BREAD PRICE RISES IN PARIS PARIS, Feb. S.-fBeginning Friday the price of bread in Paris- was raised to 1 francs a kilogram. The increase was authorized because of the necessity of importing foreign wheat. There is a movement afoot to bring back the war-time restrictions on bread, including the prohibition of rolls and fancy bread-stuffs.

rather than, force. That declaration need not reflect upon past wars; it may even admit the legitimacy of : many military conflicts in earlier periods of human development. But the virtues of savages often become vices when they persist in enlightened men.- Modern science and invention make it probable that the the race will annihilate itself if another war breaks out. War can be justified no longer on the ground of its social value. The only chance society. has to a.ve itself is found in living according to reason and justice in the larger relations.. And now is the time to say thi3. To remain silent until another war comes upon us will take away our power, even our right to protest effectively. If we tacitly consent to the stirring up of another war, we must accept responsibility for it. And then the church, as well as the state, will have contradicted the gospel of
Jesns and repudiated the kingdom of God. For that is the plain meaning of war from now on. Christ and Mars
can no longer fraternize.
Theological School
'I am much concerned that the
general conference shall accept re
sponsibility for the maintenance of
the theological schools. This type of educational institution has no
constituency whose admitted duty it is to provide for its necessities. The secondary schools and colleges are
sponsored by- one or more annua!
conferences. The theological schools
by none. Yet the only excuse these
last iiave for being is to tram a
leadership for the church. If there
is any cause that logically should be a first charge against the general re
sources of the denomination, it would
seem to be the -eleven training schools that exist for the benefit of the whole church, as the Discipline
has long declared. The financial em
barrassment in which all the seminaries find themselves makes it imperative for the general conference to decide what its responsibilities may be for their adequate support. Benevolences. "All Methodists should be grateful that the level of giving to the general benevolent boards has been lifted permanently the past five years. But the method by which it has been done quite naturally has raised some questions. The following must be considered as plans are made for continuing the benevolences:
"a. Is the chief function of the local church that of raising the 'regular benevolences?' Are the churches primarily agents of the general boards? Is the thinking of ministers and laymen to be regimented to this end? Is the final test of minis
terial efficiency that of being a good collector? "b. Does the local chureh have a right to designate what shallbe done with its benevolent monies?. "c. Is our obligation to the general work of the eimrch so great that we must permit the benevolent boards to mortgage the total giving
power of the church at the expense of local causes and institutions which are indispensable? The answer to ( these questions wiil also answer many of the queries which are raised concerning 'officialism.' There is no doubt that ministers and
laymen have a stifled feeling. All activities are regulated so strictly that freedom seems to have departed. Individual initiative is frowned upon, even in a bishop in Europe, until
liberty is smothered. The pastor
can not make a plan for his local
field with any confidence that it will
not be brushed aside for the plan of the district superintendent, who is
the agent of the bishop and the gen
eral secretaries. The chief demand is for obedience and regularity. And
the reason for all this goose-step
ping' is found in 'benevolences.' We must raise our benevolences. But all the benevolences should stand on the same level. Those ordered by
the local church and annual confer
ence are quite as important as the
ones ordered by the general conference. And it must never be forgotten that the first task of the local
church is teaching and worship; and whatever interferes with these, though it be benevolences, will work Injury in the long run. , r Missions "I have referred to oars as an 'international church.' That is already
an accomplished fact to the regret of some, and to the delight of many. The only thing" that seems left for us
to determine is the kind of international organization it shall become. Is our model to be the Roman hierarchy, or the British empire, as Mr.
wutcnison has inquired? - Are the missions to be strictly regulated from the United States ,in an attempt to impose an American church on Europeans, Asiatics and Afri
cans? Or shall these other nponis

iypes or Christianity, working out their own rituals and schemes of or
ganization, and making their own interpretations of Jesus Christ? We
must choose as betwen an ecclesias tical imperialism and a merely fed
eral control of self-governing native churches. And I am frankly for the
latter. Anything else is contrary to the very spirit of Christianity, and
is in opposition to the policy of the
nest missionary administrators of other denominations. Moreover, it disregards the legitimate nationalistic consciousness of other races and peoples. If it should appear that our membership in mission fields- is sincerely clamoring for foreign control and leadership, that very fact would seem to prove that only the timid and less adventurous have responded to our appeal, and that we have not reached the stronger type of man in large numbers who has the self-confideee to regulate his own affairs. "Again, it is not too late to ask whether it is wiser in certain fielda to continue as an independent organization, than to co-operate with agencies already existing in those countries, supplying money and

of church membership simplified. The tests should be ethical and spiritual, and not theological. Doctrines
nave tfieir rightful place, but that place is not at - the door of the church to keep out all whose opinions on religious subjects can not be expressed in ancient terms. Ordination of Women , "I trust that the door may be opened widely to welcome all women who prove themselves competent for ministerial service. Probably they will not apply in large numBers, but if anywhere there is one whose service is needed, we should be at liberty to license, ordain, and receive her into annual conference member
ship.
HARVARD FUND $1845,588 CAMBRIDGE. Mass., Feb. 3. The total pledges toward the Harvard Endowment Fund up to January 1 have reached $13,945,536, of which

been received, according to Chairman Eliot Wadsworth. There has been no solicitation for additional money since the original drive of 1919-20, but in 1923 twenty-six new subscriptions, amounting to more than $4,700, were received, as well as sixty-one increases in subscriptions which totaled $51,831. The total payments in 1923 were about $1,071,000, or $50,000 less than in 1922.
