Washington, D. C., Feb. 19. Consideration of the peace treaty is at a standstill while President Wilson exchanges notes with Great Britain, France, and Italy over the settlement of the Adriatic question. The president’s threat to withdraw the treaty from the senate if his wishes are not acceded to in the Fiume controversy has strengthened the opposition to the league of nations. —o - Increased rates totalling a billion and a quarter dollars will be necessary if the railroad 'bill is passed in its present form, Representative Barkley of Kentucky, one of the two conferees dissenting from the conference report, declared. Wood as Republican presidential candidate would be able to overturn Democratic majorities in many close congressional districts in the south which could not otherwise be won for the Republican party.
