COST OF NATION'S SCHOOLS IS SMALL
Bat One Dollar for Education
for Each Seventeen Spent for Luxuries
(Special to Fiery Cross) WASHINGTON, D. C.,' July 11The Carnegie Foundation for the Advancement of Teaching reports that, in Its opinion, public schools must be limited in number and scope because of gradually Increasing tax burdens. The report advises the elimination
of pupils whose intellectual endowment is Ill-suited for formal study
and a restricted curriculum. The National Education Association meets the charge that the na
tlon is now, or is likely in the future, to spend "too much" on education,
with facts, In the face of which, It
contends, argument Is hardly neces
sary.
Questions Asked First asking these questions: "18 there Justification for the belief that the cost of the public schools Is enormous and is sorely taxing the ability of the American people to support themT Do figures as to the cost of education and the ability of the na
tion to pay for education support this attltuder The National Education Association asserts that: "The nation In 1920 spent $17 for luxuries for every dollar that It spent for education. '. "It spent $8.50 for other forms of publio service for every dollar it SDent for publio elementary and
secondary schools.
"The cost of all public elementary
and secondary schools In 1920 was
four-tenths of 1 per cent of, the na
tion's wealth.
"The cost of all such schools in 1920 was less than 7 per cent of the
amount of money lying In the sav
ings accounts of the banks of the
nation in 1921, a year or acute bust ness depression.

JAPANESE SCHOOLS ARE VITAL QUESTION
- (By Staff Correspondent) PLYMOUTH, Ind., July 7. To the martial strains of "Christian Soldiers." the Knights of the Ku Klux
Klan paraded here Saturday night
to the view of thousands wno naa packed the town for the occasion.
Parades may come and go but the
initial event will long be remem
bered in the minds of the citizens of
Marshall county.
Seven hundred were in line of
march in addition to a number of
members from the Women's Organt zation and numerous automobiles.
Ranging about 500 feet apart were
four automobiles, each carrying the
insignia of the order, brilliantly
lighted. A generous quantity of
flambeaus blazed their crimson rays
over the procession.
Nothing Mars Proceedings
Old Glory was in evidence, under ! guard, at the head of the parade. Hats were doffed in respect to the colors. There was no demonstration to mar the success of the first parade by the Klan in Plymouth. Respectful attention was given the marchers. No remarks were passed by bystanders and the marchers faced at attention throughout the route. City police were occupied only to clear the principal streets of congested traffic, after the parade had passed by. ' Plymouth can boast of wide streets but motorists took advantage of this situation by parking their cars two and three deep along tha
curbs. The streets were packed by
spectators anxious, many of them
to catch their first glimpse of the
Invisible Empire.

A Ford enthusiast believes that Henry's money is behind the Klan. This Is a joyous sentiment which is well calculated to make the sacrosanct "anti-bodies" pop off like rockets. The crazier one gets, the louder one'B "honk."

The creed-monger has scant place in Klandom, where honest intention stands out regardless of sectarian crimp. Klan principle is not a shield for the hidebound any more than it is a tent for the vicious. Klan-declara-tion - Is straight - to - the - point Americanism, as broad as east to west and - north to south. Those who do not stand foursquare for our highest ideas of loyalty . and good government have no more place In , our highest councils in this mighty reform movement than a doodle bug on a hlnge-of-hell. Dogmatism crucified Christ and stoned Stephen. The Klan's answer to the yelp of a creedpeddler Is a swift kick in the region of the round steak.

When you must engage In fight,
Put forth all your skill and strength:
Smash hard always for what's right,
You will beat your foe at length.
Never mind how hard you're hit,
Only cowards whine and run; Summon all your Klansman grit, Don't lot go until you've won.
If the foe Is big and strong, And you fear he'll knock you out, Just recall the mighty throng Back of you and .cease to doubt Give back every blow with zest, Kvery Klansman's mother's son Hugs this motto to his breast Don't let go until you've won. .
When the conflict wages sore,
And you feel your spirits fail.
Think of Klansmen's deeds before
Your fair lineage can not quail.
Would you feel your foe beneath?
Would you hear the victory eun?
Use your hands and head and teeth
Don't leave off until you've-won. The Western Watchman lifts np its voice as follows i "The Klan Is already disintegrating, soon It shall have passed entirely ont of onr American life, leaving only Its unfortunate dnpes to bear the disgrace consequent upon their blinded Ignorance." This sort of thing Is, in hot weather, what one might call a lemon phosphate. Of all the wicked spirits abroad at this honr in the world, insincerity is
by far the most dangerous. Add
ianatic bigotry, and yon have an -interesting and peppy drink that
will leave a taste In your mouth.
The answer to Irregularities In educational progress Is publio universities. There is no more reason why we Should have private colleges than private grade schools and high schools. The private school, of whatever educa
tional place, la the outgrowth of factional and sectarian expression.
Usually It Is founded .upon the Idea
of coercion to a hectic "orthodoxy" that Is as far from truth as a
wagon Is from a star. The same
reasons that first compelled America to establish publio schools as a
great instrument for American
democracy hold true for the estab
lishment of publio colleges, as op
posed to privately-established or
corporate institutions for higher
education. Life's complexities re
quire growing and adequate educa
tlonal facilities in which there can be neither political nor religious bias. Liberty and truth must co
exist In the educational fabric. There
must be no one-sided presentation of fact. One hundred years ago this was recognized in the case of grammar schools. Out of this recognition came our grammar schools and public school system. Today, with the demand for higher education ever Insistent, the need for great public
universities has increased. The
great cry Just now must be for uni
versities where Americanism In Its truest sense shall be taught. Amer
ica s young men and young women
must not be Informed from texts that are tinctured with lies. Our children those whq shall carry on after us must learn unwarped and unaltered fact fact Into which can filter no sectarian sentiment or dogma, no cloistered perversion of the truth that sets men free.
It Is gratifying to know that Klanpower is growing every day Indeed, every hour. The yammer of those who profess to see It disintegrating Is the harmless whine and whistle
or tne boy who must pass a graveyard after dark. Kokomo was an answer to some of the skeptics. In the language of a man who was read-"
lng a report of the Kokomo gathering In a public place the other day, we might say, "Hell, can't you Bee what a 'flgger' an organization like that Is bound to cut?" Do not fear that we shall ever grow weak or disintegrate, because our growth
shows each week that we have only begun to spread out The silent riders on their mission of loyalty, protection and good government are
bound together by the same bonds
that held the minute men of old to
their holy task. Where one falls.
In his place a dozen spiina ud to

Educational Problem In Cali
fornia Is Now Before the Governor
WASHINGTON, D. C, July 10. (Capital News Service). That the
recent decision of the Supreme Court
of the United States, which Invali
dates statutes In twenty-one states,
prohibiting the use of foreign language In nubile, nrlvate. or "barochial
school Instruction, will not affect state legislation prohibiting private schools taught In a foreign language.
is tne opinion of educators and political observers in Washington. Californians are particularly to'
terested, because of the strong West coast objection to Japanese language
schools.
The California foreign language
bill now awaiting the signature of
the governor provides "That no per
son shall teach In a private school conducted wholly or In part In the language of a foreign nation," and that "no teaching permit is to be granted unless the superintendent of publio lustructlon is satisfied that the applicant is possessed of a knowledge of American history and
knows how to mid, write, and speak the English language."
Aimed at Japanese This .till ts aimed specifically .at
the Japanese language schools which
have grown steadily In the state's
rural districts. "With their textbooks printed under the supervision of the Japanese Imperiad education
department these schools, it is charged, perpetuate loyalty to old-
worm traditions and institutions and accentuate the racial differences.
California's so-called anti-Japanese school legislation dees not contem
plate the prohibition of teaching a foreign language. It does prohibit tee Japanese or any other ' foreign
people conducting a private school in a foreign language.
