VIENNA DEATH RATE BECOMES APPALLING

Condition of Children Even More Harrowing, Declares Authority on City’s Desperate Plight.

AN APPEAL TO THE AMERICAN PEOPLE

Three and one-half million children In Eastern and Central Europe have ds alternative to disaster between now and next harvest except American aid. Kor months these most helpless sufferers in the truck of war have been admitted to American feeding-stations only if tragically undernourished, and have received American medical aid only If Aesperalely threatened by death

from disease.

Winter Is closing down. The money of many nations Is valueless outside their own boundaries. Economic and crop conditions make famine, with Its terrible train of diseases, a certain visitor until next harvest. Inevitably the helpless children will suffer most No child can grow to health and sanity on the pitiful mykeshlfts for food with which millions of European adult* must ron'ent themselves this winter. It is obvious that the remedy can come only

from outside.

America saved 6,000,000 European children winter before Inst. Normal recuperation cut the need nearly In half Inst year, but unusual conditions have resulted In scant shrinkage of child destitution during the twelvemonth Just past. The response of America must now decide whether 3.500,000 of these charges, in acute distress, shall begin to he turned away In January from more than 17,000 asylums, hospitals, clinics and feeding-stations dependent •o American support. There would he no tragedy in history so sweeping or

so destructive of those who can deserve no evil.

five yean* of famine have resulted In greatly Increased mortality and morbidity In Vienna which before the war was counted as one of the healthiest cities in Europe. Figures prepared by Dr. Gustave Bohn, head of the Vienna Health Department, show that In 1913 the death rate was 15.3 |ier thousand. In 1918 the rate was 22.5 per thousand, an Increase of more than

47 per cent.

Professor Hans Spel of the University of Vienna, saya that "even more terrible than the mo-tnllty statistics ore those referring to the condition of children and their mothers. Owing to undcr-nourlshment few mothers can nurse their babies, and the milk shortage affects not only Infants, but all children In spite of el that has been done to help. At Professor Clemens Plrquet's clinic In the university some 54,849 children were examined In 1018 Only 4.637 of 'hese or about one-thirteenth were passed us skin good, fai good , 23,609 were pule and thin, or very pule and very thin. "The health of these children show* most disquieting features. Skin disease, rachitis and Harlow's disease are rife. ‘The chief medical officer of Vienna asks, ‘What Is going to happen to these underfed children, In whose bodies the germ ®f tuberculosis Is Intent, when they reach the twenties, at which time

It becomes active?’"

To combat these conditions the American Relief Administration of which Hertvert Hoover Is chairman fed last winter In the city of Vienna some 800,000 of the destitute and undernourished children, supplying them with a substantial meal of American food, served In a numher of large kitchens opened for thut purpose. The conditions In Vienna are more

The undersigned organizations, working among every race and creed, or less typical of those In Poland and many engaged also In other forms of relief, agree, unanimously that the other countries of Central and Eastern plight of these helpless children should have complete priority In overseas Kurope. Last year the Relief Admincharity until the situation is met. q his is an Issue without politics and Istratlon was able to reach some 3,500,wlthout religious lines. There can N* no danger of pauperization, for the (xx) under-nourished children and this $23,000,000 for child food, ami the $10,000,000 for medical service that we winter the program calls for the feedacek, will relieve only the critical ruses. The medical supplies, of course, | I)K c f „ iiu e numler, but eight of the

I got so much good from taking Dreco that I put my little live year old girl to taking it an<| there is a big difference in her now", said Mr Wil* lis Baker, the well known contractor of 1318 east Marklin St., Kokomo, Indiana “I had never been able to get rid of • constipation, pains in my back, in - ! digestion, gas in my stomach and ; heartburn, till 1 tried this new medi* [ cine Dreco and I believe the first dose ’ did me good, Dreco also worked by • liver off therby relieving those awful dizzy spells and cleared off my tongue.

Emulsion and Whitewashing. Disease and lice are the great ob-

Whitewash serves s double purpose, that of riddiug the house of lice and making the interior of the house much lighter. A small window, with the interior of ‘.he house «liltewasheJ,
