Women Granted the Ballot in Foor States, Denied it in Others.

.Women are citizens of the United States under the constitution. The Federal Constitution says: ,Article 1, Sec. 1, "All persons born or naturalized in the United States, and subject to the jurisdiction thereof are citizens of the United States and of the state wherein the\ reside."

Now, my gentleman reader, is your mother, your sister, your wife or your daughter a "person"? Is she under the jurisdiction of the United States? If so, then she is a citizen of our glorious country as well as you and I, and is so declared by the Constitution. And if a citizen, then what? Her privileges can not be abridged. The next sentence of the same section above I quoted says, "No state shall make or entorce any law whiph shall abridge the priv- ., ileges or immunities of citizens of the United States." Now, ^therefore, since woman are citizens of the United States, no state has a right to make or enforce any law which shall abridge the privileges or immunities of the women thereof.

What are some of the privileges of the citizen of the United States? It is their constitutionally guarded privilege to participate in, and be a governing part of the govenunent as well as the goveroed—that is —to have the'privilege to be a candidate for any office of the United States and of the citizen's respective state, county, city, town or township and be eligible, if elected, to hold such office and to have the right to vote for such officers. Therefore, as women are citizens of the United States, and as no state can abridge, by law, the privileges of the United States "citizens to vote ani hold office, and as women constitute about half the citizens thereof, so it logically follows that women have the right to vote in any and all states of the Union and may not be deprived of said right by any law in any state thereof. The United States Constitution does not deny the right of suffrage to women, but prohibits any and all states thereof from depriving them of said privileges. "Persons" and not man, "peoples" and not men, are the words of the Constitution, thus recognizing and including women and not excluding them. If it had been the intention to forever exclude women from participation in thegovernment, nothing would have been easier than to have it so stated specifically. ficed, but this was not done. The inclusive and not the exclusive words are used, •t As an external proof of the ./fact that the Federal Constitu^tion does not forbid women the ballot let us cite the fact that in ^four to forty-five states of the

Union women exercise their right of suffrage. If the Federal Constitution forbade women suffrage this could not be so. The state constitution which grants women .«r£frage, (we should not say "grants," for they have already this privilege guaranteed by the greater constitution and the lesser constitution only expressly informs its womenhood o* her privilege under the constitution,) would be unconstitutional. If women suffrage is constitutional in one state, yea, in four, then it is in all states. We know of no state Which expressly denies suffrage to, women, some expressly grant

it to males, but are silent as far as a specific declaration in regards to women is concerned and this silence gives consent. Most state constitutions use an inclusive and not an exclusive term. No state, we believe, would dare expressly deny woman suffrage for to do so would be in violation to the Federal Constitution.

A woman from Wyoming moves to Indiana. In her former state she enjoyed with her husband the right of suffrage for gthirty-five years. It was her constitutional privilege as well as his. On her becoming a citizen of Indiana, retaining her same higher citizenship, can said state deprive her of her right o: suffrage? We hold that under the greater cons^f"+ .^n the state has no more right to deprive her than her husband of said privileges and that any attempt to do so would be discrimination between United States citizens and an act unconstitutional.

The entering wedge, to secure the active universal suffrage of women in this country, is driven deeply into our laws and customs. Idaho with 161,772 people (census 1900) Utah with 276,740 Wyoming with 92,531 and Colorado with 1,070,752 population have conceded to woman her political rights. Thus about one out of every seventy of our women are made men's political equals. These enlightened and aggressive sisters, of destined to be great states, on moving to other states will jealously guard their constitutional rights and some day will leaf! a legal fight for it in behalf of their sisters, taxed and governed in other states without representation.

At the next election, Oregon, destined to be one of the greatest states of the American Union, will vote on woman suffrage, and there is no doubt that a large majority will vote in favor of it. Thus Oregon will become the fifth consecutive empire state to give women their full political rights. These five states comprise about one sixth of the United States, exclusive of Alaska and the island possessions, a territory about two and a fourth times the size of Germany or equal to thirteen states the size of Indiana.

Also the new woman, who has entered all professions and occupations with man, will begin to investigate their rights under the greater constitution, as citizens bearing their equal shares of the burdens of go/ernment. It is now the opportunity of a century for one of these bright and deserving spirits to claim her right at the election booth, and on being denied her privilege carry the case of womanhood to the highest tribunal of the land and there demand her constitutional rights.

The United States Constitution needs no amendment specifically granting women suffrage. Women need but to claim their constitutional rights, refusing to be longer classed with the "idiots, insane, criminals and the illiterates" or infants, and if need be, fight the usurpation of power and tyranny of their respective states before the highest courts of the land. If 1 were a woman as I am a man I would claim the right of suffrage at the voting booth of my state and if there refused, then I would appeal for justice in the Supreme Court of the land.
