NOTICE TO DISCHARGED SOLDIERS AND SAILORS. A new ruling of the treasury department provides that lapsed insurance may be reinstated within eighteen months of discharge by the payment of premium for the month of discharge and premium for the month 6f reinstatement, provided the applicant states that he is in as good health as at the time of discharge.
