BRITISH WILL NOT QUIBBLE ON LIMIT Element of Distance in Rum Seizures on High Seas to Be in Broad Terms
LONDON, Nov. 17. British legal experts have perfected the draft of the liquor search treaty from their
standpoint, and the document now is being examined by Secretary of State Hughes and his advisers. When the American authorities have brought the treaty into a shape considered impregnable against attack regarding its form and constitutionality the document will be returned to the foreign office here for further scrutiny and study. The completed
treaty is expected to be signed some time before Congress reassembles. As already indicated, the right of the American authorities under the proposed treaty to seize and search British-owned vessels suspected of carrying contraband alcohol will not be restricted to any arbitrary radius like twelve miles, but will extend to
a reasonable range from the American shore. The Element of Distance The element of distance will be embraced in the broad general term, "an hour's steaming distance from shore." The question of distance within which search might be made was purposely left open by the British legal experts, who are anxious to avoid committing the government to
any precise distance in miles on the ground that any specific or arbitrary limit might constitute an impairment of the traditional three-mile limit which is the foundation of British maritime law governing territorial waters.

Found Guilty in New York Court on Cruelty to Animals Charge Admit Act

cowDoys connected with the roaeo at Madison Square Garden, were found guilty of cruelty to animals by Magistrate George W. Simpson in Yorkville court, on complaint of agents of the Society for the Prevention of Cruelty to Animals.
The defendants were in court on summonses issued by the court on the allegation of the agents that the
cowboys applied an "electric apparatus, consisting of a dry-cell battery, a coil and two wires to steers to make them "wild" before leading them out for their performance. The society called as a witness John Bauer, an electrical enginer, who testified that the coil used was the same as that in apparatus used in cigar stores to light cigars. The defendants denied that the apparatus was used to make the steers "wild" but to protect men handling them. They "said the
method had been in use for years. The court let them off -with suspended sentences.
ERIE FIREMEN HAVE NEW CHIEF ERIE, Pa., Nov. 17. Michael J. Cronin has been named chief of the Erie fire department to succeed John M. Duerrier, who died about a month ago. Cronin has been assistant chief for many years.

Thebove photograph of Liberty-Hall was taken some time ago and the work on the new community building, which is to be ten stories in height, is now progressing at a rapid rate. Much work has been accomplished since the picture was taken and the forms for the concrete arehow laid on the second floor. It is expected to have the first floor in shape in about fifteen Jays for meeting purposes. In twenty-five days a larger halt will be ready, it is planned. On Thursday night of this week there will be a rabbit supper held in the part of the building which will be ready for occupancy and will be attended by militant Protestant Americans. Steel for the entire ten stories has been ordered and will be delivered in two shipments, the first to be placed on the grounds in about twenty days and the other on or about February 20. It is believed that the whole building will be complete in five months.

SALEM, Ind., Nov. 21. A fiery cross was burned on the north side
of the square- here last Saturday night and created much speculation among the citizens especially after what had happened in the way of
Klan affairs that afternoon.
At 4 o clocK, four JCIansmen in full regalia marched silently around
the public square after which each
took a position on one of the four corners. They uttered no word to
anyone, but stood silently for about ten minutes, each bearing a placard aloft.
