SCHENECTADY, N. Y., Nov. 3. The property of the late Dr. Charles P. Steinmetz, chief consulting engineer of the General Electric Company, probably will be insufficient to meet the bequests of his will, it was indicated when the document was made public. The inventor who was supposed to have received a salary close to $100,000 a y,ear, but who it has been learned since his death-, drew only sufficient funds to meet his needs and his many charities, made six bequests of real and personal property to relatives and friends. The residue of the personal estate,
not to exceed $24,000, was left in
trust to Miss Clara Steinmetz, of
New York, another half-sister. The remainder of the real and personal property is bequeathed to Leroy Hayden, the inventor's adopted son, who was named executor. The trust fund for Miss Steinmetzupon her death, will go to Hayden, his wife and children.

WASHINGTON, Nov. 3. Payment of an additional $33,000 to Matthew O'Brien, a San Francisco architect, for a revision of his plans for a gov
ernment hospital at Livermore, Cal.,

closed before the senate veterans'
committee.
Director Frank T. Hines of the Veterans' Bureau testified that the
payment had been made by Controller-General McCarl over his protest. This sum brought to approximately $97,000 the total O'Brien has received for his plaps, which never have been used. O'Brien Gets 3 Per Cent The original contract with O'Brien, General Hines said, provided for plans for a hospital to cost not in excess of $1,600,000. Upon the com
pletion of those plans bids were invited and the lowest tender was $2,100,000. Between July 21, 1922, and January 23, 1923, O'Brien was paid a total of $64,416, representing, General Hines said, a fee of 3 per cent on the lowest bid received. All bids were rejected, the director testified, and O'Brien undertook to alter his plans to bring the cost within the original $1,600,000. For this work he submitted a claim of
$33,000, which General Hines disapproved. The matter then was referred to the controller-general's office,, and on October 8 payment of
the full amount of the claim was authorized. McCarl Does Xot Answer General Hines read into the record a letter which he subsequently wrote Mr. McCarl protesting against the payment and asking that steps be taken to recover from O'Brien the sum paid. He' said he had received
no acknowledgment of receipt of
this letter. Lucien B. Johnson of San Fran
cisco, who sold the Livermore Hospital site to the government for $105,000, testified that he bought the land in October, 1920, from the Cresta Blanca Wine Company for $19,257 and before the sale to the government put on it improvements costing $26,674, including a residence, a garage and other buildings.

Bad Judgment Charged It was held to be "directly attrib-
utable to bad judgment and faulty f
navigation on their part." For having "too blindly followed the judgment of the squadron commander,"
in iamng to check the position of their individual ships, the commanders of the other destroyers, the court found, must be held responsible in a measure. Had correct judgment been displayed on their part, the report said, the equipment of each vessel could have been used to check their position against that ascertained for the Delphy. The board highly commended the morale shown by the personnel of the destroyers in the emergency of the crash, declaring it was due to "this perfect discipline that the loss of life was so small." It cited more than a dozen officers and men whom it thought should be commended by Secretary Denby.

Children Burn to Death as Home Is Destroyed JANESVILLE, Wis., Nov. Clarence Wrench, four, and his sister, Arlene, two, were burned to death in their farm home near Johnstown Wednesday night. Mr. and Mrs. Max Wrench were at work in the barn and were helpless to save their children. The house was destroyed.
