of greater efficiency in the mills,
better relations between employer and employes and a higher stand
ard of living among the workmen
and their families, according to surveys recently made in various steel manufacturing centers. The United States Steel Corporation and 70 per cent of the independents have almost completed the change from the two-shift to the three-shift day. Theater Censorship Urged in Chicago by Ministers

ficials. Most of them say that they do not know whether efficiency is higher or otherwise, but thrt the tonnage at the furnaces is the same. There is a better spirit and contentment among the workers. Few come late. This was not so on the longer run. While the eight-hour day ba3 slightly lowered the earnings of the average steel worker, bankers in several districts, including Homestead and McKeesport, declare there has been no falling off in the deposits of the workers because of the
decrease. It is stated the workingmen are more thrifty. More men are buying their own homes.

of city government, was voiced by Kansas City at the polls "recently.
In the face of stiff political opposi
tion, the new charter proposal was
carried by a majority of about 10,000. The thirteen freeholders elected are pledged to a simplified system of government a one-house council and city manager. They are to submit a new charter to the voters within a year. At least part of the council is to be elected by districts. The mayor will be elected at large. The council will be legislative and not administrative. The mayor will
be the presiding officer of the council.

NEW YORK, March 1. George! Randolph Chester, short story writer, creator of "Get Rick Quick Wallmgford," died suddenly at 5 o'clock' Wednesday morning of a heat attack1 in the arms of his wife, Lillian, at liis home, 2'i West Ninth ft rect. Until nearly midnight be bad been working on a new short story of the 'Izzy Iskovitch" series. He went to lied in apparently good health. Waking at 2 o'clock, he complained of Iains in the chest and after taking ' hot bath went to bleep again. At 5 o'clock he wakened, turned to his wife with the remark, "You know, lear, that I love you," and fell back dead on the pillow. Chester was 51 years old. He began his carer as a reporter, later becoming a syndicate writer and
Sunday editor of the Cincinnati Enquirer. He found a talent for feature writing that later turned to fktion. In lflOS he started his famous characters, Wallingford and Hlnckie Daw, genial rogues "whom the public relished at once. They appeared in scores of varied swindling adventures, and found their way to the stage and the screen. In several of his more recent writings Lillian Chester collaborated.

Hospital officials gave as the reason for their removal, that they were taken out to be "fumigated." Can anyone imagine the fumigating of a new Holy Bible? What Martins Ferry residents can't understand is, "Why were only the Bibles taken through this process, and why did it take so long to do it?"
