had served in its armies for some time,took advantagoof the liberal pension laws and returned to their native countries, where they have sirtce lived rearing families on moneys paid them by the United States. Their children will naturally bo found in the ranks of the army of their country* whether it be in wars against the United States or other countries. It Is not now nor was it ever their purpose to return to thiscountry nor do their sous acknowledge allegiance to the United States. The pensioner himseif takes advantage of his condition to absolve himself from duties to his home government and lives in ease i.nd luxury upon the bounty of the United -itates. He is a censtaut source of annoyance to our consuls and ministers abroad demanding protection under our (las i'rom duties owing to his own government, ft is known that there are several thousand such pensioners living in the kingdym of Wurtemberg, Germany, and our at« minister ta Turkey says they are scattered all over eastern Asia and western Eiiropo Wo know many are living In the British Isles and the C'anadas. We believe this question of individual liability means, when put in plain English, that every policyholder of the Ohio Farmers, or any other mutual company, is liable to an assessment if the losses are large enough to demand it. The management may declare that this company is an exception to the rule, but these exceptions don't count in court. To make the question morg significant, the Ohio law is very explicit upon this point, giving the company a lien, both upon the buildings insured and the right and title of the insured in lands upon which they are situated.
