MUNICIPAL ELECTIONS
Some Go Rep., Others Dem.—Northern Ohio Shows Democratic Gains—Brief Returns.
Denver elected a Democratic Mayor, and gains amounting to 35 per cent, are reported from various towns in the State.
Municipal elections were also held at /many points in Illinois. At several places the issue was license. At Macinaw the anti-license party triumphed. At Galesburg the license party had a walk away, electing its ticket complete. El Paso
Democrats elected a Mayor. Republicans were successful in Princeton, Tuscola, Bloomington, Woodstock, Mattoon, Decatur and a number of other points. The Democrats carried several cities, including Alton, Kankakee and Springfield (except Mayor), who was elected by the Republicans. The issues in all places were purely local.
Hempstead Washburne, Republican, was elected Mayor of Chicago on the 7th, over Cregler, Dem., present incumbent Carter Harrison, Independent Democrat and Elam Washburne, Citizens'. The vote stood about as follows: H. Washburne, 46,258 Cregier, 44,891 Carter Harrison, 41,420 E. Washburne, 23,975 Morgan, Socialist, 2,126. It was one of the most exciting elections Chicago ever experienced. Senator Palmer assisted Cregier. Harrison is now regarded as a traitor to his party.
No extraordinary results came from the election in Kansas. The Citizen's Alliance had tickets in the field in various places, but with the exception of onetown, when they combined with the Democrats, were overthrown by the Republicans. The women voters were out in greater force than ever before. At Topeka the registration lists were augmented by about 400 new names of women. At Wichita the increase was about 300, at Leavenwortn 250, and at Atchison 200. At Kansas City, Ka$., 1,245 women were registered at at Leavenworth, 2,748 in Topeka, 2,740 In Wichita, 2.309, and at Atchison about 1,800. In Kansas City, Kas., all the candidates provided carriages to take the women to the polls. About two-thirds of the female vote was cast there. The women confined their interest in the election to voting, and in only few cases did any of them resort to practical activity at the polls. This activity was confined to a few Citizen's Alliance female leaders. The number of negresses tliat voted in Kansas City, Kas., was notable. They inarched to the polls with as much, if not more

iride as their white sisters, and exercised right of sull'erage with a satisfaction peculiar to their race. Dispatches from pt-her of the larger cities of Kansas indicate that the vote of the women, compared to the registration, was proportionate to the male vote. Most of the women had their tickets prepared at home or at places pf meeting, and their presence at the polls was only fonsr enough to permit them to deposit their ballots.
AN ALLIANCE SCHEME.
Proposal to Build a Railroad in Kansas.
To be Operated by the State—The Line to be From 250 to 300 Miles Long.
A dispatch from Kansas City onthellth says Since the Farmers' Alliance has taken hold of affairs in Kansas many surprising things have been done, but th« most unique and daring plan that has yet teen evolved by that body is a reported scheme to build a trunk railroad lino across the State. It is expected that this proposition will be made the issue of tho next political fight in Kansas by the Alliance. The plan is for the State government to construct a trunk line about250or 300 miles in length, and for the counties to build a net-work of branches that will touch every important point in the State. Jt is said that the right-of-way privileges would be donated in every instance.
Frank McGrath, President of the Kansas Alliance, was in the city to-day. When asked about the plan he was very reticent, but admitted that such a scheme was under consideration by the Alliance. Several railway men were interviewed concerning the farmers' scheme. Mr. E. C. Gay, General Freight Agent of the Santa Fe road, said: "The State would have to guarantee the payment for the first four or live years interest on bonds of this kind, for the reason that the railroad companies would make a determined fight and no road in the State would make any money, for the reason that rates would be cut to the lowest possible notch. In the end, though, the companies would be bankrupted and driven out of the field." Mr. Gay did not believe the plan would ever be consummated, and all the other railroad men re-

The animal was bitten by a strange dog some time ago, and its actions closely watched until Saturday, when it developed an unmistakable case of rabies. A number of other animals were bitten by the same dog and developments are being watched^ with considerable interest.
The New York Herald prints a very sensational story regarding the incarceration of Miss Anna Dickinson in a mad house. Miss Dickinson claims that her imprisonment and the many indignities showered upon her was the result of her sister's enand jealousy. She is now in New York to seek means of legal redress.
Philip Renting, mar Brownstown, who had never made a profession of religion, on the 6th, called for a Bible, selected a text and preached a sermon, the effect of which was to bring several worldly persons to a realizing sense of a sinful life. Five hours later Kenting suddenly died.
Josie Wood, alias Casselle, leading lady with the "'Out of Sight" comedy company* died at Springfield, O., of criminal operaoperation. The details are sensational. Miss Wood's father is president of the Munoie natural gas company.

Chicago Inter-Oceen. In fashionable boarding and finish ing schools for young women in England the presentation at court is part of the education. An English lady tells me that at the school she attended they had the ceremony from two to four times a month, one of the teachers personating the Queen and another the Lord Chamberlain, while some of the pupils took turns in personating the Queen's pages} and other attendants. "We used to fasten curtains, tablecloths, and sheets to our dresses," said she, "to represent the trains, as the proper management of the train is a very important part of the ceremony. We carried our trains over our left arms till we entered the presence chamber when the attendants removed them, and as we came into the view of her Majesty the train swept the floor. When I left school, and "came out" tfnto society, and was presented at court, I found the preliminary training of considerable value, but I also (received a second course of instructions at the hands of one of the royal attendants. Every step you are to take is carefully prescribed, and if .you keep your wits about you everything will go on smoothly. But it often happens that a girl becomes confused at the critical moment, and forgets to do what she has been told. Two or three times it has happened, so the story is whispered, that a girl has fallen in a dead faint and had to be carried from the room, but the incident is not allowed to get into the papers. It requires a good deal of self possession to approach the Queen in a semi-circle of her illustrious relatives and the household standing behind. You enter with a glove on your left hand, but with the right hand bare. You place the right hand beneath the Queen's extended right, bow very low, and kiss the back of the royai hand as you do so. You must curtsey to each member of the royal family, and sidle oil crab-fash-ion, dragging the train after you, till the Queen's pages throw it over your left arm again, and you make your exit from the throne-room, or pres-ence-chamber. You must not turn around in the royal presence, or you will ffive srreat oifense."

In England in the recent breach of promise suit of Knowles vs. Duncan, the plaintiff, a young lady of nineteen years, recovered £10,000 damages from Duncan, who is about seventy, and the proprietor of the Matrimonial News. On motion for a new trial on the ground that the damages were excessive, the court of appeals has by consent, reduced the damages to £6,500, but if that amount, with costs, be not paid within a month, the original verdict is to stand. As a precedent, says the Law Journal, the case is valuable as being the first on record in which a court has reduced the damages in a breach of promise action on the ground of excess. "From the time of William III downwards, the courts have set themselves against granting new trials on the ground of excess of damages in breach of promise cases."
