With 15,000 known driiK arhlicts in Canada and evidence ot an international dope ring with headquarters in Montreal with operatives WoiKiiis out of there in Chicago and New York, Canadaian officials of thu dominion narcotic department announced that tliey would immediately neck I'nited States co-operation to wipe out the growing international drug truffle. Deploring the fact that there were no institutions in Canada to look after drus? addicts, Francis W. Cowan, chief director of the Canadian narcotics police, stated tonight that every effort was being made to stamp out the existing dope ring. Canadian officials will shortly visit Washington in an effort to formulate porno international plan to wipe out the evil. The Canadian officials will ask that the police and immigration departments work in co-operation. Officials here plan to have photos taken of ;iU drug addicts and peddlers arrested and these pictures will be intercliang'd with I'nited States authorities. The pictures will then be turned over to ttj' immigration officers, who

"It is presented in the form of a petition protesting against the seating of Earl Mayfield, as senator from Texas on the ground that his election was accomplished by fraud, in violation of the laws against corrupt practices in elections and by virtue of a conspiracy on the part of himself and the Knights of the Invisible Empire. In effect the petition is a scathing arraignment of the Ku Klux Klan which is charged with 'the subversion of visible government,' 'the enthrallment of commerce and industry' and 'the prostitution of the Christian religion and the defeat of its blessed strivings.'
There is now not much doubt that
the Ku Klwx Klan is fairly launched as a political issue and that not only
the senate but the major political par
ties must declare their attitude toward it. The question is of particular
moment to the South where the Klan is strong, and where, naturally, the Democratic party, is the only one af
fected. Some southern senators who face a campaign in 1924 have been re
luctant to take a stand against the Klan, but the disposition on tho pal-t of the Republicans is nov.' to force the issue as presented in the Mayfield case, and place the Democratic party in the position either of endorsing or rejecting the Invisible Empire as a political ally. Charges Against Klan

leged,' the petition recites, 'said Mayfield and his confederates and co-conspirators through the means and agencies of said corporation, to-wit: "The Knights of the Ku Klux Klan," wrongfully and unlawfully conspired to evade, violate and defeat, and by the acts and practices above alleged have evaded, violated and defeated (in substantial measure), various federal and state constitutional provisions and statutory laws, as well as common law principles and rules, adopted, enacted and established to prevent and detect fraud, violence and corrup
tion in elections, to secure the free and fair expression of the elector's will and the honest recordation and
ascertainment of such will, and to se
cure and preserve the purity of the
ballot, and to secure, enforce and re
dress the personal, civil and political
rights and privileges of all citizens
"The petition, which was referred to I the committee on privileges and elections, will not be considered until the new congress assembles in December. At that time, doubtless, hearings will be held after which the committee will
decide what course it will pursue. Mayfield's Election Fun "The petition sets forth that George E. B. Peddy, Mayfield's opponent, was duly nominated and his name certified by the Republican state ceutral committee and endorsed at a mass meeting of 'Independent Democrats,' that is, 'Democrats opposed to Mobocracy,' and that he received. 175.000 votes, al
though his name was not printed on
the ballots, and only 120,744 were counted, as a result of the conspiracy. It also alleged that Mayfield violated all the material provisions of the Texas corrupt practices act, he and his co-conspirators having- expended
more than $150,000 in the primary election campaign. "Under the subject of the 'general conspiracy' it is charged that the offi-

to certain principles, many of which,
abstractly speaking, faithfully adhered to are unobjectionable.' In 1921, however, it is alleged, Mayfield and the officers and members of the Ku Klux Klan agreed to use the organization and its subsidiaries to accomplish the purposes outlined in the petition. " 'In order to attract members Mayfield and the officials of the Invisible Empire concealed the conspiracy and the true purpose of the corporation and succeeded in vesting in the corporation "vast powers, political, governmental, social and religious." Nature of Conspiracy " 'And comprised within the general, real and true purposes, subjects and results of the aforesaid conspiracy, the petition continues, 'and of said organization (and its branches and agencies) were and are the following matters and things to-wit: "'(1) Subversion of visible government into a mendacious invisibility where corrupt and unpatriotic men and women (unrestrained by law or morals) may possess and exert brutal power over the lives and liberties of the people the erection of a "supergovernment" wherein the governed have no voice of representation in the ordaining of execution of the secret laws and decrees clandestinely established for their control such "supergovernment" being operated and its decrees executed primarily against citizens who are not members of the Ku Klux Klan and for the wrongful protection of members of the "Ku Klux Klan" in their immoral and lawless practices. "'(2) Enthrallment of commerce and industry and restriction ot the
fruits and benefits thereof to favored
groups of avaricious confederates. .."'CD Prostitution of the Christian

timate general purposes ot the con
spiracy (whether such purposes were
and are as stated above or otherwise)
said Mayfield and said co-conspirators (amongst other things) agreed, and
have acted and now act upon the agreement and in divers and sundry
ways have sought and now seek: "'(A) To seduce and defile the pub lie conscience and Character by;
(a) Tcacinng and encouraging
men to be, perjure and false-swear; "'(b) With money, gifts and insidious flatterings-corrupting minis
ters of religion, enticing them away
from the preaching of "Christ and Him Crucified" to the worldly forums
of partisan politics, to the support of
lawlessness and to engenderings of
hatreds, bickerings and back-bitings;
" ' (c) Generating in and from racial
and religious characteristics, nnrea
soning prejudice, sinful passions and
perilous hatreds
"'(d) Breeding and developing
through practices, precept and exam
pie widespread disrespect for only constituted authority and public discontent with restraint of law, and inculcating the belief and doctrines that established civil government is vitally incompetent to an extent that justice can not be through it secured and administered.

ganization it's true purposes and its true creed being as herein described. "'lh) Subjecting the members of said organization to corrupt obligations and to the terrors, pains and penalties of a brutal and tyranic con
trol and discipline to the impairment or destruction of liberty of conscience
and freedom of judgment and the restraints of morality. "'(B) To impair and destroy, defeat and evade each and all of the various provisions of the Constitution of the United States and of the Constitution of these states drawn from the experience and wisdom of man kind and ordained and established to secure;
" '(a) The equalily of all men before the law; (b) the right to life, liberty and property and the general pursuit
of happiness- all within the restraint and under the protection of law established and administered in due process and free of the taint o discrimination by the only constituted? repositories of government power; and (e) Freedom of thought and conscience in matters of religion and for the accomplishment of such purposes, the conspirators have caused and encouraged and contributed to cause (in Texas and 'in other states);
"'(1) Homes and places of business
of citizens to be wrongfully, unlawful
ly and violently invaded and searched
and inhabitants thereof to be searched
and subjected to insult and violence;
'(2) Persons to be searched wrong
fully and unlawfully and subjected to violence and maltreatment;
'(3) Persons to be threatened, .co
erced and subjected to restraint wrongfully and unlawfully; .
'(4) Members and officers of said
organization (and of its subsidiaries and agencies) to become and be jury commissioners (or other officers hav
ing power with respect to tne draw

control the verdicts of juries in civil
and criminal cases;
"(5) Members and officers of said
organization (and of its subsidiaries and agencies) to commit perjury in, or in connection with, their examina
tions, and voirdires, with respect to qualifications as jurors and with re
spect to prospective service on juries

to become and be, public officials of
various classes in efforts wrongfully
and unduly to affect and control official action or non-action, and the enactment and administration of law, in favor of said organization or its affected members, and in favor of said conspirators, or some of them, and thus to thwart, impede and obstruct, the
due and orderly accordance and administration of justice;
(10) Members, committees and
officers of said organization (and of its subsidiaries and agencies) to ter
rorize and intimidate, or to attempt
to terrorize and intimidate citizens
and classes (with respect to personal
habits and conduct and the exercise
of natural and constitutional liberties) through threats, acts of violence,
manifestations of force, and the pro
fessed ever-presence of the "ail-seeing
eye;"
(11) Members, committees and
officers of said organization (and of its subsidiaries and agencies) to do,
and to cause (or contribute to cause)
to be done, each and every lawless,
wrongful and fraudulent act or prac tice set forth in this petition.' "
Another Newberry Case
"Republican politicians are mindful of the widespread effects of election
cases. The Newberry case was one
of the topics upon which Democratic
orators dilated during the recent con
gressional campaigns and it probably
contributed to the results of the elec
tion. The Democrats now find the
tables turned. They will be called
upon to decide whether they shall
stand by Mayfield whose championship of the Ku Klux Klan will be brought
into the controversy but whose elec
tion will be attributed to irregularities of various kinds and to the ex
penditure of money in excess of the
legal limits
"Colonel Creager has already been in
consultation with various Republican
leaders and it has been stated that the latter have decided to make the most of the embarrassing issue to add
to the discomfiture of the Democrats. The progressive senators who joined
with the Democrats in denouncin
the seating of Senator Newberry may
change to the other side and join their
KepuDiican colleagues in opposing
Mayfield.
"it is not improbable that an attempt will be made within the Repub
lican ranks have the party adopt a
platform declaration denouncing, if not
the Ku Klux Klan specifically, secret
organizations which pervert constitu
tional liberties and override the (aw.
It is the view of the politicians that by this there would be much to be
gained and little to lose and sentiment
in normally Republican states is hos
tile to the practices of the Klan. And
there is a possibility from the Repub
lican viewpoint that by focusing at
tention upon the issue Klanism has
raised, the protection of constitutiona
liberties, a rift might be produced in
the otherwise solid Democratic pha
lanx. "Opinion in the senate regarding the Mayfield case has not yet become crystallized. Too many other things have occupied the attention of senators during the closing days o the
congress. Several months will etapse before the case is taken up. In the
meantime political strategists will formulate their methods of campaign. In view of the importance of the case, however, an inquiry by the senate in response to the petition seems almost inevitable, in which case there will be
protracted hearings which will bring to light the circumstances of the disputed Mayfield election and doubtless the part the Ku Klux Klan played in it. As in all election cases the hear--
ings arc iho most important phase of the inquiry as they provide the foundations upon which public opinion is
reared and public opinion in the end

be reluctant to take advantage of the
