in the system of assessing costs for paving which for many year* have
owners on
the theory that their properties have been enhanced in value by the street improvements. Creation of taxing districts for paving assessments was proposed by Orr as a substitute measure. “For years the chief benefit of a paved street was to the abutting pro-1 petty,’' Orr said. At the time of the enactment of the Barrett law, the speaker pointed out. there were no automobiles.
