THE CHILD AND THE STATE The Supreme Court of Wyoming has decided that children do not belong to their parents but to the State. It has held in a recent decision that the parents of a child are entitled to the care and custody of a child only so long* as they discharge their duty to that child. Where they neglect that duty the state takes charge of the child as its citizen to whom it owes the duty of protection. This decision illustrates the progressive nature of the laws of the newer states of the^great northwest, and also the practical trend of the decisions of the supreme courts of such states.

The older states are behind the times as to the demands of society along the lines of protection of children from their parents. Many parents of Indiana would be shocked by the enactment of such a law as that of Wyoming and by such a decision from its supreme court.

The older states might learn from their younger sisters. Indiana is in serious need of some of their lessons. If she is to have good adult citizens she must have good infant citizens. Children must grow up under influences which will make them honest, intelligent and industrious. They must be protected by the laws and the courts. When parents realize that they cannot keep children unless they keep them right they will be more particular how they keep them. This very influence will, in itself, make the parents better, thereby greatly benefiting society.

While we write upon this subject we see a gang of horsetraders in the street. Besides a lot of very old, crippled and diseased horses, they have also a number of dogs and several poor, half clad, dirty children. It does not require a close investigation of such a case to determine that children should not grow up under such influences. In the state of Wyoming, children found surrounded by such conditions would be taken away from their parents and placed in homes where they would be educated and taught to work.

Such laws are good and they will eventually be enacted in Indiana and the other older states. It is the practical way of bringing about a real reform. It is a common thing to hear a person say that some drunken, profligate father or disreputable mother should not have the care of their child. But the very persons who makes the suggestion would no doubt oppose a la\y which would take such a child away from its parents. The natural parental sympathy arises when such a law is contemplated, arousing opposition, but public sentiment will finally be awakened to the necessity of such a law and then it will be enacted.

There are perhaps more ministers of the Christian church who are active in the politics of Indiana than from all the other denominations. There are Rev. J. Z. Sweeney, State Fish commissioner, Dr. B. F.

Crim, of Crawfordsville, Prohibitionist candidate for Secretary of State. Besides these men there are D. R. Lucas, who is a regular campaigner for the Republi cans, and others who take part in.campaigns for the Prohibitionists. The preacher has the same right to take part in politics as any other man, and if there were more of them inactive politics exerting their in fluence for better political conditions, the efforts at reform would be more effective. At present, however, it is an indisputable fact that such political activity is prejudicial to their church work. This is due solely to party bias. Members of church do not hesitate to say the meanest kind of personal things against able preachers of their church simply because such preachers take an active part in the politics of an opposing party.

Old Soldiers' and Childrens' Hay at the State Fair

The State Fair management has fixed Monday, September 10, for Old Soldiers' and Childrens' day. On this day all old soldiers, all school children under 15 years and teachers in charge of pupils will be admitted to the grounds free of charge.
