they Are No Longer Restrained by Allies, Says Chinese Newspaper. CALLS IT “REICH OF TERROR” ---------v Semenoff Troops Assisting the Japanese Terrorize Inhabitants of Khailar—Seem Bent on Brew* Ing Trouble, Says Paper. Peking, China. —Reports reaching here indicate that the Japanese are carrying things with a high hand in Manchuria now that the other troops of the allies are virtually out of the country. The Peking and Tientsin Times has received from its correspondents reports which it presents under the heading “Reign of Terror in Manchuria.’’ It says that at Imanpo two Russian workmen, who made some disparaging remarks about the Japanese emperor in talking to a Japanese soldier in the Russian railway hospital, were seized by Japanese soldiers and “summarily shot on the spot.” At Harbin, the newspaper says, Japanese sentries stationed on a bridge threw one Russian off the bridge, breaking his collar bone, and stabbed another In the face a bayonet when the Russians Insisted upon crossing the bridge. The Japanese are reported by the. newspaper to have taken full possession of Khailar qnd arrested there 11 Russian workers and handed them over to the representative of General Semenoff and the Times adds that by this time “no doubt they have been shot by Baron Unger Steinberg.” Local Population Terrorized. Arriving aboard the little steamer of Magnolila, the trucker was offered 60 cents a bushel, when the market price was $1.56. Returning to the boat after every deafer in town had refused to offer a higher price, the skipper of the Magnolia tossed his cargo overboard. As the beans floated away, men in small craft put out from shore, grabbed them by the bucketful and, hurrying back, sold them to a waiting line of people at ten cents a quart.

Dr. Dallas Hanna Will Make New Census. Purpose Is to Determine How Many Seals Can Be Removed Each Year. San Francisco.—-Dr. G. Dallas Hanna, a member of the staff of the California Academy of Science, has just left here for Alaska, where he will make a census of the fur seals on the* Priblloff islands, under the direction of the United States bureau of fisheries. Doctor Hanna has been connected with this work each year since 1913. In 1919 it was reported that there were 540,000 animals in the herd. In 1910 when the government first took over the operation of the Island industry, there were fewer than 200,000. During the time when this Increase Was taking place enough surplus and useless males have been killed and their skins sold at auction to provide the national treasury with $3,500,000 above all expenses, according to W. W. Sargeant, secretary of the California Academy of Science. The purpose of the census is’chiefly to determine how many animals can be safely removed each year and still provide for a maximum percentage of Increase of the herd. If the increase in 1920 continues as heretofore, it is said that there should be about 600,000 of these amphibious fur bearers, by far the largest herd in existence, as well as a surplus of about 30,000 males which can be killed for their skins.
