the state which by divine decree belongs to it. It should adhere to the divine command and plan to go unto all the world and preach the gospel.
The ministers and churches should
be of one voice in their opposition
to a league of nations and world court to enforce peace, and they
should be demanding instead league of churches to create peace not to enforce it.

Alliance of Churches To bring about this world renovation and reform the work will not fall to a league of nations or court controlled by politicians, sitting in judgment in an atmosphere of politics, competitive rivalry, selfiifbness,
religious, race and class hatred, diversity of interest and confusion of tongues, but it will fall to a league or alliance of the churches backed by a militant army of democratic Christians. All the great crusades of the world since the expedition to recover the
holy land from the Mohammedans have been led by the church. No reform movement was ever started or led by a politician, party or statesman until it became popular
with the masses from the seed sown by the church. In America, it was the church, and not the statesman, that originated the ideas of liberty embodied in our Declaration of In
dependence. It was the church, and not a political party, that initiated the movement against slavery fh this country. It was the church, and not the politician, who started the fight for prohibition and world-wide sobriety. And now if this permanent world peace for which the people of all nations are xrying, is to come to us it must come as a result of the united efforts of a united church.
Commandments as Covenant
Let the churches unite and league
together not the nations. Let them adopt as '. ovenant, without any reservations , ' interpretations, the Ten Commandments and the Sermon on the Mount, and let them, in obedience to the divine command, send forth missionaries not politicians, to all parts of the earth. Let them go forward to civilize and
Christianize. Let them go shielded with the breastplate of righteousness; their loins girded with the truth, and their feet shod with the preparation of the gospel of peace. Let them reclaim the heathen as
their divine inheritance, and let them bring the world to submission, not by judicial decisions or the force of arms, but by the force of divine love, emanating from the bar and throne of Him who controls the destiny of all nations.
Peace acquired through the channel of the church under the edicts and mandates of the Supreme Law Maker of the Universe will be a
lasting and enduring peace. It will be a. peace based upon love not
force, and will be a satisfying peace Ingersoll's Dream
With such a peace established
throughout the world the dream of
Colonel Ingersoll in his great In
dianapolis speech in 1876, will have
come true, when he said in closing; "I have a dream that prisons will not always curse the earth; that the shadow of the gallows will not always fall on the land; that the withered hand ot want will
not always be stretched out for charity'; that finally wiisdom will sit in the legislatures; justice in the courts, charity will occupy all the pulpits, and that finally the
world will be controlled by liberty and love, by justice and char
ity.
If this dream of Colonel Ingersoll is to come true; if wars and rumors
of wars are to be no more, and if
finally the world is to be controlled by liberty, love and justice, this
The Only Common Ground
The Bible and the church provide the only common ground on which
all the nations of the earth can come together with their diversified inter
ests, differences, customs, tongues,
colors, religions and races, and have them reconciled and harmonized into a world-wide brotherhood of mankind, bound together by the ties ot love and justice.
When this common ground is
sought by the nations of the earth, through the church, and when this world-wide brotherhood is estab
lished, with the Bible as its covenant, then wars will cease wars and rumors of wars will be no more.
Then the devil will be chained.
Then, and not until then, will the swords of men be melted and molded into plowshares and prun
ing hooks.
Here in our blessed country.
America, Jew and Gentile will see alike, Catholicism and Protestan
tism will unite and worship at the same shrine. Capital and labor will
work together as partners. Labor will be equitably paid and justly ! treated. Strikes will cease and unrest will abate. Confidence in men will be restored, and with thi3 returning confidence the mines and factories will be kept open, and the wheels of industry will continue to move and from the music of their hum sad and languid faces will brighten, heavy hearts will become light, smiles will take the place of frowns, the furnaces will be kept burning, - and the heavens will be filled with the smoke of American industry, ami mpon that cloud of smoke will be reflected from the light of a hundred million happy

WASHINGTON, March 1. Tte seventy-nine American cities having a population between 50,000 and 100,000 in 1922, spent $91,344,000 lor educational purposes other than libraries in that year.
Census bureau statistics show for

more than $1,000,000 each, and four more than ?,000,000 each. The
average per capita expense for teach
ers salaries and other expenses of maintenance and operation, exclusive of costs of outlays and perma
nent improvements, amounted to
$2.77 for 1922, as compared with
$5.55 in 1917.
Sacramento . had the largest total
expenditure with $2,959,000, of which $1,770,000 was for permanent im
provements. Canton, O., spent $2,-
194,000, including $1,072,000 for im
provements.
Waterbury led in expenses for
teachers' salaries and other expenses of operation and maintenance, exclusive of ' permanent improvement
outlays, with $1,525,000. South Bend,
Ind., spent $1,038,000 and Terre Haute, Ind., $1,045,000.

NEW YORK, March 1. Control ot the school system of this city was first sought by Tammany Hall in an attempt to dominate the votes of the newly enfranchised women, ac
cording to a report adopted by the National Republican Club last night
with a resolution calling on the
state commissioner of . education to investigate, says the New York Tri
bune. The club's action followed that of the City Club and other civic organizations and prominent citi
zens several weeks ago. No answer to that appeal has been given yet. The report was presented by Victor House, assistant United States attorney, as chairman of a sub-committee of the committee on state affairs. "The nature of the evidence disclosed and the situation revealed' the report stated, "are so startling and complex that the committee asks leave to supplement this report at a
later date."

Conclusions Reached - The facts and data reviewed, it added, warrant the following conclusions, in the opinion of the committee : "(1) Tn or about the year 1918 the political group in power in New

system, with a view to obtaining

and political control of this largest
of local public enterprises.
(2) To do this it was necessary
both to amend the laws under which
the school system functioned and to
infiltrate into the system political
lieutenants who would use their of
flcial powers as directed.
"(3) With this end in view two
attempts were made to change the laws regulating the school system,
which failed only because of the
vigilance of public spirited citizens:
but the infiltration policy has been successfully pursued until, in actual
fact, a large measure of .political control over the school system has
been acquired and is now being used
"(4) Throughout this process the
interests of the school children have
not even been considered,."
Sordid History
It is a sordid history, the report
said, and the Tammany plan of dom
ination "has been systematically
thought out, continuously pursued
and in some degree successfully
consummated.
Calling attention to the fact that-a
vast majority of the 25,000 persons enrolled in the school system as teachers and supervisors of teachers
are women, It continued: "Control
ofthe key positions in the system
-fthrough which rewards and promo
tions in the ranks are made was first sought as a step to dominance of this new feminine vote." Outlining the school structure, the report added: ' "It is obvious that control of the
board of education and of the board of superintendents carries with it the power to name all school officials who do not come under the civil service; while control, in addition, of the board of examiners, carries with it the power to manipulate the civil service lists and bring the civil service employes of the system also under political domination. And this is just what the plan has been: First, to secure control of the board
of education and the board of superintendents, and then of the board of examiners. Getting control of the board of education was the first step,
and it was comparatively simple." Mct'ooey Appointment

On December 11, 1894, the United
States grand jury for the southern
district returned indictments In which he, his brother, Julian Man-
del, and another person were charged with conspiracy to defraud
the United States by having Julian Mandel make an application for civil service examination, forging the
name of Louis Simon on said application.
From that time on until his op
portunity came last year Edward
Mandel lay comparatively low and
worked his way up to the position of district superintendent in the school
system, but the reputation he
gained in the process Is perhaps best indicated by the fact that Dr. Ettinger specifically objected to his selection as an associate superintendent."
