C., 4 - (Special)—Slackers who did not register under the first draft call in June, 1917, or having registered, failed to report for examination before the draft hoards, will be exempt from apprehension after tomorrow unless they left their home jurisdictions and thereby came fugitives from justice, to whom the stutute of limitations does not apP 1 Failure of congress to act on the bills introduced last December by Senator Poindexter of Washington and Representative Watson of Pennsylvania, providing for an extension of the period within which action coiild be taken against non-regis-trants and delinquents, has served to protect these evaders of the draft. .
