The Bounds of the Law
(Continued from Page 4) handed it tohis lieutenant. Three robed men entered the jail and proceeded to George's cell. Their salute was the Klansmen's sign o greeting the hand raised to an angle, the form erect. He replied with the return greeting. They handed him the note and passed on as noiselessly as they had come. The note read, "Fear not, we are with you." To George it was like a word from heaven. There was something strangely suggestive about this night. Visions came to him of Paul and Silas in a Philippian jail, a white form appearing freedom. His heart was full and in his eyes were tears of thanksgiving. Cameron, who had fallen asleep, awoke as the Klansmen passed his cell. He was on his feet in an instant, his body quaking, his eyes ablaze with terror. "Ku Klux! My God! Ku Kl " The jailer heard a terrible cry, a wail such as must have arisen from the depths of Inferno when Dante Ktood on its brink. It was the deathcry of an agonized soul. He hurried to Cameron's cell and found him lying prostrate. Examination sliowed that his heart had
ceased to beat. A physician was summoned and, after looking at the body, he shook his head. "Dead," he said. "Died instantly, evidently. Apoplexy, due to some fright." "Well, of course. Doctor, you know what's been going on here tonight. His life has been hanging by a thread for hours. He would have been lynched had not the Klansmen arrived when they did. How glad the people must be that they did nothing raah, and that nature has done what they wanted to do!" The body was carried to a morgue and prepared for burial. The crowd slowly left and the Klansmen dispersed, vanishing into the grey mists that come before the dawn. Taylor was unaware of all that had happened until nearly an hour luter the jailer came to him and held out his hand. "Well, old fellow, my congratulations." "What, for have they reached a verdict?" "God has didn't you know?" "Know what?" "Why I was sure they had told you. It all happened within less than fifty feet of you. Cameron died of apoplexy and when they took him to the morgue they found his written confession in his vest pocket. I was a witness. He wrote it several hours ago when he thought they were going to lynch him. The jury has been dismissed. You are free." Free! For once he knew the feeling of the imprisoned bird when sud
denly its case is onened and the
green sunny world spreads before it.
Free! Vindicated, his name purged of ail stigma, his honor restored, his
hopes again palpitant.
The keeper opened his door. "I suspect you'd better be going Mr. Taylor. It is almost daylight and you will need some nourishment
I certainly congratulate you. And I
think there are some folks waiting at
the door to see you."
The street seemed deserted when
he came out upon the steps. It was the still holy hour of daybreak. Already, beyond the eastern prairies, the day was unfolding like a scarlet flower and the air was resonant with birdsongs. Then, above the horizon the sun shot his glittering prongs of fire and the shadows fled before them. Purple and gold-fringed clouds trailed across the dawn a colorful curtain of Oriental splendor. Sunrise. It was the sunrise of his life, the daybreak of promise. Gene and her mother met him at
the foot of the steps. The elderly lady was pale but composed, and Gene was as rudy as a rosebud. Waves of joy played In her dark eyes and her touseled curls, thrown back in earless abandon, floated airily In the cool morning breeze. George stepped toward her and she fell happily into his arms. CHAPTER XXX After Two Years The events described in this storyhappened over two years ago, and my story, of course, is done. But the reporter's instinct is still high in me and I can not refrain from jotting down a fewj thoughts as "we go to
press. After the murder of Karraker and Cameron's sudden demise, things settled down to normal and men again pursued the even tenor of their way. Forthoffer was taRen in hand by the federal authorities and tried for violation of the Mann Act. He is ....... n lAniht, n f
eral prison. After a bitter contest, George took his seat in Congress, where he is one of the youngest members and is looked upon as one of the most brilliant. He and Gene were married Just before he left for Washington and they now reside in a beautiful home in Chevy Chase. Mrs. Kar
raker lives with them and, little by little, is forgetting her great sorrow. The Ku Klux Klan, which, by its
entrance into the community occa
sioned most of the events described. Is now sweeping the nation with a resistless momentum. Never before in
the history of this republic has a movement gathered Buch impetus or gripped the hearts of the people as
has this one. Two years ago, when Taylor was fighting the Klan's Wat
tles in the southwest, the organiza
tion was scarcely known in the
north. There were very few Klans
men north of the Mason and Dixon
line. Now the bulk of Its member-

northern state, carries the banner
with her half million Klansmen. In
Ohio, New Jersey, New York, and even New England, It is growing by leaps and bounds, la Pennsylvania
the rate of growth is said to be sev eral thousand per week.
In states where the Klan is strong
and functioning, there is a notice
Klans of America have set about assiduously to rid this country of its most 'loathesome parasite the bootlegger and, from all appearances, they will succeed in doing it. - But we will refrain from further comment ourselves and leave the matter in the hands of Hon. George Taylor and Dr. Paul Brownson. Dr. and Mrs. Brownson and their little
son visited Taylors in their Washington home while on their way to England, where the doctor expects to take higher degrees. On the cool veranda, while the ladies were busy Inside the house, the two men fell into a conversation which naturally turned to the Klan. "Well, what is your attitude on the Klan now. Taylor " asked his visitor, "having segn it in operation for two years." "To be honest, I believe-it has the greatest opportunity ever presented to an organization, and the gravest responsibility," he answered. "In the first place, it is fundamentally right. It is founded on the identical principles that are written into our Constitution. It is merely -re-emphasizing them. If the American govern
ment is right, the Klan is right. The right of free speech and free press, of separation of church and state, and of liberty of action, are basically American. The Klan is giving America a new birth of patriotism. The organization has come in answer to a need. The world war showed us our ills, the Klan is trying to remedy
tnem. we round then that all who lived in America were not necessarily Americans. Persistent racial grouping came near proving disas
trous. America can never achieve a
national solidarity so long as foreign
ers segregate themselves and refuse to amalgamate. We can never assimulate them as fast as they arrive unless the flood-gate is closed for a few years. While not hating the foreigner, the Klan believes America's
safety demands a change in our im
migration laws. "Well, you spoke of responsibilities
and dangers. What do you suppose
is the greatest danger to the Klan
at present and what is the greatest
responsibility?
"Frankly, I would say that the gravest danger is' the possibility of the organization becoming commercialized. If we wantonly extract a man's money from him by appealing to his sense of patriotic duty, and
then use this money for personal en
richment, we have betrayed a sacred
trust and deserve destruction. If
the American people are ever led
to believe that the Klan is commer
cializing their patriotism, they will rise in their fury and sweep it from
the face of theoarth! "And the greatest responsibility?'
"I would say that that lies in the
selection of our leadership. We can
not be too cautious in this regard. The man who leads the Ku Klux Klan is leading millions of men. It
today is a tremendous force for good
Overnight it could become a menace,
through wrong leadership. I be
lieve we are on the right track now.
but we must zealously guard our
every movement. We must keep big
otry out of this organization. A man's religion is a sacred thins, no matter what it may be, and if we
try to dictate to someone how he shall worship God we will bring our heads an avalanche of wrath which will overwhelm us. We have enough to do in cleaning up America without ever touching religious factions.. So we must have as leaders men of vision, of sympathy, irreproachable character and utmost integrity; men who are wedded to a great ideal and not thinking of the paltry dollars; men who are fit leaders of this great, embattled host of Americans who are bent upon a crusade holier than Peter the Penniless ever dreamed." "I see you have a wonderful grasp of the situation," commented Brownson, allowing the man he had converted to do all the talking; "And now, what do you think about the future of the Klan?" "It's possibilities are terrific. Its program reaches down to the intricate depths of our every governmental function. It Is a reactionary revolution, a conservative upheaval.
Brownson, there is a phase of this question that no one else with whom I have ever talked has considered very deeply, but I want you to take
it for what it is worth. You know, this is an Anglo-Saxon movement.
It is primarily a racial movement. It
is bound to draw the English-speaking family closer together if civilization survives. It is in the hands of the Anglo-Saxon. I can look into the
future and meet the Anglo-Saxon
nations in a great spiritual entente, diffusing liberty and justice to the
whole world. In fact, this thing may terminate in Anglo-Saxon world
dominance, not by conquest and
sword, but by colonization aud edu
cation.
"But, its world-wide possibilities
aside, it is a new and vitalizing force
in our national lfe. The spirit of Klankraft Is beautiful it is sacrificial, spiritual. Christ, the invisible leader of an invisible empire of souls; hia followers practising chivalry and love, serving him with renewed purpose. Can't you see the picture? And in closing, let me point an illustration: See yonder?" He pointed to a soldier in the uniform of Uncle Sam, walking down the street. "He is our defender in time of war from the enemies which assail us from without. Now look here;" He motioned to a "little Klansman," a pigmy statue on his mantlepiece. He is our defender from the ene
mies within who come in times of
peace. In their hands America is sate!"
"George! George, dear!" Gene's
sweet voice came from the parlor,
"You men come here and, if the gen-
tloman from the southwest has deliv
ered his speech, we will go to the
theater!" THE END

COLUMBUS, O., Jan. 12. The fed
eral board for vocational education,
which administers the- federal and state funds for rehabilitation of civil
ian workers in the state, is putting
out propaganda designed to stir up
the people and poiltcians in order to
get further congressional aid for its
operations. The present federal act ceases to be in force next June 30,
and, unless legislation is enacted at
the present session of congress, the state service will come to an abrupt end and, of course, incidentally, a good many persons will be out of
jobs, and the federal board, com
posed of hand-picked men, will lose
some of its power.
Civilian rehabilitation service has
no connection with the veteran re
habilitation work, which 13 conducted by the veterans' bureau. Civilian re
habilitation was set up under a sen
arate federal act and is administered through the states by the federal
board of vocational education.
Lately there has grown up a
rather strong- sentiment adverse to
the continuance of the service on the ground that it smacks too much of paternalism and is a drain on the federal treasury that is not justified.

Not since January, 1861, have the animals been known to visit the district.

McDonald, prohibition commission
er, wishes to take the nger prints
and Bertillon measurements of per
sistent violators of the liquor laws,
neither Attorney-General C. C. Crabb
nor Chief of Police Harry E. French,
of Columbus, will interfere, they
have announced.
In fact, Chief French says he re
gards it a good idea and he has heartily indorsed the proposal, asserting in his opinion it would do much toward closing up the hip
pocket bars. "It is an excellent suggestion," he said, "and after working out a
scheme for handling the work, our department will be only too glad to keep records of liquor law violators
arrested by police officers."
However, it is said that the plan
is np to the prohibition authorities
and the attorney-general will not
take a hand unless the plan meets
with opposition. According to Don V. Parker, former state prohibition
commissioner, now prosecutor of
state liquor cases through the at
torney-general's office, the Bertillon
measurements may be taken under a recently enacted law which, provides that any person who has been convicted of an offense against the
state and 13 imprisoned is subject tc
police identification.
Both state and city authorities say
they are anxious to cooperate with the prohibition agents as fully ae
possible to rid Columbus and thr
rest of the state of persistent liquor
violators.

stands for real advancement in the Knights of the Ku Klux Klan.
The keynote of the "most average
men in America" has been sounded as "Back to the Constitution," "Law Enforcement," "Restricted Immigration," "Organization Good WW,"
Greater Allegiance to Flag," "Bet
ter Government," "Independent Klan Press," Militant Protestism," "Freedom from Dissension," "Clean Poli
tics," "Better Schools," "10,000,000
Members."
There can be no real advancement
in the Klan without co-operative
effort and freedom from dissension.
If co-operation and closer co-or
dination is not possible, the things
that the Klan stands for are not pos
sible.
And the greatest need of the Klan
since organization until this very
day is for more and still more men of sufficient calibre and capacity to completely submerge their person
alties and the "carrying on" in the fullest co-operative way for the Klan itself. True co-operation and co-ordination, succeeds only so far as it secures for the individual things collective that could not be secured
alone.
The Klan desires to secure for the
American people and to perpetuate those things already fundamentally
established, only those principles
enunciated above.
The noblest roll of all history will be the names of these Klansmen who have "felt the common lot, and
striven to uplift, establish and main
tain fundamentally the doctrines
and ideas of the Knights of the Ku
Klux Klan."
In the early life of Christ, we are
told the Judean fishermen became
the "fishers of men" and made their
nets therefore of words and example,
and thereby established the first principle of citizenship and duty and service to mankind that has come on down through the ages to us today as modern Christianity. With all it3
highways and by-ways and detours
of religious vicissitudesout of the
first enterprise as exemplified by the
Judean fishermen has come the
fundamental of Christianity which is even yet lacking the full co-opera
tive tendency to evangelize me world.
Klansmen arc the modern heroes
of combat found in the political and
civic arena of enterprise and serv
ice. They are now engaged in championing the principles of the
organization, co-operating as a
solidified body of Christian Ameri
cans of one mind, of one purpose and one common understanding. Some men, like captains of ocean liners, know there is a course marked out particularly for them and they try not to miss it. Some, like pleasure sailors, and pirates, out for fun and pelf, go any way as chance caprice suggests. There can be no real plan for the
whole Klan that does not include a
co-operative plan for all parts and
there can be no will and no service
for the whole that does not include the spirit of co-understanding and co-operative effort and true adherence to the cause. "Whosoever will be great among you" Klansmen, let him be your minister, and - whosoever be chief among you let him be your servant, and as we have, therefore, opportunity, let us do good unto all men especially unto them who are of the house of our faith.
