Secretary of Agriculture Wallace recently stated that the federal revenuo derived from taxation of motor vehicles and accessories since 1917 has been more than twice the
amount which the federal government has expended on road build
ing. Federal aid in road building is paid out of the general funds of the treasury, and while it is impossible to trace the disposition of the dollars collected for revenue, it Is possible to compare some of the government's source of revenue with certain expenditures which it makes. Ever since 1917, when the first war finance measure was passed, the government has been collecting a tax on the selling price of motor
trucks, motorcycles, automobiles, tires, automobile accessories and the use of passenger automobiles for hire. Up to and including the fiscal
year ended June 30, 1923, the federal government collected $589,012,021 in taxes from these sources. During
the same period the total federal
expenditure for all road outlays, in
cluding the federal aid highway and forest road construction and all administrative outlays, amounted to 5264,782,000, or 45 per cent of the total collected directly from the
users of the roads and others who would benefit by federal improvement. The automobile revenues of the government for the last fiscal year were approximately $146,000,000 and the withdrawals for federal highway purposes $72,000,000.
The roads that will comprise the
federal-aid system of highways have been designated In thirty-four states, according to a recent report to the Department of Agriculture. A study of the system now approved shows that practically every town of more than 5,000 population is located upon one of the principal highways. Ninety per cent of the population of the United States, the plan shows, will be within ten miles of a federalaid highway. In many of the states
the estimate is as hish as 98 per
cent, and in none does it drop below 65 per cent. The extent of the system is about 187,400 miles. Texas leads in the number of miles with 11,665 and South Dakota is second with 8,007 miles.

ATLANTA, Ga., May 31. Suit for $0,833,469 has been filed in the United States district court 'hefe against the Coca Cola Company of Georgia for unpaid income and excess profits taxes for 1919 and a 50 per cent, penalty assessed by the commissioner of internal revenue for the alleged making of a fraudulent and false return. The government asserts that the company paid income and excess profits taxes totaling $1,548,184 for 1919, when a tax of $6,103, S30 should have been paid.

modifies, is shown in the federal reserve board's summary of general business and financial conditions for the month of April and part of May.
Retail trade was greater in volume than in March, chiefly because
of Easter buying, and was at about the level of earlier months of the year. There was a decrease in the
volume of borrowing for commer
cial purposes and a further easing
of money rates.
In the five-week period ended May
14 the volume of borrowing for com
mercial, purposes at member banks
in leading cities declined somewhat from the high level reached early
in April. There were increases
however, in loans Of stocks and
bonds and in investments in securities, so that the total of all loans
and investments at the middle of May was- higher than a month earlier
and -in larger volume than at any time in more than three years.

Playing a waltz puts a tiger to sleep; lions come nearest to laughing when they listen to a saxophone, and baboons are almost human in their weakness for jazz, psychologists and students from several Southern California universities and colleges have deduced. They invaded a motion picture zoo here with an orchestra and
carried on numerous experiments to obtain accurate data on the reaction certain types of music might be expected to produce in various animals. While professors and students took notes the musicians ran the gamut from lullabies to jazz tempests. Inside the cages the following results were observed : Jazz numbers angered the tigers. The baboons danced to a tune built up on a once prevalent scarcity of bananas. The brown bear went into
a tantrum when confronted with a moaning saxophone. An elephant ignored the orchestra ensemble, shied at the bass viol, trumpeted at the rool of a drum but appeared immensely pleased with the trombone. The mountain lions wero not much interested. Mary, the ape, smoked cigarettes through the whole two-hour performance.

ing that telephone rates in the United
States are arbitrarily fixed ny the American Telephone and Telegraph Company through an elaborate system of corporate relations, giving to it complete domination of the industry, Representative John J. O'Connor,
Democrat, of New York, Wednesday renewed his demand for a congressional investigation of the "Telephone Trust." Mr. O'Connor recently offered a resolution providing for an inquiry into telephone rates and service by a special committee of the House. It
is pending before the rules committee. In a statement issued Wednesday Mr. O'Connor outlines the sys
tem which he insists gives to the American Telephone and Telegraph Company a complete monopoly of
telephone service. "The American Telephone and Telegraph Company owns all the
telephone instruments used by its
local companies, said the statement.
It buys them from Western Electric
Company, its subsidlary,aL prices
agreed on by the two companies and leases the instruments to subsidiaries, together with 'service,' at 4
per cent of the gross revenue. This amounts to about $3 or $4 a year for each station when it is estimated that a reasonable return on the investment would be about 90 cents a
year. The American Telephone and
Telegraph Company, of course, con
trols the stock of the subsidiary com
panies."
"All the stock of the Western Elec
tric Company is owned by the American Telephone and Telegraph Com
pany. This company sells its prod
ucts to its subsidiaries at a price
it chooses to fix and at prices very often higher than the products could
be purchased by the subsidiaries in the open market. This is accomplished by the American Telephone and Telegraph Company compelling each subsidiary to appoint the Western Electric Company its purchasing
agent." Central control of all toll lines, the statement continues, enables the American Telephone and Telegraph Company to 'milk' its subsidiaries and the public on Ions distance service. "It is estimated that the subsidiaries, on an average, charge off about 15 to 20 per cent of the operating costs for depreciation. But that is not all. They also have a maintenance fund. For instance, although they charge off depreciation on a switchboard they also make a charge for maintenance whenever they re
pair this switenboard, -with the result that these two funds, 'depreciation' and 'maintenance,' amount to about 6 per cent of what" the company itself claims to be a fair value of the property. In other words,
they duplicate the charge under 'depreciation' and 'maintenance.' The American Telegraph and Telephone Company itself has a contingency reserve of hundreds of millions, probably about $500,000,000. At least half of this is unnecessary reserve and undoubtedly is surplus profits." "In New York City the recent in
crease of 10 per cent on top 'of prior increases of about 13 per cent since
the war is probably also due to the installation of the 'dial' system, with its accompanying increased operating costs and capital expenditures. No subscriber ever asked for this system and it is generally believed to be a nuisance and may ultimately have to be abandoned. The company, however, has nothing to lose by such experiments because the cost is passed on permanently to
the public."
WASHINGTON, May 31. The war department announces formation of the adjusted compensation branch of the adjutant-general's office as a separate unit to handle the work made -necessary by enactment of the bonus law. The adjutant-general, Major -Gen
eral Robert C. Davis, will be in direct
charge of the new branch, combining that work with his own functions
as adjutant-general. A separate office has been set up where General
Davis will give his attention to see there is no preventable delay in receiving and checking against records of the world war veterans' applications for bonus benefits. To make way for the new organization, the old world war divisions of the adjutant-general's office have been discontinued and the three offi
cers and 215 clerks of that division, who have been handling about 2,000 communications daily in connection with the records, have ' been transferred to the new branch. Later, seven additional officers and 2,517
clerks will be added to the rolls of
the branch, when the examination of records in connection with the
bonus gets into full swing.
To make room for the additional
personnel, 6,000 filing cases of the
10,000 that formerly contained the
personnel, organization, medical and miscellaneous records of the old
world war division, will be moved to another building.

The total for April a year ago was 4,712,039,873. Cigar production was 501,422,160, against 532,533,523. The output of manufactured tobacco amounted to 23,540,134 pounds, against 30,759,305, and snuff, 3,346,310 pounds, against 3,296,140 pounds in 1923. Figures for the first four months
of this year show cigarette produc
tion totaled 21,708,882,186, against 19,733,030,379 in the same period last year.

ELDORADO, 111., May 31. Thur-
man J. Gibson,- principal of the pub
lic school here, whipped four girl pupils with a switch Monday, be
cause they played truant Friday afternoon to attend the first Ku Klux Klan funeral to be held here. Clarence Allen, father of one girl, called at the schoolhouse to rebuke the principal and a fight resulted.
Allen was taken before the police magistrate and was fined $14 when he pleaded guilty to a disturbance charge.

April of $11,323,194, as compared with $12,621,717 in the same month of 1923, the Chicago & Northwestern
reported a net income of $240,505,
compared with $698,048 in April,
1923. and $1,010,937 in the same month of 1922. For the four months the earnings of the Chicago & Northwestern reached $3,753,668, com
