two sides of the city, and the mysteri

ous comings and goings of many automobiles led the police, city officials and others to believe that there was

a big k. k. K. initiation Thursday

night.

Three of the fiery crosses flamed

against a dark sky from the top of the hill west of town, just south of

Western Ave. A fourth cross, a huge one, flared a reply from the high open space on the hill just beyond the Main

St. bridge over thef SciotcsFf iver. The crosses on the western hill were lighted about 9 o'clock and in a moment the answering blaze came from across the river. The colored population in the west end of the city were considerably excited. They stated to police that after the three crosses were lighted on the hill they could see figures moving about near them. After the light died down two automobiles are reported to have come dwn the hill to Western Ave. Later one of the crosses was brought down from the hill and placed at Vine and Water Sts., satisfying the curiosity of the people.

Detroit, Mich. The petition tirculated in this state- providing lhat the public school amendment, which would eliminate aU parochial and private schools and make it mandatory that all children attend the public schools, be placed on the ballot this spring, has been ruled out on a teachnicality, but announcement is made that a new

petition will be prepared immediately, and circulated for signatures, ask

ing that the public school amendment be placed on the 1924 ballot. The Public School Defense League of Michigan, in a statement on the history arid , fate of the petition, recalls that in February, 1921, an initiative petition was launched with a view Of having it filed either in the fall of 1922 or the spring of 1923, whichever time appeared more opportune. Op

recommendation the league determined to file the petition for the spring election, which would allow a

campaign of education during the win

ter season when the lodges and churches are largely attended and

public meetings more easily arranged. In the spring also the university regents, the superintendent of public instruction and school board members are elected. The signatures were filed ofl Nov. 27, 1922, four months prior to the spring election, the time required by the constitution. At the instance of Father Meyer of Halfway, the statement says, the attorney-general rendered an opinion to the priest and to the secretary of state that signatures secured prior to four months before the last general or November election could not be

filed. The statement continues: While admitting that there was no

time limit on an initiative petition, he said that a reasonable time must be established, and he placed it at four months. He also claimed that the filing of a few petitions .prior to July 7 last by other parties, either willfully or through error, outlawed the petition filed on Nov. 27, on the grounds that but one petition had secured the approval of the secretary of state, though he afterward admitted that it

was the latter, petition: that bad 'been

approved. ' - - , . . The supreme court was appealed to foe a mandamus to compel the secretary' of state to place the amendment on the ballot, but the. court decreed that When a petition1 starts out on a positive basis it must be finished under the same basis; in other words, that signatures must be seeured between two elections. Although this decision in effect destroys the initiative feature of the constitution so far as spring elections are concerned, and though the eonstK tutiou itself set no time limit, nor the legislature, the ruling of the court is final.

Dapp, assistant rector of tho Cathedral of the Immaculate Conception, delivered an impressive address on patriotism at the regular weekly meeting of the Lions' Club Wednesday, lu the course of his discourse the speaker paid glowing tribute to George Washington and also denounced the Ku Klux Klan as an organization that is gnawing at the vitals of the country while posing under the banner of patriotism. The case of "Jack Carnaday" against Geo. A. Tibbs for assault was dismissed on motion of "Carnaday's"

attorneys when called for trial in city

court Friday.

"Jack Carnaday" is really John Jr.

Darmody, nephew of John F., the "candy man," and it was when Tibbs",

a Fiery Cross newsie pummelled him to a jelly for insulting language used toward Tibbs that Darmody became "Carnaday" for the se'eond time iff his life.

The first was when Darmody was

arrested in a craps game at Thirtieth and Clifton Sts. in June, 1920.

Later he was arrested In Anderson

for "booze running" but released when

pressure from Indianapolis was brought to2iear.

He is tne same Jack uarmoay who took a trip to the Pacific coast in Dei cember, 1920, to dodge a woman with

a nice little automatic.

Between same shady real estate

deals and bad checks he has been de

voting 'his time to heckling Fiery Cross newsies till he ran Into Tibbs, laid his papers aside and .that's the

end of the story. '
